NPM Reforms in Napoleonic Countries: A Comparative Study of Management Accounting Innovations in Greek and Italian Municipalities

This is a comparative study of the rationale and effects of management accounting innovations in Greek and Italian municipalities, as part of the NPM reform in the public sector. This article aims to understand the extent of adoption of accounting innovations in Greek and Italian municipalities, and the factors affecting the specific techniques in use. The study reports on a survey based on medium-sized and large Italian and Greek municipalities, targeted at public municipalities’ accountants, the users of accounting techniques. The study identifies the intended purposes of NPM reform and, particularly, management accounting innovations, analyzes a set of factors that affect the implementation of management accounting technologies, and discusses determinants and features of such innovation on a comparative perspective.     

Making sense of European anti-semitism

Discourse once reputed unacceptable is now routinely voiced in mainstream circles, the press, and the corridors of power. This article sets out to explain the nature of this phenomenon, the reasons for its recurrence, and its severity.     

Sailing with Northern Winds: Party Politics and Federal Reforms in Italy

Territorial reforms have been on the political agenda in Italy for the last two decades, becoming a stable issue of party competition. The breakthrough of Lega Nord (LN) in the party system has represented the main driver for federal reforms. The article argues that the bipolar and majoritarian institutional environment of the Second Republic has compelled the main state-wide parties to adopt an electoral logic that led them to accommodate the LN’s claims. However, the ideological orientations and the territorial interests of centre-left coalition proved more compatible with this accommodative strategy than those of the centre-right coalition. The majoritarian and adversarial style of government–opposition relations has made compromise on territorial reforms difficult, contributing to their rising salience in party competition.     

The times they are a-changin’: party campaign strategies in the 2018 Italian election

Abstract

The 2018 Italian election produced striking results, with both a historic success for the two challenger parties (League and M5S) and massive defeats for the two mainstream parties (PD and FI). This article analyses party campaign strategies and their consistency with the opportunity structures provided by the configuration of Italian public opinion. Relying on issue-yield theory, original survey data were collected for both issue support and priority among Italian voters, and party emphases on issues in the electoral campaign – through Twitter data. The findings indicate a generalised ideological inconsistency of the constituencies of the main parties, while campaign strategies appear much more ideologically consistent. Moreover, it is found that parties focused mostly on conflict-mobilisation strategies, rather than on problem solving. Finally, the article shows that, in general, parties acted strategically, by aligning their campaign to the available opportunities, although with relevant variations across parties.     

Patronage,politics and performance: radio call-in programmes and the myth of accountability

The role of media in promoting political accountability and citizen participation is a central issue in governance debates. Drawing on research into the interactions between radio station owners, journalists, audiences and public authorities during Somali radio call-in programmes we argue that these programmes do not simply offer a new platform for citizens to challenge those who are governing but that they are also spaces where existing power structures reproduce themselves in new forms. We identify the ways the programmes are structured and the different motivations the audience has for participation. Three types of programmes are identified and their relationships with patronage, politics, and performance are examined. Rather than focusing on normative assumptions about the media as a tool of accountability, the article emphasises the importance of understanding radio programmes in their social and political environment, including the overlapping relationships between on-air and off-air networks.     

Alone in the World: The Existential Socrates in the Apology and Crito

The story of Socrates' life, and in particular the circumstances of his death, has been a nearly obligatory referent for the development of Western political thought. Contemporary political theorists such as Hannah Arendt and, more recently, Gerald Mara and Dana Villa have presented Socrates as a model of political engagement for our times. Against the background of these accounts, I develop an existential interpretation of Socrates as he appears in the Apology and Crito , focusing on the singular, private, experiential and incommunicable character of Socrates' truth. In doing so, I discuss some important and contentious issues in Socratic studies, such as his disavowal of knowledge, his allegiance to the Athenian polis and the apparent tension between his defiance during the trial and his willingness to submit to the resulting death sentence. My interpretation reveals a Socrates that we should not strive to understand, let alone emulate politically, particularly if we wish to respect his own sensibilities.

What is your gender? Gender and participation in Attac-Italy

Since gender disparities do not appear to be confined within the political system, I assume a gender perspective within social movements. In order to better understand the relations between the social movements and gender issues, I analysed the case of the Association for the Taxation of Financial Transactions and Aid to Citizens (Attac) in Italy. Attac is an international network of sibling organizations. The Italian branch has been described as a political/cultural association which is based on previous cultural/political backgrounds of militants. Accordingly, I supposed that these cultural/political backgrounds have affected the present organization and its forms of participation. Structural information on participation in parties and trade unions proves that Attac has a strong linkage to the Italian left-wing, while the relations between gender, participation and power have been investigated in the fieldwork. Yet, certain dynamics of inequity and the risk of reproducing models learned elsewhere, which also replicate gender exclusion in those associations which lie halfway between civil society and political parties, have been discussed for gender and participation in the contradictory age of globalization.     

Social Class is Dead. Long Live Social Class! Stereotype Threat among Low Socioeconomic Status Individuals

Stereotype threat effects occur when members of a stigmatized group perform poorly on a task because they fear confirming a negative stereotype that is associated with their ingroup. The present study investigates whether the observed achievement gap in standardized testing between high- and low-socioeconomic status (SES) American students can be due, in part, to this phenomenon. Participants were placed in one of four conditions that varied in level of “threat” related to socioeconomic status. Results show that when socioeconomic identity is made salient before taking a test, or when the test is presented as diagnostic of intelligence, low-SES students perform significantly worse, and report much lower self-confidence, than low-SES participants in the non-threatening conditions. When threatening conditions converge, performance of low-SES students is at its worst level. These results help us better understand the role stereotyping plays in the academic performance of low-SES students, and may partly explain the disparity on standardized test scores between low- and high-SES students.
