Diasporas participate in the home country’s development through remittances, philanthropy, knowledge transfer, investment, and political engagement. Based on the theoretical perspective of network governance, this paper argues that governments can enhance diaspora contributions by offering incentives to engage with the homeland. The paper then applies this perspective to assess the effectiveness of Lithuania’s diaspora engagement policy. Based on successful strategies adopted by other countries, the paper makes recommendations on how to strengthen the incentives for the diaspora to participate in Lithuania’s political, social, economic, and cultural life, and on how to create a better environment for the diaspora’s contributions.  相似文献

The article explores community mobilization in the urban environment. Specifically, it examines community organizations in Lithuania’s capital city of Vilnius. Engaging with social capital theory, the article illustrates the actual community mobilizations, their stories, collective action strategies, and reasons for mobilizing. It challenges the assumption that mobilizations rarely take place in the urban environment of Lithuania due to low civil society and a nonparticipatory culture. This article shows that when mobilizations do take place, they can be short lived but still achieve significant results.  相似文献

The article summarizes the history of the International Commission for the Evaluation of the Crimes of the Nazi and Soviet Occupation Regimes in Lithuania and outlines the work it has accomplished to date. The author reviews the problems and controversies surrounding the Commission’s research into the post-1940 period of Lithuania’s history and describes the clashing perspectives inherent in the starkly different Lithuanian, Jewish, Western and Soviet wartime narratives.  相似文献

European parliamentary committee systems play an important role in organising the work of legislatures so as to assure the parliamentary leadership of its agenda. At the same time, the strategic positioning of committees in the legislative process provides opportunities for chairs to potentially undo the will of the leadership. We consider the degree to which committees in the Lithuanian legislature serve the private interests of legislators or those of the parliamentary leadership. We argue that while committees most often assist the leadership in obtaining preferred legislative outcomes, chairs on occasion have been able to change proposals or even frustrate the parliamentary leadership of governing coalitions.  相似文献

This article aims to explain the variation in the scientific risk assessments conducted by two regulatory agencies: the European Food Safety Authority (EFSA) and the French Agency for Food, Environmental and Occupational Health and Safety (ANSES). To explain the merits of scientific risk assessments that have caused polarization within the EU, this article draws on bureaucratic reputation theory. The theory argues that regulators are political organizations that are active in protecting their unique organizational reputations. The findings obtained from interviews, direct observations, and primary documents yield support for this framework: depending on reputational threats, agencies choose to emphasize either their role as guardians of the prevailing social values, or send strong professional signals by delivering a scientifically rigorous risk assessment.  相似文献

This paper uses longitudinal quantitative data to examine socio-economic differentiation in the rural Baltic areas after decollectivization. It argues that the rural social structure in the post-Soviet Baltics is best determined by two criteria: source of income (income from farming entrepreneurship or income from salaries) and land holdings. Four rural groups are identified: people getting their main income from farming can be differentiated into large landowners engaged in the commercial production of agricultural goods and people with small or medium-sized farms; and people earning their main income from wages can be separated into people with no farming activities and people who are still keeping small or medium-sized farms. The paper also finds that the importance of farming activities in the countryside decreases while importance of wage income tends to increase.  相似文献

Multi-level governance systems provide decision-makers with many avenues for external responsibility attribution in response to lacking performance. This study provides a behavioral perspective that examines responsibility attribution to the national government (upward) and policy implementers (downward) as a function of performance relative to decision-makers' aspiration levels. The study proposes that perceived accountability increases the propensity of external responsibility attribution, and that decision-makers' political alignment to actors on other governance levels explains when responsibility is deflected upwards or downwards. Using a survey experiment that presents factual information on youth care overspending to 1086 elected local government officials, the study finds consistent evidence that performance below aspirations increases upward responsibility attribution. Accountability strengthens responsibility attribution for negative performance downward to policy implementers. Finally, responsibility is attributed upward less frequently by decision-makers who are politically aligned with the national government, but information that signals performance below aspirations attenuates this tendency.  相似文献

The existing research findings still do not provide a clear understanding of the links between adolescent school experience and their identity formation. To address this gap, we analyzed the dynamic links between adolescent school experiences and identity formation by exploring the cross-lagged associations between school engagement, school burnout and identity processing styles (information-oriented, normative and diffuse-avoidant) over a 2-year period during middle-to-late adolescence. The sample of this school-based study included 916 adolescents (51.4% females) in the 9th to 12th grades from diverse socio-economic and family backgrounds. The results from the cross-lagged analyses with three time points revealed that (a) school engagement positively predicted information-oriented identity processing over a 2-year period; (b) school burnout positively predicted the reliance on normative and diffuse-avoidant identity styles across the three measurements; (c) the effects were stable over the three time points and across different gender, grade, and socio-economic status groups. The unidirectional effects identified in our study support the general prediction that active engagement in learning at school can serve as a resource for adolescent identity formation, while school burnout, in contrast, can hinder the formation of adolescent identity. This points to the importance of taking developmental identity-related needs of adolescents into account when planning the school curriculum.  相似文献

Identity formation is a core developmental task of adolescence. Adolescents can rely on different social-cognitive styles to seek, process, and encode self-relevant information: information-oriented, normative, and diffuse-avoidant identity styles. The reliance on different styles might impact adolescents’ adjustment and their active involvement in the society. The purpose of this study was to examine whether adolescents with different identity styles report differences in positive youth development (analyzed with the Five Cs—Competence, Confidence, Character, Connection, and Caring—model) and in various forms of civic engagement (i.e., involvement in school self-government activities, volunteering activities, youth political organizations, and youth non-political organizations). The participants were 1,633 (54.1 % female) 14–19 years old adolescents (M age  = 16.56, SD age  = 1.22). The findings indicated that adolescents with different identity styles differed significantly on all the Five Cs and on two (i.e., involvement in volunteering activities and in youth non-political organizations) forms of civic engagement. Briefly, adolescents with an information-oriented style reported high levels of both the Five Cs and civic engagement; participants with a normative style reported moderate to high scores on the Five Cs but low rates of civic engagement; diffuse-avoidant respondents scored low both on the Five Cs and on civic engagement. These findings suggest that the information-oriented style, contrary to the diffuse-avoidant one, has beneficial effects for both the individual and the community, while the normative style has quite beneficial effects for the individual but not for his/her community. Concluding, adolescents with different identity styles display meaningful differences in positive youth development and in rates of civic engagement.  相似文献
