The debate between proponents of metropolitan consolidation and polyarchic fragmentation poses many conflicting arguments, offers varied hypotheses, and reaches multiple conclusions about the effects of political structures and institutional arrangements on democratic governance. Despite varied and widespread attention to the topic, however, little resolution has been offered to appease either side. Additionally problematic is that implicit in both of these schools of research is the assumption that efficiency, whether achieved in fragmented or consolidated settings, is the prime preference of the citizenry. In this article, I specifically pursue the following research question: How do jurisdictional and metropolitan configurations influence the responsiveness of urban governments to public opinion? My findings illustrate that not only is considering the effect of metro place on city space a necessary and important pursuit, but a broader conceptualization of citizen preferences is of critical importance to scholars of urban politics, especially when assumptions about public opinion motivate choices about institutional sizes and structures. 相似文献

Learning organisations and their focus on fundamental change have been seen as having considerable potential for making organisations more gender equitable and improving their capacity to undertake development or human rights work that is not gender biased. This article, developed by the Gender at Work Collaborative, explores the usefulness of ideas related to learning organisations in changing institutions for gender equality. While this collection of ideas and practice are seen as helpful, a deconstruction of organisational learning points out some difficulties with this body of work and proposes an enhanced toolbox, which would pay attention to such factors as power relations, the spiritual basis of the work, and the gendered 'deep structure' of organisations. 相似文献

The purpose of this study is to examine the longitudinal course of intimate partner violence (IPV) among female caregivers of children receiving child welfare services. Data are derived from the National Survey of Child and Adolescent Well-Being, a national probability study of children investigated for child abuse and neglect in the United States. Caregivers (n = 861) are interviewed about demographic characteristics, mental health, substance use, and physical violence by a partner at the close of the investigation and at an 18-month follow-up. Polychotomous logistic regression examines the associations of severe and minor IPV controlling for caregiver and environmental characteristics. The results suggest that factors related to initial risk for IPV do not affect the continuation of IPV and that patterns of IPV differ for racial and ethnic groups. 相似文献

This study, based in Ireland in the Limerick centre of the WHO/EURO Multicentre Study of Parasuicide, tests the hypothesis that the uptake of hospital services increases significantly following an act of parasuicide. To investigate this, the costs of hospital attendance in the year before and in the year after an act of parasuicide are measured and compared. The sample is comprised of the first 100 individuals who attended an acute general hospital following an act of parasuicide after July 1, 1995. Using a computerized patient record system, every hospital attendance is identified, for each individual, in the 12 months before and after the parasuicide act. This includes every visit to the Emergency Room as well as both general and psychiatric inpatient admissions and outpatient attendances. There was a 50% increase in the uptake of hospital services--32% of the sample attended hospital in the year before compared with 48% in the year after. The total yearly costs for the 100 patients almost doubled from IR 53,652 Pounds (Euro 68,138) to IR 104,454 Pounds (Euro 132,657). Generalizing to the 539 individuals who engaged in parasuicide in the Limerick catchment area, total costs increased from IR 289,184 Pounds (Euro 367,264) to IR 563,007 Pounds (Euro 715,019). This study is an initial step toward the more complex task of estimating to what extent the increased uptake of hospital services is due to the consequences of parasuicide and how much is due to other aspects of the patient's health. 相似文献

Congress passed the Adoption and Safe Families Act of 1997 (ASFA) as a response to children waiting in foster homes for years without permanent placement. In addressing the problem of permanency, however, Congress set a strict limit on how long a child could be in foster care (15 out of the most recent 22 months) before a state must either commence a proceeding to terminate parental rights or else lose valuable federal funding. Due to health care funding schemes and quality of treatment, this requirement, in particular, negatively impacts parents currently in drug rehabilitation whose parental rights may be permanently terminated before a realistic chance to recover is permitted. Although ASFA requires that states make “reasonable efforts” to keep families united, it does not define “reasonable efforts,” leaving parental rights and family unity subject to a chaotic interpretation of this requirement from state to state. “Reasonable efforts” should be interpreted to take into account current drug addiction and recovery research and drug court programs should be used to facilitate this goal. Research has shown that focusing on adequate treatment saves states money and improves the lives of children and their families, reducing the need for reliance on termination of parental rights. 相似文献
