Energy and Enterprise in Liu Hongsheng's Cement and Coal-Briquette Businesses, 1920–1937

The cement and coal-briquette manufacturing enterprises founded by Chinese capitalist Liu Hongsheng (1888–1956) during the 1920s and 1930s illustrate the potential of perspectives from the field of energy history to enrich our understanding of the interface between business and environment in modern China. Through his involvement in coal marketing and distribution during the early twentieth century, Liu Hongsheng promoted and profited from China's nascent transition to an energy regime powered by fossil fuels. With the establishment of his cement and coal-briquette companies, Liu also devised ways to profitably reuse and exploit by-products from his coal businesses as a source of energy for other forms of industrial production. More broadly, this analysis of the ecological linkages among Liu Hongsheng's business ventures situates them in relation to the interlocking systems of technology, infrastructure, energy sources, and institutions that facilitated the initial emergence of fossil-fueled economic growth in China during the interwar period.     

Social Protection Policy or a Political Largesse: Disability Fund Efficacy Assessment and Roadblocks to Sustainable Development Goals

ABSTRACT

Social protection policies have been tools for fighting social exclusion, inequality and reducing poverty incidence among vulnerable populations in developing countries. In this regard, the government of Ghana through the institution of the disability fund has demonstrated a commitment to advancing the cause of people with disabilities. In assessing policy efficacy, the realities on the ground, as well as policy challenges, 130 persons with disability (PWDs) and 10 Key Informants (KIs) were recruited from across five regions. In addition to conducting face-to-face interviews with PWDs, the study conducted a number of interviews with key informants (KIs). The study findings concluded amongst other things that, the policy is plagued with challenges such as limited information about the fund, fund access difficulty and disbursement delays. It was also revealed that; the policy is saddled with opacity and partisan politics. To ensure efficiency and expedite the achievement of Sustainable Development Goal (SDG) 1, the research proposed for policy restructuring. In addition to introducing financial literacy and management training for beneficiaries, the study proffers decoupling the fund management from political structures to help meet the objectives for which it was incepted.     

An STR Melt Curve Genotyping Assay for Forensic Analysis Employing an Intercalating Dye Probe FRET*

Abstract: The most common markers used in forensic genetics are short tandem repeats (STRs), the alleles of which are separated and analyzed by length using capillary electrophoresis (CE). In this work, proof of concept of a unique STR genotyping approach has been demonstrated using asymmetric PCR and a fluorescence resonance energy transfer (FRET)‐based hybridization analysis that combines fluorophore‐labeled allele‐specific probes and a DNA intercalating dye (dpFRET) in a melt match/mismatch analysis format. The system was successfully tested against both a simple (TPOX) and a complex (D3S1358) loci, demonstrated a preliminary detection limit of <10 genomic equivalents with no allelic dropout and mixture identification in both laboratory‐generated and clinical samples. With additional development, this approach has the potential to contribute to advancing the use of STR loci for forensic applications and related fields.

Designing a secure Iraq: a US policy prescription

The third Western attempt at regime construction in Iraq is now underway. Western plans to rebuild the Iraqi state will fail again if they ignore the real roots of Iraqi insecurity: its geopolitical weakness. The preoccupation with designing a new constitution ignores the historical evidence of the 1930s and 1950s that it is bound to fail. Surrounded by far larger powers such as Turkey and Iran, Iraq desperately needs long‐term commitments of arms and allies. While de‐garrisoning is a vital part of the regional peace puzzle, an insecure Iraq destabilises politics in Baghdad and fuels arms competitions. Thus the USA and UK must intercede on Iraq's behalf and help to resolve the long‐standing disputes over the unfair division of the Shatt al‐Arab with Iran, and access to sea arrangements with Kuwait. If Iraq is permitted to drift away a decade after reconstruction, its regime will again fall.     

Replication with Attention to Numerical Accuracy

Numerical issues matter in statistical analysis. Small errorsoccur when numbers are translated from paper and pencil intothe binary world of computers. Surprisingly, these errors maybe propagated and magnified through binary calculations, eventuallyproducing statistical estimates far from the truth. In thisreplication and extension article, we look at one method ofverifying the accuracy of statistical estimates by running thesesame data and models on multiple statistical packages. We findthat for two published articles, Nagler (1994, American Journalof Political Science 38:230–255) and Alvarez and Brehm(1995, American Journal of Political Science 39:1055–1089),results are dependent on the statistical package used. In thecourse of our replications, we uncover other pitfalls that mayprevent accurate replication, and make recommendations to ensurethe ability for future researchers to replicate results.
