Anatomy of a Scottish Revolution: The Potential of Postnationalist Scotland and the Future of the United Kingdom

Scottish politics isn't about some remote northern politics but go to the heart of the nature, character and power dimensions of the UK and British state. Scotland has been dramatically changed by the scale of the SNP landslide victory in the 2011 Scottish Parliament elections. Scottish society, identity and culture along with the politics of unionism and nationalism have all changed and will change further. The old fashioned politics of devolution are dead, but what comes next and what are the consequences for Scottish independence? What has to be challenged are old‐fashioned out‐of‐date views of the SNP, and the unreconstructed nationalism of the British state.     

AFRICAN ARCHAEOLOGY: THE CALL OF THE FUTURE

African archaeology, both in theory and practice, suffers froma burdensome colonial experience. By gaining independence, thetemptation to fashion the past in terms of models of Europeannationalism must be countermanded by a serious considerationof the role and character of nation states in an open globalsociety. The emergence of divisive sectarian, ethnic or linguisticfactions requires new models of nation-building that can facilitatethe integration of diverse groups without the authoritarianhegemony of any ruling party. African archaeology should aimto provide examples of such forms of government in pre-Europeancontexts. Africa's archaeological and cultural heritage in the light ofthe current global economic disparities should not only contributeto a sense of pride and achievement, but must also become ameans to economic development and trans-cultural education.Archaeologists can provide policy-makers with models of alternativetourism, and may contribute to the revival of traditional crafts,as well as the use of archaeological know-how in locating waterresources, discovering sustainable modes of subsistence, andworkable models of social organization. None of these contributions,however, can be achieved at the current pitiful level of financialsupport. Local governments and international organizations areasked to contribute effectively to the capacity building ofAfrican archaeological institutions. The road to a better futurelies in reshaping our notions of our common past and our sharedhuman bonds. Africa is no longer the dark continent it was oncebelieved to be, but, by contrast, the continent where humanitysaw the dawn of its day. Africa has been and remains an integralelement in the fabric of humanity. The veil of its recent colonialexperience should be lifted to reveal the shining face of itsachievements in the art of living.     

DOES A PUBLIC SERVICE ETHIC ENCOURAGE ETHICAL BEHAVIOUR? PUBLIC SERVICE MOTIVATION,ETHICAL LEADERSHIP AND THE WILLINGNESS TO REPORT ETHICAL PROBLEMS

This article aims to advance our understanding of and confidence in the relationship between employee public service motivation (PSM) and ethical behaviour by testing the degree to which PSM predicts the ethical behaviour or behavioural intention of government employees. Building on previous research, we argue that government employees with higher PSM are not only more likely to internalize values that support public interests, they also are likely to be concerned less about the potential consequences that they may experience by reporting unethical conduct within their agencies. Using data collected through a survey from 477 employees working in a large state agency, we find that supervisors with higher PSM are more likely to be perceived by their subordinates as exhibiting ethical leadership, supervisors exhibiting higher ethical leadership are more likely to have subordinates with higher levels of PSM and that subordinates with higher PSM express a higher willingness to report unethical behaviour within their agency. We discuss implications of these findings for research on PSM.
