While much research focuses on the causes and consequences of direct democracy and regime legitimacy, little attention has been paid to the potential relationship between them. In an attempt to fill this void, this paper focuses on the legal provisions for direct democracy and its use. The key argument is that possibilities for the public’s direct involvement reflect high importance given to citizens, openness of the regime towards different modes of decision-making, and ways to avoid unpopular institutions. Consequently, citizens are likely to accept and support the regime, improving or maintaining its legitimacy. The cross-national analysis includes 38 European countries ranging from transition countries to established democracies. It uses bivariate statistical analysis and country-level data collected from legislation, secondary sources, and aggregate surveys.  相似文献

Abstract

This article analyzes the impact of socio-cultural integration on migrants’ intention to return to their country of origin. It distinguishes between the potential effects of inter-ethnic relations, language proficiency and perception of discrimination as components of integration. It uses individual-level data collected through an original survey among Romanian migrants in January 2018. It aims to test the effects of socio-cultural integration against those of alternative explanations provided in the literature. The findings indicate that the perception of discrimination, assessment of public institutions’ performance and belonging feelings are important predictors for return intentions.  相似文献

The positive role of the European Union (EU) in the democratization process in post-communist countries has been amply documented. The pre-accession conditionality was to a large extent the tool used to enhance adoption of norms, and implementation of policy. In this context, it is less clear what happens after countries join the EU and conditionality is no longer an option. This article seeks to provide an answer by analysing how the EU can influence democratic governance after accession of a new member state. In particular, it focuses on the reactions of EU actors in two institutional conflicts (the 2007 and 2012 presidential impeachment referendums) in Romania. The main findings indicate how EU leverage on domestic politics remains possible, though the effectiveness of involvement, monitoring and evaluation of respect for democratic principles depends on a complex interaction of international and domestic actors.  相似文献

Drawing on an original parliamentary survey, an analysis is undertaken of what motivates MPs elected in a closed proportional representation (PR) setting to consider changing this electoral system. Moves in this direction are quite rare and for this reason a case study of Romanian parliamentarians is proposed. Bivariate and multivariate statistical techniques are used to assess the impact of both power maximisation incentives and values. The main findings indicate that MPs were willing to replace the closed-list PR with a single member district alternative only when they perceived clear benefits for them (that is, re-election) or their party (that is, a positive impact, either at intra-party level or within the party system). These self-interested motivations are prioritised over nomination-related reasons and the possibility of a constituency-centred focus of representation.  相似文献

Understanding the behaviour of the elected representatives at the beginning of the transition period in former Communist countries provides an insight into some of the first freely elected parliaments after decades of authoritarianism. The role perception grasps the essence of how MPs position themselves in their decision-making process in a fuzzy institutional setting. By relying on the sole established institutions for that period (that is, political parties), this article tests to what extent the party type and size explain role orientations of the MPs in terms of delegates (from the party), trustees, and politicos. Using a dataset that includes over 600 MPs from four parliaments, this cross-national analysis reveals that MPs belonging to newly emerged and rather small parties are more likely to be party delegates compared with their colleagues.  相似文献

Abstract

This article analyses the media coverage of the uprisings in Kyrgyzstan (February–April 2005) and Egypt (January–February 2011) by the Russian news agency RIA Novosti. It aims to identify the features of two frame dimensions, namely the promotion of a particular problem and its causal interpretation. Our analysis uses 184 articles published online by the news agency during the two events and differentiates between three types of articles (news stories, opinion articles and commentaries by experts). The results indicate how several nuances of this framing dimension could bias public perception towards protesters or incumbents.  相似文献

This article seeks to identify the determinants of ethnic parties’ access to coalition governments in Bulgaria, Romania, and Slovakia between 1990 and 2013. We conducted a cross-national and longitudinal analysis in which we took into account all the elections in which the ethnic parties gained parliamentary representation. With 21 cases over two decades—with the party at the election being the unit of analysis—and Qualitative Comparative Analysis (QCA) as the method of analysis, this study concludes that the pivotal position is important for access to government coalitions, while organizational change and government incumbency have a limited explanatory power.  相似文献

The standard model of political party system density combines two traditions to explain why some countries have more political parties than others, one tradition that emphasizes social cleavages and another that emphasizes electoral institutions, especially district magnitude. Despite its considerable success, there are several reasons to be less than fully satisfied with the standard model. We examine two of these problems associated with the scope of strategic voting and the functional form of the specification used to test the model. In doing so, we contrast the standard interpretation with an organizational ecology model that accounts for what the standard model did so well, but also accounts for important anomalies it ignores. We reexamine some of the key analyses that have been used to test the standard model to assess the severity of its limitations and the utility of the rival organizational ecology account.  相似文献

This article compares the use of referendums across political regimes over time in Europe. It does so on the basis of a new typology that differentiates between policy domains and degrees of abstraction. The analysis shows different patterns in referendum use between authoritarian regimes, countries in transition and democracies. In addition to the variation in policy domains, the findings indicate different institutional features within the polity types: the process of initiation, the turnout in referendums and the rate of approval. The empirical evidence draws on an original dataset of 620 referendums organised at national level in Europe between 1793 and 2017.  相似文献
