With the growth of network governance, non‐electoral forms of representation are of increasing significance. The claims of non‐elected representatives are potentially more specific, explicit, and flexible than those of their elected counterparts. The quality of such claims can be assessed in relation to ‘authenticity’, rather than traditional criteria of authorization or accountability. These propositions are explored through first‐hand accounts of ‘faith representatives’ involved in a variety of English urban governance partnerships. Representatives' claims expressed an aspiration to authenticity (which was not necessarily realized) in the sense of seeking ongoing and substantive consent from constituents, rather than assuming consent via a formalized and symbolic moment of election. Network governance may be best served by a mix of elected and non‐elected representation, based upon an understanding of their complementary characteristics and of representation itself as a relational and emergent property.  相似文献

This article argues that political participation is shaped by locally distinctive ‘rules‐in‐use’, notwithstanding the socio‐economic status or level of social capital in an area. It recognizes that the resources available to people, as well as the presence of social capital within communities, are potential key determinants of the different levels of local participation in localities. However, the article focuses on a third factor – the institutional rules that frame participation. Levels of participation are found to be related to the openness of the political system, the presence of a ‘public value’ orientation among local government managers, and the effectiveness of umbrella civic organizations. Whereas resources and social capital are not factors that can be changed with any great ease, the institutional determinants of participation are more malleable. Through case study analysis, the article shows how actors have shaped the environment within which citizens make their decisions about engagement, resulting in demonstrable effects upon levels of participation.  相似文献

Associated with innovation in both democratic practice and service design, neighbourhoods are high on policy agendas across Europe. Drawing upon classic debates about size and devolution, the article identifies four distinct rationales for neighbourhood governance: civic, social, political and economic. In England, the ‘new localism’ agenda gets near to developing a comprehensive case for neighbourhood governance, drawing upon all four rationales. Options for institutional design are explored with reference to four ideal types: (1) neighbourhood empowerment; (2) neighbourhood partnership; (3) neighbourhood government; (4) and neighbourhood management. Key challenges for neighbourhood governance are analysed in terms of capacity, competence, diversity and equity. The article argues that the classic democracy/capacity trade‐off associated with small units needs to be re‐thought in the context of the ‘new governance’ (multi‐level, multi‐actor and e‐enabled). Rather than confronting one big trade‐off, institutional designers face a series of questions about the underlying purposes and priorities of neighbourhood governance.  相似文献

New institutionalist approaches reflect a common commitment to the significance of institutional arrangements and a common criticism of atomistic accounts of social processes. Beyond these core assumptions, new institutionalism is characterized by a great variety of positions, which are sometimes complementary and sometimes conflicting. The different positions can be captured in six'vignettes': the mythic institution, the efficient institution, the stable institution, the manipulated institution, the disaggregated institution, and the appropriate institution. The vignettes differ in the significance they accord to: formal and informal institutional rules; change and stability within institutions; and the role of rational action and norm-governed behaviour in creating and sustaining institutions. The comparative critical assessment of the vignettes can provide the basis for a multi-theoretic approach to the study of institutions and institutional change.  相似文献
