国际法框架下的南海合作(英文)

Pragmatic cooperation on the South China Sea between signatory states not only conforms to the common interests of all parties,but also is a legal obligation.The current threats to stability in the South China Sea require that coastal countries cooperate in environmental protection,resource utilization and conservation,disaster prevention and mitigation,and the fight against crime.Due to a variety of internal and external factors,the South China Sea has recently experienced some problems.Together,stakeholders should look for solutions and promote cooperation in fields that are not very sensitive.     

国际法框架下的南海合作

根据《联合国海洋法公约》的规定,闭海、半闭海沿岸国家有互相合作的义务。在国际上,已有许多闭海、半闭海国家成功合作的案例。南海作为典型的半闭海,其沿岸国家开展合作不但符合各方利益,也是法律义务。目前,南海沿岸国在南海业已展开一定程度的合作,但同时也存在诸多干扰和不利因素。相关方应积极寻找出路,推进低敏感领域的合作。
