This article explores how civic mobilizations that emerge in deeply divided societies navigate their ethnopolitical frameworks and assesses their capacity to effect civic political change within such contexts. The article examines these questions through the case of a citizens’ protest and direct democracy movement that emerged in the postwar state of Bosnia and Herzegovina in 2014. It concludes that the movement adapted to its ethnicized political environment by adopting an approach of limited political engagement and that, rather than trying to effect short-term political change, it chose to pursue a long-term shift in civic consciousness.  相似文献

Little is known about the experiences and career trajectories of women working in the criminal justice field. Criminal justice, particularly law enforcement, has historically been largely a male-dominated career field. This study examines the experiences of 850 women working in the criminal justice field; in policing, courts, corrections, victim services, and academia. The present study collected data in 2017 and asked women working in the criminal justice field about their employment. Respondents said that they experienced a wide range of gender discrimination but did not see gender discrimination as a barrier to their success. The women identified personal and professional perseverance, strong mentorship, and family support as contributing factors to their success. Findings highlight the experience and challenges of women working at all levels and in all components of the criminal justice system and the journey of these women at a unique time in the history of criminal justice and evolution of women in the workplace. Implications for criminal justice, advice for current and aspiring women working in the field, and the nature of the experience for women in criminal justice are discussed.  相似文献

On the market several systems exist for collecting spent ammunition data for forensic investigation. These databases store images of cartridge cases and the marks on them. Image matching is used to create hit lists that show which marks on a cartridge case are most similar to another cartridge case. The research in this paper is focused on the different methods of feature selection and pattern recognition that can be used for optimizing the results of image matching.The images are acquired by side light images for the breech face marks and by ring light for the firing pin impression. For these images a standard way of digitizing the images used. For the side light images and ring light images this means that the user has to position the cartridge case in the same position according to a protocol. The positioning is important for the sidelight, since the image that is obtained of a striation mark depends heavily on the angle of incidence of the light. In practice, it appears that the user positions the cartridge case with +/-10 degrees accuracy.We tested our algorithms using 49 cartridge cases of 19 different firearms, where the examiner determined that they were shot with the same firearm. For testing, these images were mixed with a database consisting of approximately 4900 images that were available from the Drugfire database of different calibers.In cases where the registration and the light conditions among those matching pairs was good, a simple computation of the standard deviation of the subtracted gray levels, delivered the best-matched images. For images that were rotated and shifted, we have implemented a "brute force" way of registration. The images are translated and rotated until the minimum of the standard deviation of the difference is found. This method did not result in all relevant matches in the top position. This is caused by the effect that shadows and highlights are compared in intensity. Since the angle of incidence of the light will give a different intensity profile, this method is not optimal.For this reason a preprocessing of the images was required. It appeared that the third scale of the "à trous" wavelet transform gives the best results in combination with brute force. Matching the contents of the images is less sensitive to the variation of the lighting.The problem with the brute force method is however that the time for calculation for 49 cartridge cases to compare between them, takes over 1 month of computing time on a Pentium II-computer with 333MHz. For this reason a faster approach is implemented: correlation in log polar coordinates. This gave similar results as the brute force calculation, however it was computed in 24h for a complete database with 4900 images.A fast pre-selection method based on signatures is carried out that is based on the Kanade Lucas Tomasi (KLT) equation. The positions of the points computed with this method are compared. In this way, 11 of the 49 images were in the top position in combination with the third scale of the à trous equation. It depends however on the light conditions and the prominence of the marks if correct matches are found in the top ranked position. All images were retrieved in the top 5% of the database. This method takes only a few minutes for the complete database if, and can be optimized for comparison in seconds if the location of points are stored in files.For further improvement, it is useful to have the refinement in which the user selects the areas that are relevant on the cartridge case for their marks. This is necessary if this cartridge case is damaged and other marks that are not from the firearm appear on it.  相似文献

In this article, I propose and argue for a conception of inhuman treatment. In the human rights context, I claim, inhuman treatment is that which is grossly degrading. Relative to “cruel,” “inhumane,” and “degrading,” “inhuman” has received little attention from moral philosophers. My aim here is to analyze this concept in greater depth in order to determine what it brings to discussions about punishment and other kinds of treatment. I begin by drawing distinctions between “inhuman,” “inhumane,” and “degrading.” Then, I discuss analyses of “inhuman treatment” proposed by Jeremy Waldron and John Vorhaus. Although I find both conceptions problematic, discussing each helps me to set the stage for my proposal. After articulating and arguing for my own conception, I conclude by briefly explaining some of its implications.  相似文献

This paper examines the experiences of children in post-conflict Belfast as peace and social change afford new opportunities at the same time as they regulate behaviours and spatial practices. Theoretically and empirically it draws on the concept of environmental affordances in order to map the experiences of 11-year-old children in separate inner-city segregated and middle-class communities. Whilst the recession has affected the pace of urban restructuring, children in the expanding mixed and largely middle-class city extract multiple advantages from their area in ways not available to segregated communities. The paper concludes by highlighting the implications for effective listening strategies in the management of divided communities.  相似文献

Much of the research on the socioeconomic characteristics of rioters has centered around the question of whether rioters were the dispossessed fringes of the black community who rioted for fun and profit or the more upwardly mobile segments of the black community who used civil violence as a means of political influence. This study presents evidence that willingness to participate in civil violence is fairly evenly distributed across income, educational, and occupational strata, thereby disconfirming the social marginality hypothesis. However, militancy involves nonviolent protest as well as civil violence. In order to explore the complexities of this concept, the authors use discriminant function analysis to demonstrate that, while violence propensity is related to age but not socioeconomic status, the willingness to participate in nonviolent protests is associated with higher socioeconomic status. A tentative explanation of this pattern of relationships is offered, with the more politically motivated militancy of higher status groups being linked to their desire to eliminate various forms of racial discrimination.  相似文献

This article identifies a central problem in the theory and practice of democracy in divided societies: the systematic exclusion of Others. Defining the exclusion-amid-inclusion (EAI) dilemma of consociational power-sharing, whereby in including the main groups to the conflict it works to exclude those beyond these groups, the article offers the first systematic conceptualization of this issue. The article outlines the type of individuals and groups affected by the EAI dilemma, the varying strategies they adopt to navigate power-sharing frameworks and the potential routes out of this normative and empirical puzzle. Finally, it lays out a challenge for scholars to build on this conceptualization and address the EAI dilemma in future research.  相似文献
