A Meta‐Analysis of the Relationship between Public Service Motivation and Job Satisfaction

In recent years, much research has been conducted on the relationship between public service motivation (PSM) and various outcomes, including job satisfaction. This article presents a meta‐analysis aggregating the effects of PSM on job satisfaction. Meta‐regression analysis is used to assess the impact of numerous study characteristics and to identify potential issues of publication bias. The findings, based on 28 separate studies, show no evidence of publication bias and support the positive relationship between PSM and job satisfaction. Furthermore, the results support the importance of providing individuals with the opportunity to serve the public within this relationship. Given the organizational benefits that can be derived from improved job satisfaction and the focus of PSM research on its implications for job satisfaction, these findings are of interest to both academics and practitioners in the field of public administration.     

Current developments in police governance and accountability in Ireland

2005 saw the passing of landmark legislation for policing in Ireland??the Garda Síochána Act??which made substantial changes to the structures and operation of governance and accountability. It came on the heels of the greatest scandal ever faced by the Irish police. This paper sets out to assess critically the impact of that legislation. We begin by considering the nature of police reform and the various conditions necessary for successful change. We then contextualise the reforms in Ireland, considering the existing structures of governance and accountability and highlighting the numerous concerns which existed in relation to them. The focus then turns to the Morris Tribunal, which documented gross misconduct and corruption in one Garda division. We examine how this served as a major catalyst for reform in Ireland. The paper then turns to consider the reforms themselves providing an overview of the legislation and critiquing in depth a number of features: the clear centralisation of government control over the police, the limited independence of the new independent police complaints body and the failure to fully embed the reforms in a human rights agenda. We conclude by arguing that insufficient steps have been taken to address police governance and accountability in Ireland and that the best opportunity for such reform may have been missed.     

Mapping the effects of Brexit on legal education in Wales: proposals for addressing students’ concerns

ABSTRACT

Whilst the future for UK–EU relations remains to be realised, Brexit will have consequences for legal education. However, to date, neither the UK nor Welsh Governments have sufficiently addressed what those consequences will be for higher education. This paper, which documents the results of 336 student questionnaires received from law students surveyed from every law school in Wales, evidences that learners have already started to decide what they believe Brexit means for them. Amongst the numerous challenges for Welsh law schools is the opinion of current students that Brexit makes Wales a less attractive place for overseas students and lecturers, both EU and other internationals, to study and work. Meanwhile UK students studying in Wales are questioning the relevance of EU law modules, and are viewing aspirational careers within EU institutions as now being “closed doors”. By drawing upon our findings, as well as comparisons with other EU Member States, this paper proposes six areas where urgent collaboration between governments and universities is needed. Failing to address the concerns identified by this research has the potential to further threaten the internationalised education model that UK students benefit from by studying law at Welsh universities.     

Germany: a good model for Labour Party renewal?

The policy debate within the British Labour Party after its traumatic electoral defeat in 2010 has been marked by a concern with Germany's system of economic governance as a potential model for renewal. The desirability of emulating key aspects of its institutions of economic democracy (codetermination) has been a particular subject of debate. This article analyses the source of Germany's attraction for many would-be reformers in the Labour movement. It then examines whether emulating German codetermination is either a feasible or appropriate strategy for Labour reformers whose goal is to rebalance power between capital and labour. Codetermination is deeply embedded in a wider set of governance institutions that have been subject to substantial reform in recent years. It concludes that effective institutional borrowing from Germany would require a far broader and more radical set of economic governance reforms than Labour reformers appear to recognise.
