US‐European trade relations: Between crisis and stability

Future historians may consider 2010 a defining moment in the evolution of attitudes towards multilateralism. Natural disasters, China’s economic rise, and continued sluggish growth elsewhere might well condition future attitudes. Beyond the headlines, three points seem clear. First, building multilateralism is a long game: there is a considerable lag between changed perceptions about the desirability of multilateral cooperation and its realisation. Second, building multilateralism requires political impulse and leadership. Third, the extension of multilateralism requires the right domestic as well as international political conditions. Current political and economic conditions suggest that patience is in order in the quest to build a more multilateral order.     

Bearing Truthiness: Russia’s Cyclical Legitimation of its Actions

This article investigates drivers and mechanisms of policy legitimation in authoritarian states. In highly interconnected and digitalised environments, non-democratic states need to legitimise their policies in order to maintain and cultivate the support of their populations. While democracies are more likely to pursue legitimation through enhanced policy performance, authoritarian states are likely to legitimise their actions through repression and control mechanisms: information control, enhancement of popular sentiments, and narrative shaping. The article elucidates these arguments by focusing on Russia’s actions in three specific contexts, namely Crimea’s annexation, the destruction of sanctioned food products, and military involvement in the Syrian crisis.     

The return of the empire? Russia's counteraction to transatlantic democracy promotion in its near abroad

Russia's recent actions in its neighbourhood have not only upset Western policies but have also reinvigorated arguments that Russia may be promoting autocracy to counteract democracy promotion by the European Union and the United States. They have also underlined a broader problem: that of how illiberal powers may react to democracy promotion, especially when their strategic interests are at stake. This article investigates these issues by studying Russia's interactions with the countries in its neighbourhood and democracy promoters. First, the article argues that even if Russia has contributed to the stagnation of democratization and ineffectiveness of democracy promotion in its neighbourhood, its actions do not constitute autocracy promotion and largely lack ideological underpinnings. Second, Russia's counteraction to democracy promotion stems from its ambitions of restoring its great power status, maintaining its regional influence, and perceiving Western policies as a threat to its interests. Third, when it considers its strategic interests undermined, Russia employs economic and military threats (sometimes incentives) against its neighbourhood countries to make the compliance with Western policies less preferable.     

Praying Under Restrictions: Islam,Identity and Social Change in Azerbaijan

This article examines a series of political changes that recently affected the levels of religiosity in Azerbaijan. Since 2009 the Azerbaijani leadership has adopted a set of laws and policy regulations designed to restrain Islamism and Islamic activism. In spite of heavy-handed state control and legal restrictions, there has been a visible increase of religiosity within Azerbaijani society, particularly amongst religious organisations and parties. The article aims to decode the underlying reasons behind the persistent upsurge of religiosity in Azerbaijan and further our understanding of the social–political implications of this trend. The article also argues that, since restrictions were imposed on religious expression in 2009, the revival of Islam in Azerbaijan has become much more visible while serving as an alternative avenue for the emergence of social movements within the country.
