Incarceration rates in the United States dramatically increased over the past several decades. This trend has drawn significant academic attention to prison overcrowding and its potential effect on inmate misconduct. The empirical relationship between inmate misconduct and overcrowding, however, is less than clear. To be sure, studies indicating positive, negative, and null relationships can all be found in the literature. The current research subjects this body of literature to a meta-analysis in an effort to: (1) clarify the direction and strength of the relationship between overcrowding and rates of prison misconduct across all studies, and (2) to uncover the degree to which variation in research outcomes can be attributed to methodological differences across studies. Results indicate that prison crowding has little substantive impact on inmate misconduct. Implications of the findings are discussed in detail. 相似文献

Abstract. Palle Svensson in this issue of EJPR has objected to the characterisation of Danish voters made by Franklin and others who, in various publications, expounded the thesis that on issues of low salience, referendum votes tend to follow party lines. Svensson finds evidence that the Maastricht Treaty was not an issue of low salience to Danish voters in the ratification referendums conducted there, and gives other details of the evolution of public opinion regarding Europe that clarify the circumstances in which our thesis should apply. In the light of his arguments, this Comment presents a more nuanced version of the thesis that learns from the Danish case, and should be of greater utility than our earlier version in helping to interpret the role of government standing in referendum outcomes. 相似文献

In this paper we develop a model to predict the seniority turnover, and transition consequences of term limit reforms for any institution with a regularized procedure for rotating membership. With this model we can predict the number of members who will be serving in their last term at any given time once an institution reaches a stable state under term limit reforms. For example, our results show that for the U.S. Senate current term limit proposals will result in a substantial increase in the number of “lame duck” members and a significant reduction in average seniority. We make no claims as to the public policy effects of term limit proposals. However, our model can be used to design a proposal that will maximize any benefits or minimize any public policy effects found to be associated with term limit reforms. 相似文献

AbstractSince the New China News Agency's release on March 15, 1949, of an editorial entitled “The Chinese People Are Determined to Liberate Taiwan,” that theme has been a cardinal principle of Peking's national policy. To appreciate fully the Chinese position, one must recognize not only Peking's claim that Taiwan is legally, ethnically, and historically an integral part of China, but also modern China's yeaming for national reunification and territorial integrity. On the ethnic question, China points to the fact that except for an extremely small number of aborigines, the inhabitants on the island today, including the so-called “native Taiwanese,” are of Chinese ancestry. They speak southeastern Chinese dialects and share with their compatriots on the mainland all the other basic Chinese cultural traits. Historically, as a Chinese spokesman once put it, “long before Christopher Columbus discovered America, the Chinese people were already in Taiwan. Long before the United States achieved its own independence, Taiwan had already become an inseparable part of the territory of China.” Although imperialist Japan occupied the island from 1895 to 1945, the island was returned to China in 1945 after Japan's surrender at the end of the Pacific War. 相似文献

This article focuses on Ghana's security culture as reflected in its foreign policy, and how it has influenced the way the country addresses transnational security challenges in the Economic Community of West African State subregion. In this sense, the article explores some of the linkages between national and subregional security cultures in West Africa and how effectively they have complemented each other in providing a holistic response to the transnational security challenges facing Ghana. The article argues that despite the existence of different subregional conventions and protocols made possible by an emerging subregional security culture, Ghana's strategies for addressing transnational security threats have not gone much beyond the rhetoric of addressing the problems. In reality, transnational criminal activities have not only intensified but have become more challenging. Several factors contribute to this including corrupt leadership and institutional practices, security lapses and lack of interagency coordination, and inadequate resources for addressing the problem. The article calls for adequately equipping the law enforcement agencies and the implementation of relevant laws to facilitate effective responses to transnational security challenges for Ghana and other countries in West Africa. 相似文献

This study provides evidence of public choice determinants of the penalties assessed by the Environmental Protection Agency for carbon emissions violations. Following the work of Stigler (1971), Peltzman (1976), Tollison (1982), and Tullock (1989), this study points out that powerful business interest groups are able to use their political influence to shape EPA environmental policy for urban areas. The statistical estimates presented here suggest that business groups have limited power (through lobbying activity) in affecting the probability of the occurrence of an EPA citation for carbon emissions violations, while they may have considerable power in influencing thedegree of an EPA citation for carbon emissions standards, once a citation occurs. 相似文献
