Abstract. This article uses the results from formal network analysis to test hypotheses about the character of Russia's post-communist transition, taking decision-making elites at the sub-national level as the unit of analysis. From the transition literature, the hypothesis generated is that city politics retains elements of its pre-democratic structure; from the urban regime theory, the hypothesis generated is that the elites' structure will show elements of convergence to a Western type, with the prominence of actors from the private sector. The data is drawn from a survey of elites in one city, Novosibirsk, undertaken in 1997. The results show that the membership and structure of the network has some similar characteristics to a Western city. Rather than being purely dominated by bureaucratic elites, the private sector plays a role. The private sector actors are grouped with the public sector actors, though they are not, however, equal partners to the networks as its members do not appear among the most networked in the city. We conclude that the legacy of the past may not be as much a constraint as the transition literature supposes.  相似文献

The European Neighbourhood Policy (ENP) is modelled on the institutional and procedural experience of the EU's eastward enlargement, although it explicitly excludes a membership perspective. It thus aims to define an alternative incentive for domestic reform in neighbouring countries, referred to as ‘a stake in the internal market’. This article suggests that the ENP amounts to a form of ‘conditionality-lite’ for non-candidate countries. Within the ENP the key defining elements of conditionality—clear incentive and enforcement structures—are vague for both the EU and its neighbouring countries. Thus, the ENP is conceptually and empirically weak when measured against a simple, rationalist conditionality model. In line with the alternative understanding of conditionality as a process rather than a clear-cut variable, the main function of the ENP is twofold: it provides an external reference point which domestic political actors in the ENP countries can choose to utilise when it fits their agenda (both pro-EU or anti-EU); and a loose framework for socialisation. This process of socialisation involves both the EU and the ENP countries. Through an analysis of the ENP process in Ukraine and Moldova it concludes that while the ENP tries to prevent a repeat of the EU's ‘rhetorical entrapment’ in further eastward enlargement, it paradoxically paves the way for a ‘procedural entrapment’ in ENP countries that harbour membership aspirations and provides a momentum, though not a guarantee, for conflict resolution.  相似文献

The University of Arizona chapter of Engineers Without Borders USA has faced multiple challenges involving community participation in rural development, in the Andean community of Marquirivi, Bolivia, both in rural design and in community participation. Despite successful construction of a shower house in 2014, the EWB-USA UA team experience with community participation revealed the numerous complexities involved in engaging successfully with communities. The importance of previous aid in a community with development projects also emerged as critical in shaping actions. This article discusses lessons learnt and recommendations for rural infrastructure projects, as well as the EWB-USA model of sustainable development.  相似文献

The purpose of the study was to review privacy and security concerns and their impact on e-government adoption in Dubai. The research analyzed the literature on e-government, security and privacy concerns of e-government adoption and the legislative provision relating to privacy and security protection. A survey on e-government user concerns on privacy, security and ease of use was also carried out. The data for the survey in this research were collected from 190 respondents in Dubai. The results of the analysis revealed that perceived security, privacy and perceived ease of use were important constructs in e-government adoption. The analysis of legal framework showed that the Federal Constitution, the Penal Code, the new Data Protection Act and the Computer Crime Act could be used to address various privacy and security concerns. Thus, it is important that the policy makers facilitate an appropriate awareness campaign of the existence of both information privacy and security to attract more participation towards the e-government services.  相似文献

Abstract

Although housing finance systems in reforming socialist economies have attempted to increase their market orientation, the high inflation rates accompanying the reform process have introduced new distortions. Mortgage instruments designed for high‐inflation economies, such as the dual‐indexed mortgage (DIM), can reduce these distortions. However, the introduction of new financial instruments should not be undertaken lightly. Both the performance of the instruments under various macroeconomic conditions and the technical requirements for implementation must be examined carefully.

Such an analysis was performed for the hypothetical introduction of a DIM in Hungary. In the Hungarian example, the risks of losses on a DIM portfolio are minimal and are considerably less than the risk faced by traditional fixed‐rate mortgages. An examination of the institutional and technical issues associated with the DIM shows that reforming socialist economies face special difficulties. In the Hungarian case, as the structure of the economy changes, the accuracy of traditional methodologies for gathering government statistics, and therefore the accuracy of the indices, declines. Lenders have delayed implementation of the instrument for this reason. Lenders in other reforming socialist economies should take such risks into account and should, at the very least, adjust their underwriting standards to account for such risks. In the long run, reconstruction of the government statistical system should alleviate this problem.  相似文献

The aim of this study was to evaluate the accuracy and reliability of the rapid analyte measurement platform (RAMP) for presumptive identification of Bacillus anthracis spores. Test samples consisted of serial dilutions of spore preparations of several Bacillus species, including B. anthracis, which were tested, using the RAMP Anthrax test cartridge, according to the manufacturer's instructions. The fluorescence labelled antibody-antigen complexes were detected in the portable reader after 15 min following sample addition. Dilutions of common environmental and household powders were also tested to identify possible false positive results. B. anthracis spores were identified reliably in test samples containing more than 6000 spores. The test kits were highly specific, showing no cross reactivity with other Bacillus species or any environmental powders tested. The RAMP system for detection of B. anthracis spores, from environmental samples, showed consistent results under a variety of analytical conditions, enabling the trained user to provide a rapid, accurate preliminary risk assessment of a suspected bioterrorism incident.  相似文献
