This article explores effects that getting toknow those involved in child custody strugglesover allegations of sexual abuse, and survivorsof ritual abuse and mind control (RA/MC), havehad on the development of my own theory of howto make peace in the face of violence on theone hand and on how I am receivedprofessionally on the other. The discussionprovides background of how I came to beinvolved with these survivors and why I inferthat I am considered deviant for listening tothem while other criminologists focus ongenerating ``knowledge' based on people theyhardly know. I conclude by reflecting on someinsights for peacemaking criminology gainedfrom RA/MC survivors who have built trusting,trustworthy lives with partners and friends,and who offer lessons on what it takes to moveaway from sadism and toward compassion – totransform a culture into greater community andless violence.  相似文献

The mainstream policy literature identifies a number of activities as part of ‘policy-making’: ‘policy analysis’, ‘policy advice’, ‘decision-making’, and perhaps also ‘implementation’ and ‘evaluation’. Describing policy in these terms is compatible with the Western cultural account, and these terms tend to be applied to positions, organisational segments and official procedures. But policy practitioners tend to find that on the one hand, their experience of their work bears little resemblance to the assumptions in this policy-making model, and on the other, that policy outcomes seem to reflect much broader processes than the work of specialist functionaries. On closer examination, we find that our thinking about policy activity draws on several distinct and potentially conflicting perspectives, and that what is seen as ‘policy work’ depends on the conceptualisation of the policy process. Framing the question in this way helps to understand the apparent differences between mainstream (American) accounts of policy activity and policy practice in other political systems.  相似文献

The article presents an analysis of the expected impact of EU accession on the Hungarian education, training and academic research system with a number of recommendations for an integration policy in these sectors. The first part of the article develops four themes: (1) the current level of preparation of the country for accession in the education sector, (2) the possible longer term benefits of accession, (3) the shorter term costs and (4) the most important elements of a policy of integration. A distinction is made between material and cultural, and that of political cost and benefits, the stress being laid on the second. One of the conclusions of the author is that accession may open up a number of new opportunities for the development and modernisation of the country but that these can be exploited only if the country has a coherent sectorial strategy. Specific preparation actions are proposed in the areas of school education, higher education, vocational training and research policy. The article presents a list of the most important short term government measures and the needs for institutional development. It also makes a proposal for possible further themes of investigation and research. This revised version was published online in July 2006 with corrections to the Cover Date.  相似文献

This paper assesses some of the major policy debates currently occurring in Indonesia. It is argued that, while Indonesia's economic performance over the past 30 years has been very good, some of these debates are centred on misleading or irrelevant 'myths' which may have adverse policy consequences. There is some evidence that the reform momentum has slowed in the past few years, while other pressing policy challenges have not been addressed with the vigour evident in the 1980s. Debate over these myths may therefore be contributing to a somewhat less coherent policy regime, just as the country is wrestling with post-Soeharto succession scenarios.  相似文献
