Research suggests that fact checking corrections have only a limited impact on the spread of false rumors. However, research has not considered that fact-checking may be socially contingent, meaning there are social contexts in which truth may be more or less preferred. In particular, we argue that strong social connections between fact-checkers and rumor spreaders encourage the latter to prefer sharing accurate information, making them more likely to accept corrections. We test this argument on real corrections made on Twitter between Janurary 2012 and April, 2014. As hypothesized, we find that individuals who follow and are followed by the people who correct them are significantly more likely to accept the correction than individuals confronted by strangers. We then replicate our findings on new data drawn from November 2015 to February, 2016. These findings suggest that the underlying social structure is an important factor in the correction of misinformation.  相似文献

Zusammenfassung  Mit dem Umweltschadensgesetz wird im deutschen Umweltrecht eine neuartige Haftung für Sch?den an der Biodiversit?t eingeführt. Die n?here juristische und naturwissenschaftliche Bestimmung dieser Umweltsch?den sieht sich jedoch mit mehreren Problemfeldern konfrontiert. Ausgehend von der gesetzlichen Schadensdefinition als erhebliche nachteilige Auswirkungen auf den günstigen Erhaltungszustand bestimmter Lebensr?ume oder Arten behandelt der Beitrag die Frage, wann solche Auswirkungen erheblich nachteilig sein k?nnen. Um den Begriff der “Erheblichkeit” einzugrenzen, wird die Rechtsprechung und Literatur zu ?hnlich unbestimmten Rechtsbegriffen aus anderen Bereichen des Umweltrechts auf ihre Verwertbarkeit und Anwendbarkeit überprüft. Im Ergebnis kann allein auf die im Rahmen der FFH-Vertr?glichkeitsprüfung anerkannten Kriterien zurückgegriffen werden.  相似文献

During the COVID-19 lockdowns in the Netherlands, numerous solidarity initiatives emerged, providing relief to those affected by lockdown measures. These initiatives have an important added value for a society under crisis as they provide instant solutions to timely, crisis-related needs, strengthen connectivity between stakeholders and divide the burdens of the crisis. The durability of these initiatives is however a concern and although the literature on durability of community-based initiatives is growing, there is a lack of understanding how initiatives can sustain under the challenging dynamics of a major crisis. Using a fuzzy set Qualitative Comparative Analysis of 14 COVID-19 solidarity initiatives in Rotterdam, this article explores whether conditions for the durability of community-based initiatives in general (social capital, organizational resources, transformational leadership, and government support) also apply during a crisis, with special attention of the configurations of conditions under the challenging context of the COVID-19 pandemic.  相似文献

The Federal Republic of Germany has since the end of the Cold War been at a crossroad in defining its role in European security. On the one hand, its contribution to democratic reform and economic stabilization in North Central Europe has enhanced enormously the prospects of representative government there; on the other, Germany remains wed to an outdated concept of military security and is reluctant to commit either the fiscal resources or the political capital to assume a role commensurate with Germany's importance in the development of a European Security and Defense Identity. Moreover, Bonn's precipitous diplomacy in the recognition of the breakaway Yugoslav states of Croatia and Slovenia betrays a willingness to permit Germany's allies to assume the less profitable burdens of hard security.  相似文献

Previous research has extensively analyzed the role, and indicated the importance, of network management for the functioning and performance of public or governance networks. In this article, we focus on the influence of boundary spanning actors in such networks—an aspect less examined in the governance network literature. Boundary spanners are considered to be important for governance network performance. Building on the literature, we expect a mediating role of trust in this relationship. To empirically test these relationships, we conducted survey research (N = 141) among project managers involved in urban governance networks: networks around complex urban projects that include the organizations involved in the governance process (the formulation of policies, decision making, and implementation) in these complex projects. We found a strong positive relationship between the presence of boundary spanners and trust and governance network performance. The results indicate a partially mediating role of trust in this relationship. Furthermore, we found that these boundary spanners originated mainly from private and societal organizations, and less from governmental organizations.  相似文献

Although theoretical and empirical work on the democratic legitimacy of governance networks is growing, little attention has been paid to the impact of mediatisation on democracies. Media have their own logic of news-making led by the media’s rules, aims, production routines and constraints, which affect political decision-making processes. In this article, we specifically study how media and their logic affect three democratic legitimacy sources of political decision-making within governance networks: voice, due deliberation and accountability. We conducted a comparative case study of three local governance networks using a mixed method design, combining extensive qualitative case studies, interviews and a quantitative content analysis of media reports. In all three cases, media logic increased voice possibilities for citizen groups. Furthermore, it broadened the deliberation process, although this did not improve the quality of this process per se, because the media focus on drama and negativity. Finally, media logic often pushed political authorities into a reactive communication style as they had to fight against negative images in the media. Proactive communication about projects, such as public relation (PR) strategies and branding, is difficult in such a media landscape.  相似文献

Pressure is mounting for states to become better at integrating its environmental policies into sector policy, a challenge often referred to as environmental policy integration (EPI). Policy research on EPI has grown to become a distinct and substantial field of study at the national and EU levels, where political commitment and interest in the topic have been large. In the study of international regimes, EPI analytical concepts have so far not been applied although the EPI quest is at least as important and critical at this level. This special issue addresses this gap, by combining these two sets of literature and examining various aspects of EPI in international regimes, its manifestations and its challenges. This introductory paper introduces key conceptual discussions underlying the development of this special issue, distils and discusses some of the key findings and messages from the four ensuing research articles and presents directions for future research. It finds that many EPI challenges and institutional barriers are strongly accentuated at international levels of governance, but also that similarities with the national level suggest that closer interactions between the two fields of study are warranted. At both levels, the EPI “game” is full of inherent tensions and goal conflicts, institutional constraints abound, and cognitive interactions and learning processes appear as key mechanisms to advance EPI. Suggestions for how to enhance EPI in international regimes are still tentative, and analysis beyond international relations and regime theory is needed to capture potential institutional innovations for advancing EPI.  相似文献
