Over the past 15 years, northwest Cambodia has seen dramatic agrarian expansion away from the central rice plain into the peripheral uplands fuelled by peasant in-migration. Against this background, we examine the nature of relations between the peasantry and the state. We first show the historical continuities of land control processes and how the use of violence in a post-conflict neoliberal context has legitimised ex-Khmer Rouge in controlling land distribution. Three case studies show the heterogeneity of local level sovereignties, which engage the peasants in different relations with authority. We examine how these processes result in the construction of different rural territories along the agricultural frontier and argue that, in this region of Cambodia, the struggles between Khmer Rouge and neoliberal modes of land control are central to state formation processes.  相似文献

Traditional liberalism's blindness to cultural concerns has often come under fire, while so-called “liberal multiculturalism” (Taylor and Kymlicka) has made it its business to take a good look at the place of culture within liberal law. According to them, cultural minorities should be recognized. In my opinion, however, their proposals, in fact, almost entirely preclude the possibility that cultural minorities would receive recognition within liberal society. In what follows, I explain my view of these matters and, above all, argue for a more vital understanding of cultural minorities. This will entail presenting a comprehensive view of minority rights within liberal society.  相似文献

This study contributes to an understanding of the diversity of agrarian systems in the mountainous regions of northern Vietnam. By examining over 100 small family farms, we identified the major changes in production systems that have occurred over the last 50 years. Access to land, population migration, and individual initiative were the three major factors driving household differentiation. State policies had substantial impacts on all three factors, making the State the key driving force of differentiation. After years of central planning, farmers are now free to make their own choices as they interact with their new environment: the market economy.

Effective farmers' organizations need to be established to provide farmers with the information and decision-making tools they need to adjust their production to fit the market. Somewhere between State control and total independence, community-based natural resource management schemes are needed to ensure that small family farms in the isolated mountainous areas are sustainable in the face of ineluctable macroeconomic changes.  相似文献

In contrast to the traditional view of Kant as apure retributivist, the recent interpretations ofKant's theory of punishment (for instance Byrd's)propose a mixed theory of retributivism and generalprevention. Although both elements are literallyright, I try to show the shortcomings of each. I thenargue that Kant's theory of punishment is notconsistent with his own concept of law. Thus I proposeanother justification for punishment: specialdeterrence and rehabilitation. Kant's critique ofutilitarianism does not affect this alternative, whichmoreover has textual support in Kant and is fullyconsistent with his concept of law.  相似文献

This article will adopt a long-term perspective on the possible evolutions of the respective role of China and Europe in the global division of labour and in international trade and how it affects the flow of Chinese outward direct investments in Europe. The Chinese leadership has been pursuing an active industrial policy to enable its national champions to move up the value chain and challenge the European incumbents. In that context, Chinese authorities have been fostering strategic asset-seeking outward direct investments by Chinese firms in the European Union to capture technology and management know-how by taking over European enterprises weakened by the crisis. This new challenge affects very differently the various European Union member states according to their level of technological development and their role in the regional division of labour between the economic centre and the periphery of the European Union. This analysis will explain the evolution and distribution of Chinese outward direct investments in Europe and provide elements for a prospective analysis of this phenomenon.  相似文献

The rubber tree is native to the humid tropics and has traditionally been cropped in the equatorial zone between 10°N and 10°S; in mainland Southeast Asia this includes portions of southern Thailand, southeastern Vietnam, and southern Myanmar. In the early 1950s, the Chinese government began to invest in growing rubber in environments perceived to be ecologically marginal and eventually established state rubber plantations in areas that lie as far north as 22° north latitude. China's success in growing rubber in these ‘non-traditional’ environments expanded the habitat in which rubber could be planted and pushed it further north. Today entrepreneurs from China, Vietnam, Malaysia, and Thailand are investing in rubber plantations in areas of Laos, Cambodia, and Myanmar, northwest Vietnam, northeast Thailand, and Yunnan, China. The impact of rubber on smallholders, however, is not yet clear. Experiences in Xishuangbanna, Yunnan, China and northeast Thailand clearly show that smallholder rubber production is a viable and effective proposition in moving households and communities out of poverty. By contrast in countries such as Laos, Cambodia and Myanmar many farmers are struggling to maintain their lands and forests in the face of growing pressures from investors and government institutions to impose concession arrangements.  相似文献

In the transition from subsistence to commercial agriculture, smallholders in Lao PDR need to get better organised to match market demand in terms of product volume and quality. This paper investigates the conditions for the emergence of cooperatives from existing farmers' groups. Our study revealed the importance of social networks and power relations as a factor of cohesion within groups. Local leadership plays a crucial role in connecting group members to the village and district institutions. Recommendations are provided to improve group management rules as a pre-requisite to turn groups into farmers' cooperatives.  相似文献

This paper considers the relation between Bataille and Mauss in the light of the evidence that whilst the two authors are often linked, the relation between the two was characterized by a lack of reciprocity. It argues that it is not surprising that Mauss never mentions the work of Bataille, as Bataille’s sociology, and his theory of sacrifice, searches for meaning of acts in relation to certain vital needs of human nature – an approach which offends against the implacable rationalism of Mauss, and his belief, in the 1930s, in the triumph of reason and progress.  相似文献

ABSTRACT

This article examines the participation of civil society organisations (CSO) in the various arenas of global governance with focus on the International Organization for Standardization (ISO). While diverse studies recognise the difficulty of CSOs’ participation despite the growing importance of standards in the organisation of markets, little attention has been paid to how such involvement is likely to be reinforced in what we call “technical diplomacy”, the negotiating processes involving states and non-state actors geared toward setting specifications claiming to be based on scientific knowledge. Drawing upon scholarship in new forms of regulation in organisational studies, international relations, and science and technology studies, the paper argues that CSOs’ participation depends on multiple translation practices between lay- and expert-knowledge. Findings are based on an action-research project, INTERNORM, pooling academic and CSO participation in ISO technical committees. It suggests some promising directions for addressing the democratic deficit of technical diplomacy.  相似文献
