Reasons for sub-Saharan Africa's development deficit that the commission for Africa did not consider
Despite a substantial amount of aid (much larger in per capitaterms than provided to any other region), sub-Saharan Africancountries, with very few exceptions, have regressed since independence.The general history of Africa since achieving independence hasbeen one of development failure. Some protagonists point tosigns of change that argue for more aid. This article suggeststhat aid to Africa has not worked because human, social andinstitutional capital not financial capital poses the binding constraint. In that context, doubling aidto Africa from $23 billion in 2004 to $50 billion annually by2015 seems a questionable proposition. This commentary suggestsunconventional ways of dealing with the problems involved inimporting the essential ingredients that Africa needs. It concludeswith the observation that the aid communitys currentobsession with poverty reduction and the Millennium DevelopmentGoals (MDGs) may be harming rather than helping the cause ofdevelopment in Africa and argues that the focus on growth anddevelopment should be restored. 相似文献

ABSTRACTThe lack of adequate public toilets and associated gender-based violence around their use is a matter of concern in many developing countries and has recently come to the forefront of the political agenda and media discourse in India. Previous research suggests the absence of lighting, inadequate provision of basic sanitation, poor design and siting of toilets, and lack of police presence in slums as facilitators for violence against women. However, the evidence is often anecdotal and usually unsystematic. The exact extent of crimes against women in these circumstances is unknown because unsurprisingly women in slums rarely report crimes to the police, either due to fear or lack of access. The research reported in this paper gauges women’s perception and experience of crime and violence around different types of public toilets in two slums areas in Mumbai, India. A survey of 142 households indicated that although women’s fear of crime was higher than their actual experience, the perception of insecurity was not uniform for all toilet types and locations. Findings also indicated that there was at least minimal provision of toilet facilities, basic security features, water, and electric supply in the research sites. Furthermore, greater police presence and previous contact with the police in one slum area led for greater confidence in reporting offences to the police as compared to the other. Overall, better provision of lighting and regular police patrols were considered by a majority of those surveyed to reduce fear of crime around toilets. 相似文献

It was found that Chiang could be regarded as a “democrat,” and Lee, both “democrat” “and democrat”→ democrat. This article tempers the argument of deterrence optimists, who make the case that nuclear deterrence has maintained the peace between regional nuclear rivals. In particular, it challenges the assertion by Kenneth Waltz that “nuclear deterrence has passed all of the many tests it has faced” among regional rivals in South Asia. Examining two major regional military crises, this article notes that, first, nuclear deterrence was not the key factor ending these crises. Instead, nonnuclear factors involving American diplomacy, which provided the participants with timely exit strategies, ended the crises. Second, if these crisis-ending factors had not been present, there was a strong possibility of significant military escalation, and nuclear deterrence would not have averted such an escalation. The article concludes by noting that, in regions where deterrence optimism is not well supported, Washington may continue intervening in crises between nuclear rivals, and, anticipating such a U.S. approach, regional rivals could become involved in repeated military crises over the long term. 相似文献

Poverty and economic hardship remain a reality for many of America's children. Although the causes of poverty are varied, Americans strongly endorse individual responsibility as a primary cause. Because beliefs about poverty originate in childhood and adolescence, intervention efforts targeting young people may be particularly effective in shifting attitudes about the poor and policies designed to help the disadvantaged. To test this proposition, the current study evaluated the efficacy of a 1-week 8th grade social studies curriculum focusing on poverty and inequality. Study participants were upper middle-class youth enrolled in multiple sections of a Social Studies course taught by a single teacher. Participants had little direct contact with marginalized groups such as poor and homeless individuals in their communities. Students (N=66) completed a survey assessing their attitudes and beliefs about poverty and poor people prior to, and 1 week and 6 months post-instruction. Results indicated that the curriculum was partially effective in increasing the complexity of students' beliefs about poverty. Students were more likely to emphasize fatalistic causes and less likely to list individualistic causes for poverty following instruction than before, but rarely emphasized structural causes for poverty and rated individual effort as the most influential factor in determining one's success. Implications of the study findings for curriculum efforts targeting young adolescents' reasoning about economic inequality and inequity and directions for future studies are discussed. 相似文献

ABSTRACTPolicing in the UK is currently undergoing changes to the training and attained qualifications of entry level police officers. The College of Policing is in the process of developing three entry routes into the profession, one of which is a graduate conversion course for those new recruits who hold, at a minimum, a Bachelor’s degree. The objective of this research was to gather evidence on existing conversion courses to inform the development of this route. A rapid evidence assessment was undertaken to a narrative synthesis of the literature on graduate conversion courses in other professions. Fifty-one studies were identified and coded. Four main themes emerged from the available evidence as being central. These themes – learning styles, translating theory into practice, teaching methods and assessment were cross cut by pedagogical sub-themes of collaborative learning, and reflective practice. Policy and practice implications for a policing conversion course are drawn out to guide development and delivery of police training and education in the 21st century. 相似文献
