Justice in the Democratic Republic of Congo: Practicing Corruption, Practicing Resistance?

Based on empirical material collected in the Democratic Republic of Congo (DRC), this article analyses certain practices labelled as corruption as being part of broader relations of subjugation and resistance. In the first part it describes how a system of governance was instituted and maintained during colonialism and dictatorship through knowledge-power that allowed for relations of domination and exploitation to take place. Then, it analyses how in a context of democratic transformation, certain practices of corruption help unveil the complexity of multi-layered power relations mobilising discourses of knowledge as well as practices of subjugation, resistance, oppression and exploitation. The article concludes by underlining that institutional actors have a vested interest in maintaining the current system in place as they represent the nodal point of power-relations.

Crime scene investigations using portable,non-destructive space exploration technology

The National Institute of Justice (NIJ) and the National Aeronautics and Space Administration's (NASAs) Goddard Space Flight Center (GSFC) have teamed up to explore the use of NASA developed technologies to help criminal justice agencies and professionals solve crimes. The objective of the program is to produce instruments and communication networks that have application within both NASA's space program and NIJ programs with state and local forensic laboratories. A working group of NASA scientists and law enforcement professionals has been established to develop and implement a feasibility demonstration program. Specifically, the group has focused its efforts on identifying gunpowder and primer residue, blood, and semen at crime scenes. Non-destructive elemental composition identification methods are carried out using portable X-ray fluorescence (XRF) systems. These systems are similar to those being developed for planetary exploration programs. A breadboard model of a portable XRF system has been constructed for these tests using room temperature silicon and cadmium-zinc telluride (CZT) detectors. Preliminary tests have been completed with gunshot residue (GSR), blood-spatter and semen samples. Many of the element composition lines have been identified. Studies to determine the minimum detectable limits needed for the analyses of GSR, blood and semen in the crime scene environment have been initiated and preliminary results obtained. Furthermore, a database made up of the inorganic composition of GSR is being developed. Using data obtained from the open literature of the elemental composition of barium (Ba) and antimony (Sb) in handswipes of GSR, we believe that there may be a unique GSR signature based on the Sb to Ba ratio.     

Veldt fires in South Africa: Implications on osteometry and the biological profile

Standard operating procedures for forensic anthropological analyses dictate that thermally altered remains should not be measured, hindering the creation of a biological profile. Few studies have addressed estimating biological parameters from burned remains, with the greatest focus of this research area being on cremated remains. However, veldt fires are more common than cremation in the South African forensic context. The aim of this study was to explore the degree of structural changes observed in domestic pig (Sus scrofa) bones associated with thermal destruction and the potential impact on the estimation of a biological profile using standard osteometric methods. A total of 96 pig femora were divided equally into two categories: fresh and dry. Within each category, equal samples were exposed to different durations of burning, namely, 5, 10, and 20 min. Ten standard femoral anthropological measurements were collected before and after burning. Technical error of measurement and Wilcoxon signed-rank tests were used to assess changes in the femoral dimensions before and after burning. Most measurements were significantly different after burning, with the fresh bones decreasing in size by up to 7.8% and the dry bones decreasing in size by up to 4.0%. The magnitude of post-burning measurement changes for both burn conditions was similar to, or smaller than has previously been reported for observer measurement errors of commonly used variables investigated for standard osteometric studies. Veldt fires are less intense than cremation, thus causing less shrinkage.
