Theory of parliamentary regimes presumes that parliament can express vote of no confidence in government. On the other hand executive power (government or head of state) is endowed with right to dissolve the parliament. However, these “doomsday devices” are not in balance in many parliamentary regimes, including the Czech Republic. On the basis of a comparative analysis of dissolution provisions in the constitutions of European states the article argues that the government in the Czech Republic should be given the right to dissolve the lower chamber at least in case that the latter expresses vote of no confidence in the former. 相似文献

Hunger strike of prisoners and detainees remains a major human rights and ethical issue for medical professionals. We are reporting on a case of a 48-year-old male sentenced prisoner, intravenous heroin user, who went on a hunger strike and died 15 days later. Throughout the fasting period, the prisoner, who was capable of decision making, refused any medical examination. Autopsy findings were not supporting prolonged starvation, while toxicology revealed benzodiazepines and opiates in blood and urine. Cause of death was given as "heroin intoxication" in keeping with detection of 6-MAM. Legal and ethical issues pertinent to medical examination and treatment of prisoners on hunger strike are explored in accordance with legislation and professional ethical standards in Serbia. A recommendation for the best autopsy practice in deaths following hunger strike has been made. 相似文献

From the Patriotic Front struggle against the minority rule in Rhodesia to the seven-party mujaheddin alliance in Afghanistan, inter-rebel alliances make the armed opposition more resilient and successful in the face of government repression. Why then do some rebel groups cooperate with each other while others do not? Drawing on the principal-agent theory, I argue that the presence of foreign sponsors is likely to encourage alliance formation in civil wars especially when two rebel outfits share a state sponsor. Shared sponsors may demand cooperation between their agents and credibly threaten to punish them for non-compliance. They may also insist on the establishment of umbrella institutions to improve their monitoring and sanctioning capacity, and to increase the legitimacy of their agents. I test this argument using the UCDP Actor dataset with new data on alliances between rebel groups. I find strong evidence that shared sponsors increase the probability of inter-rebel alliance. 相似文献

Why do some militant groups defect against their sponsors, while others remain loyal? Pakistan's sponsorship of Jaish-e-Mohammad and Lashkar-e-Taiba offers a controlled case comparison as the former turned its guns against Islamabad, while the latter remained obedient despite a similar strength, ethnic ties to the regime, and the presence of alternative supporters. What explains Jaish's defection and Lashkar's loyalty? Drawing on organizational and principal-agent theory, I argue that militant organizations that are more decentralized and factionalized are more likely to turn on their sponsors, because their weak command and control as well as dispersed decision making limit the militant leaders' ability to follow through on their commitments to the sponsors and makes it more difficult for the sponsors to discipline the militant organization. When a sponsor attempts to coerce such organizations into submission by detaining militant leaders, freezing or confiscating their material assets the rank-and-file is likely to turn guns against the sponsor. 相似文献

Anabolic androgenic steroids (AAS) are the main class of doping agents and their consumption produces adverse effects involving several organs and systems. Three cases of sudden cardiac death (SCD) and one of death due to congestive heart failure of previously healthy athletes who were AAS users are herein reported. Concentric cardiac hypertrophy with focal fibrosis (one case), dilated cardiomyopathy with patchy myocyte death (two cases) and eosinophilic myocarditis (one case) were observed and most probably relate to the final event. Molecular investigation for viral genomes was positive in one case (Ebstein virus). Our data confirm previous findings, showing that the most typical cardiac abnormality in AAS abusers is left ventricular hypertrophy, associated with fibrosis and myocytolysis. An exceptional cardiovascular substrate was represented by the case with drug induced eosinophilic myocarditis. These features are at risk of ventricular arrhythmias as well as congestive heart failure. The cause-effect relationship between AAS abuse and cardiac death can be established only by a rigorous methodology with the use of standardized protocols, including precise morphological studies of all target organs to search for chronic toxic effects. Laboratory investigations should focus on AAS searching on a wide range of biological matrices to demonstrate type, magnitude and time of exposure. 相似文献
