This qualitative study investigates the Western Australian (WA) local government authorities’ sustainability reporting practices, in the absence of mandatory reporting guidelines, through content analysis of their websites. Calculations from comparing the Global Reporting Initiative (GRI)’s disclosures with those of 140 local council websites were used to develop a sustainability reporting disclosure index. The findings indicate that sustainability reporting remains moderately practised by local government authorities, despite stakeholder demand for proactive disclosures. The discourse analysis shows that Western Australia’s strategic planning for sustainable development is the key force propelling councils towards sustainability reporting practices. The findings also suggest that WA local government authorities are increasing sustainability disclosures to legitimate their social and environmental initiatives. The findings have policy implications for regulators and/or government in Western Australia, with practical implications for local council authorities and/or managers in developing awareness of sustainable operations. The study also contributes to local government authorities’ growing awareness of sustainable service operations.  相似文献

Concerns over the unethical conduct of leaders and public officials have led to the renaissance of interest in public service ethics and values. Although national and organizational systems and structures have been instituted to either eradicate or ameliorate unethical behaviours in the public service of countries, the practice still persists with devastating consequences. As one way forward, spirituality has been touted as having the potential of stimulating the moral thoughts of individuals who are dealing with ethical issues, thereby reducing unethical behaviour and generating positive organizational behaviour. Drawing from the perspectives of developing and transitional countries, this special issue empirically examines the extent to which ethics, values and spirituality can reduce unethical behaviours.  相似文献

The COVID-19 outbreak has left an indelible effect on Bangladesh's agriculture sector, like that of most developing countries. Considering that agriculture is the cornerstone of Bangladesh's economy, we made an effort to compile a detailed scenario of COVID-19's effect on it through a relevant literature review. Since no significant studies outlined a complete picture of the pandemic's impact on agriculture, our study ventured to reveal the circumstances of each sub-sector of agriculture. During the early phases of the pandemic, farmers engaged in agriculture production got poor prices, with the majority of them incurring losses. Labor shortages and input scarcity were the most prevailing hindrances across all the sub-sectors. The export volume seemed to shrink hugely, hurting the country's GDP. The supply chain for agricultural commodities was disrupted as a result of the lockdown and mobility restrictions, which resulted in the elimination of the majority of intermediaries. Unprecedented challenges occurred in the input and output markets, as well as in the agro-industries, exacerbating the situation. However, while the vegetables and poultry sub-sectors recovered utterly and the dairy sub-sector somehow managed to stabilize, other sub-sectors are still grieving. This study highlighted some policies that can mitigate the miseries of the agriculture sector and overcome further potential threats in Bangladesh and other agriculture-led developing countries.  相似文献

ABSTRACT

This paper offers a critical analysis of creeping authoritarianism in Bangladesh’s culture and politics. Political events since the 1940s that have shaped the presently unstable state of Bangladesh’s society are interpreted specifically in terms of their cultural and political significance. One important aspect of this unstable political state is the ongoing search for Bangladeshi national identity. Accordingly, the paper seeks to answer the questions of why and how the present sociocultural and political divisions in Bangladesh have emerged from the fundamental debate over whether (1) Bengali ethnicity, language, culture, and secularism, (2) Muslim nationalism or (3) a combination of both should become the marker of Bangladesh’s national identity to secure social and political stability. Furthermore, recent social, religious and political developments across the Muslim world suggest that attempts to introduce ultra-secularism in some Muslim-majority countries since the 1950s have led to authoritarianism, a movement which has ultimately ended or will soon end through popular Islamic upsurges. Bangladesh seems to be moving toward such social and political change, as the people have become restless in their desire to remove creeping authoritarian, the mark of a repressive regime that has emerged since the early 1970s. The key lesson that can be drawn from the extant literature on this issue in the context of Bangladesh is that the extreme form of secularism or ultra-secularism, which the present ruling Awami League and its left-communist allies continue to advance and impose from above, is neither desirable nor acceptable to Bangladeshi Muslims whilst there is clear movement away from ultra-secularism by other Muslim-majority countries. This paper draws the conclusion that since neither assertive secularism nor theocratic Islamism can flourish in Bangladesh, a competitive democratic political order that accommodates aspects of both secularism and Islamic ethical-moral codes could be a feasible model for the achievement of social, cultural and political stability that is so fundamental to the promotion of steady economic growth and social justice.  相似文献

In the current context of globalization and technological spread, the role of knowledge as an organizational resource is phenomenal. Knowledge management can be seen as an add-on to reform paradigms such as new public management, good governance, and smart government, which has generated significant interest for public sector reformists in recent years. The amount of literature on knowledge management in public the sector of the United Arab Emirates is relatively scanty. In the Government of Dubai (1 of 7 Emirates in the UAE), the journey towards knowledge management has started 2 decades or so ago and now has begun to take structural roots in many organizations. This study examines the relationship between organizational culture elements (i.e., trust, communication between employees, reward, leadership, and learning and development), organizational socialization, and knowledge transfer in the government organizations in Dubai. Based on a theoretical framework to measure the influence, this study conducted a questionnaire survey in the Government of Dubai entities. From 811 respondents representing these organizations, the survey results unfold positive relationship between knowledge transfer and the 4 selected organizational cultural elements (i.e., trust, communication between employees, reward, and leadership). Socialization is found to play a moderating role in all the hypothesized relationships except between reward and knowledge transfer. It also examines further research implications to support knowledge transfer processes and practices in the public sector of Dubai and the UAE.  相似文献

The suppression of labor rights is a matter of serious concern in developing countries. Yet little is known about the role of public agencies in protecting the rights of underprivileged employees. Hence, this study aims to examine the reasons behind the persisting labor exploitation in private enterprises despite the presence of public governance and labor codes. Data was collected through in-depth interviews as well as archives from different external and internal agencies of privately owned garment enterprises in Bangladesh including public administrators and multinational retailers. Kantian ethics and Islamic moral principles were used as theoretical lens to evaluate the labor practices of enterprises. This study contributes to the existing literature by introducing a process model of labor exploitation that depicts multinational power and poor governance to be the main drivers for the abuse of labor ethics. Specifically, political influence and institutional corruption drive poor governance. Public power is exercised to suppress marginalized labor institutions rather than enact labor codes. We found that ethical and spiritual values are not reflected in labor practices and practical suggestions on enacting labor ethics through which the fair enforcement of public power is offered.  相似文献
