The most important achievements of the Communist governments in Kerala, India were the implementation of the land reforms and the legislation of the Agricultural Workers' Act. Using ethnographic and archival research based on these events and the processes through which they became a reality, this paper will question some of the fundamental assumptions of the influential Subaltern Studies project and postcolonial theory like the positing of governmentality and passive revolution as the general characteristics of ‘Third World’ societies' experience with modernity. It will argue that, more importantly, their culturalist framework, with its gross ignorance of class and material concerns, is hardly adequate to understand the fusing of the aspirations of recognition and redistribution or the material and cultural that characterizes the struggles by the peasantry and agrarian labor, and their synthesis by the Communist Party. Despite their professed aim of inaugurating a democratic project with the peasant as citizen, Subaltern Studies and postcolonial theory, unlike the Communist movement, do not envisage any material transformation of the agrarian classes that will actualize this objective.  相似文献

Previous literature demonstrates that when street‐level bureaucrats believe that the policy as designed is not desirable, they utilize various strategies to change the situation. This study suggests that when street‐level bureaucrats believe that fixing a policy through the manner in which it is implemented is not enough, they will try to influence the design of the policy directly. Three factors promote this decision: public perceptions revealed in their interactions with clients, professional ethical values and a supportive organizational environment. We test this argument using Israeli public social workers in the context of urban renewal. We discuss the problems and benefits of involving street‐level bureaucrats in policy design and view such actions as related to welfare reform and changes in the state's responsibility for its citizens. We maintain that in this changing environment, street‐level bureaucrats' involvement in policy design should be formally institutionalized.  相似文献

How do different policy environments influence the choice of policy entrepreneurship (PE) strategies? Using data collected from a systematic review of the PE literature, the authors identify subcomponents of the three streams of the policy process and empirically test the relationship between dominance of each stream and PE strategies. Findings show that when the political and policy streams dominate, policy entrepreneurs focus on policy formation and policy implementation strategies and not on problem identification and policy evaluation strategies. Surprisingly, there is no correlation between dominance of the problem stream and PE strategies. This should lead to the normative claim that PE is not necessarily a positive phenomenon. The article concludes with suggestions for future research.  相似文献

What factors influence police officers’ willingness to risk themselves for others? Police officers are street-level bureaucrats, who are not only given the mandate to use deadly force in order to keep public order but also risk their most important resource – their lives – to protect society. We suggest three factors that prompt police officers to risk their lives: individual characteristics (a desire to gain respect and recognition, and testing one's courage, ideology, and personality), organizational conditions (expectations of peers and supervisors, promotion opportunities), and environmental context (a hostile working environment and the importance of public opinion to them). Using an abductive approach combined with a triangulated qualitative method, our findings indicate that personal characteristics are indeed important, but so too are organizational conditions and environmental context. The practical insight, therefore, is that decision makers ‘can’, in various formal and informal ways, influence street-level bureaucrats’ behaviour. Here, the interactions among managers, workers, and clients are a crucial element.  相似文献

What is the role of policy entrepreneurs in shaping the dynamics which normalize relationships between neighboring countries after the formal resolution of conflict? This article suggests a conceptual framework to understand the influence of policy entrepreneurs on public policy regarding cross-border interaction in post-conflict border regions. We analyze the motivations, preferences and strategies of local players which design given realities in the border region. We propose a typology of the various policy entrepreneurs active in the post-conflict border region. The theoretical framework is used in the analysis of the Israeli–Jordanian border region since the peace treaty of 1994.  相似文献

Japan's cultural policy and cultural diplomacy in Asia has changed dramatically over the past one hundred years, from actively introducing and imposing Japanese culture during its empire-building period, to essentially avoiding the promotion of Japanese culture in Asia for most of the postwar period due to fears of being seen once again as engaged in cultural imperialism, and more recently, to supporting and encouraging the export of Japanese contemporary culture and lifestyle in order to attain “soft power.” Looking at the fluctuations in Japan's cultural policy over these three periods allows us to understand how Japan has used cultural policy to further its geopolitical goals and more basically how it has viewed the role of “culture” in the context of its relations with Asian neighbors. In a broader sense, the Japanese experience shows that cultural policy, even when inward-looking, is not isolated from a country's geopolitical position and its ambitions in the world, regardless of the political system under which it operates.  相似文献

Since the 1980s, New Public Management (NPM) and post‐NPM reforms have dominated attempts to improve public administration. The literature suggests several reasons for the latter approach. However, these explanations seem to be less relevant to the ongoing civil service reforms in Israel. The Israeli experience is an example where NPM reforms did not occur, but post‐NPM reforms were adopted enthusiastically decades later. Our findings demonstrate how under the structural conditions of both non‐governability and bureaucratic centralization, post‐NPM reforms may provide an attractive layering strategy, offering the option of changing certain features of the system without requiring a drastic, comprehensive overhaul of it. Once Israeli decision makers decided that there was a real public demand for reform, and long‐term learning and diffusion processes convinced them that change was needed, the characteristics of the post‐NPM approach made it much easier politically for them to adopt.
