In the Netherlands, the prostitutes' rights movement emerged with the formation of an influential coalition of feminists and policy-makers who devoted themselves to an improvement in the juridical and social position of prostitutes. By seeking to connect into the priorities of the government's emancipation policy, this coalition succeeded in placing the issue of prostitutes' rights onto the political agenda. This paper addresses the question why this policy has failed to strengthen the position of prostitutes. By analyzing both the factors which enabled the initial prosperous development of the prostitutes' rights campaign as well as the conditions under which the turning-point arose, it is concluded that everything went smoothly as long as professional prostitutes monopolized image-formation. The process failed at the moment that policy-makers incorporated multi-problematic categories of prostitutes. In place of the intended social integration of all categories, the prostitutes' rights campaign led to a strengthening of the stigma that is attached to prostitution.  相似文献

U.S. federal and state family leave legislation requires employers to provide job‐protected parental leave for new mothers covered under the legislation. In most cases the leave is unpaid, and rarely longer than 12 weeks in duration. This study evaluates disparities in parental leave eligibility, access, and usage across the family income distribution in the United States. It also describes the links between leave‐taking and women's labor market careers. The focus is especially on low‐income families, as their leave coverage and ability to afford taking unpaid leave is particularly poor. This study shows that the introduction of both state and federal legislation increased overall leave coverage, leave provision, and leave‐taking. For example, the Family and Medical Leave Act (FMLA) leads to an increased probability of leave‐taking by nearly 20 percentage points and increased average leave length by almost five weeks across all states. The new policies did not, however, reduce gaps between low‐ and high‐income families’ eligibility, leave‐taking, or leave length. In addition, the FMLA effects on leave‐taking were very similar across states with and without prior leave legislation, and the FMLA did not disproportionately increase leave‐taking for women who worked in firms and jobs covered by the new legislation, as these women were already relatively well covered by other parental leave arrangements.  相似文献

Since 1991, commitment to involuntary psychiatric care has been allowed in Finland for minors in broader terms than for adults. While in adults mental illness has to be diagnosable before involuntary treatment can be imposed, minors can be committed to and detained in involuntary psychiatric treatment if they suffer from "severe mental disorders", and fulfil the further commitment criteria defined in the Mental Health Act. The first years of the new mental health legislation showed an increase in involuntary treatment of minors in Finland. Concerns were raised about the imprecise nature of the commitment criterion "severe mental illness". This study set out to find out whether Finnish child and adolescent psychiatrists are in agreement on how to define severe mental illness and whether their interpretations are sufficiently similar to ensure the equality of minors in commitment to psychiatric care as prescribed by the Mental Health Act. Semi-structured, reflexive dyadic interviews were carried out with 44 psychiatrists working with children and adolescents. The data was analysed using qualitative content analysis. There was general agreement about what constitutes a "severe mental disorder" justifying the involuntary psychiatric treatment of minors. The child and adolescent psychiatrists were of the opinion that involuntary treatment of minors should not be tied to specific diagnostic categories. Which disorders are severe enough to justify commitment should rather be considered through developmental and functional impairment and interactions between a minor and her/his environment.  相似文献

In this paper, the authors analyse current spending priorities of the Peacebuilding Fund (PBF)-funded security sector reform (SSR) programmes. They conclude that these spending priorities do not appear to support traditional components of SSR and underfund programmes needed for the development of local public administration and civil society. This is observed despite the published commitments of UN PBF funding priorities to include the strengthening of national institutions in the context of support to the wider security and justice sectors.1 ?1. The underfunding of civil society and local administration has been shown to undermine PBF's goals for the type of liberal democratic reform upon which peace-building, conflict management and conflict prevention rests. Focusing on the importance of accountability, the authors build on the scholarship of the rule of law literature to explore wider concerns associated with limited support to local public institutions and civil society. Drawing on empirical research on the peace-building experience in Sierra Leone, the authors reflect on concerns with the effects of past and current funding priorities and expose a number of ‘capacity deficits’ which have emerged in the wake of PBF funding patterns. The article concludes with several recommendations for a contextual approach to the development of local institutions and civil society in PBF-recipient countries more generally, and in Sierra Leone more specifically. This work contributes to the growing literature that seeks to link security sector reform with the need for a more nuanced approach to peace-building.  相似文献

Earlier research has associated early puberty with emotional and behavioral symptoms particularly among girls, while among boys, findings have been contradictory as to whether risks are associated with early or late pubertal timing. We studied the association between pubertal timing and substance use behaviors in middle adolescence in a 2-year follow up study of 2,070 (mean age 15.5 years, SD 0.36; 56.4% females) Finnish adolescents. Pubertal timing was measured by age at menarche/oigarche. Eleven years or less was classified as early, 12–13 years as normative and 14 years or later as late pubertal timing. Substance use behaviors were elicited by a number of questions related to alcohol use patterns, smoking and cannabis use. As factors that could explain the association between pubertal timing and substance use, we studied depressive symptoms, delinquency and aggression, and parental monitoring. In boys, all these substance use behaviors were the more common the earlier the puberty and the associations persisted at age 17. Among girls, early pubertal timing was similarly associated with substance use behaviors at age 15, but no longer at age 17. The associations between pubertal timing and substance use behaviors persisted when symptom dimensions and parental monitoring were added into the models. Early puberty is a risk factor for substance use particularly among boys. Among girls, the impact of pubertal timing already tempers off during adolescence.  相似文献

Purpose: This study investigates pertinent factors in perceived managerial discretion (PMD) in association with risk-taking behavior (RTB) and organizational performance within government organizations. Design/methodology/approach: This study used a mix of qualitative methods—using focus group discussions (FGDs) to select key variables affecting PMD and to validate the research findings—and quantitative methods—using structural equation modeling (SEM) to test eight hypotheses developed from FGDs and from a literature review. Out of 340 questionnaires sent out to potential participants, 260 were returned and deemed valid for SEM analysis, reflecting a satisfactory response rate of 76%. Findings: A total of six factors affecting PMD were identified: quasi-legal constraint (QLC), powerful outside forces (POFs), inertial forces (IFs), powerful inside forces (PIFs), power base (PB), and political acumen (PA). The SEM analysis indicated that QLC, PIF, PB, and PA enhance PMD, while IF tends to inhibit PMD. Stronger PMD was associated with weaker RTB on the part of government-official decision makers, while greater RTB was associated with more positive organizational outcomes. These findings are partially consistent with prior findings, with some notable contradictions. Research implications/limitations: The primary limitation of this study was its limited external validity, as these findings can only be extended to organizations with similar characteristics of those of the government institution used as the case study. These findings must be used with care for different types of public organizations. Practical implications: These findings support taking the following steps: (1) review and remove equivocal regulations that could restrain PMD, (2) streamline bureaucracy, (3) establish regulations that allow more space for innovation and discretion, (4) delineate the tasks and responsibilities of decision makers, and (5) discourage abrupt policy changes, promoting proper scrutiny and notice.  相似文献

During the past decade, women’s and human rights ‘language’ has moved from the margins to the ‘mainstream’ of international law and politics. In this paper, the author argues that while feminists and human rights activists criticise the ‘mainstream’s interpretation of women’s and human rights, ‘we’ do not question what becoming part of the mainstream and the cosmopolitan classes has meant for us. Drawing on examples of how women’s and human rights arguments have been used in the post-conflict state-building process in Afghanistan, the author attempts to show how international women’s rights and human rights advocacy campaigns planned by well-meaning humanitarians in Western capitals can backfire when implemented in politically complex environments. Postmortem bacteriology can be a valuable tool for evaluating deaths due to bacterial infection or for researching the involvement of bacteria in various diseases. In this study, time‐dependent postmortem bacterial migration into liver, mesenteric lymph node, pericardial fluid, portal, and peripheral vein was analyzed in 33 autopsy cases by bacterial culturing and real‐time quantitative polymerase chain reaction (RT‐qPCR). None suffered or died from bacterial infection. According to culturing, pericardial fluid and liver were the most sterile samples up to 5 days postmortem. In these samples, multigrowth and staphylococci were not or rarely detected. RT‐qPCR was more sensitive and showed higher bacterial positivity in all samples. Relative amounts of intestinal bacterial DNA (bifidobacteria, bacteroides, enterobacter, clostridia) increased with time. Sterility of blood samples was low during the studied time periods (1–7 days). The best postmortem microbiological sampling sites were pericardial fluid and liver up to 5 days after death.  相似文献
