Discussion on policy-making and of effective policy-making mechanisms is once again emerging in the policy literature. Much of the debate in the past focused on whether the method applied in the physical sciences was appropriate for policy and policy-making. Current debate appears to be reverting to some form of rationalism in so far as good policy processes are seen to yield the most effective results. This article discusses what appears to be a revival of rationalism — the process-oriented policy cycle. The article argues that there is little doubt that effective policy-making requires good process but it is erroneous to suggest that the content of policy, particularly in the case of contentious decisions, is derived from the policy cycle itself. It is argued further that the policy cycle is not a substitute for the actual making of decisions but an administrative and bureaucratic mechanism for effectively setting in place a process once the difficult decisions have been made.  相似文献

This paper analyzes judicial and police behavior in dealing with cases of family violence and divorce in Tajikistan and Azerbaijan. Police and judges deliberately violate existing legal provisions to prevent women from divorcing or filing charges against their husbands in cases of domestic violence. While the law does not recognize religious marriages in Tajikistan, judges often rule to protect women’s living space after the dissolution of such unions. Drawing on rich interview and archival data, this behavior is explained by showing that judicial and police behavior reflects their biases, which in turn are a reflection of majoritarian norms in these countries. Since current laws are derived from Soviet codes, which were never internalized by the population, police and judges bend them to fit their understanding of social justice.  相似文献

In this article the contemporary international capitalist system is examined and a rising New International Division of Labour is defined. It is argued that while in previous epochs an international market of commodities existed, during the post-war period a global network of closely interconnected production units and financial institutions has been created as well. But while production, finance and commerce are decentralised worldwide, their management and control is centralised in a few headquarters in the advanced capitalist countries. A colossal concentration of economic power and control over the world means of production, resources and labour force, unprecedented in the history of capitalism, is taking place. Information Technology is shown to be the current day means of centralisation of organisation and control of both material and service production by capital. It, at the same time, allocates work and degrades its knowledge content. Coupled with the prevalence of services in western society, it changes the features of its class structure.  相似文献

Abstract

Child and infant mortality in developing countries decreased 33.5 per cent and 30.9 per cent, respectively, during 1995–2009, while remittances and public health spending more than doubled. I examine how remittances and government health spending improve these child health outcomes. Neither government health spending nor remittances causally affect household health spending. Public health spending has an insignificant negative impact on mortality. The increase in remittances causally accounts for 32 per cent and 37 per cent of the decline in child and infant mortality, respectively. Remittances reduce mortality through improved living standards from the relaxation of households’ budget constraints.  相似文献

This article reviews sixty cases from prosecutor's files in two New Jersey counties. These cases are used to examine and help better define the phenomena of stalking. Selected sample case examples are presented and described in regard to the typology of stalking behavior originally proposed by Dziegielewski and Roberts (1995). Based on these cases, application, modification and refinement of the typology criteria are suggested. The critical need for crisis intervention protocols and specialized anti-stalking units and training are emphasized. It is hoped that this information will help the criminal justice and forensic professional to better understand, assess the dangerousness of, and intervene rapidly and effectively in the phenomena of stalking, and to provide technology to protect victims.  相似文献

Recent increases in deaths in the United States from synthetic opioids such as fentanyl and fentanyl analogues (fentanyls) have raised concerns about possible occupational exposures to these potent agents. Medicolegal death investigators and autopsy suite staff might perform job tasks involving exposure to fentanyls. The potential for exposure to fentanyls among medicolegal death investigators and autopsy technicians at a state medical examiner's office was evaluated through review of caseload characteristics, injury and illness logs, and procedures and policies and discussions with management and employee representatives. The evaluation showed that this medical examiner's office had low potential for work-related exposure to fentanyls; its standard operating procedures and personal protective equipment requirements should reduce the potential for occupational exposure. Medicolegal death investigation agencies can develop and implement guidance to control exposures and provide workforce education and training to reduce the potential for work-related exposure to fentanyls.  相似文献

This article describes a new method for calculating judicial workload in dependency or child abuse and neglect cases. In contrast to traditional judicial workload methods, the method described herein produces estimates of judicial workload that take into account the complex role of the juvenile dependency court judge—a role that includes both on‐ and off‐the‐bench activities. The method provides workload estimates that give guidance to courts not only about the minimally sufficient judicial resources needed to accommodate current caseload needs, but also what level of judicial resources would be required to hold substantive dependency court hearings that comport with nationally recognized practice recommendations. The article reviews commonly used judicial workload methods, outlines the new method, and uses a pilot of the method as an example of how the method works in practice. Broader implications of this workload method are also discussed.  相似文献

This article describes key programmatic and evaluation elements that guided the implementation of the San Diego County YMCA Kinship Navigator Program. A 3-year demonstration project funded by the Administration on Children Youth and Families designed to build a regional navigator system in collaboration with the local child welfare agency to support kinship caregivers. Kinship caregivers (relatives and non-relatives) play a significant role in the well-being of the children in their care. The findings suggest that successfully implemented kinship navigator models are a viable preventive intervention for addressing the needs of kinship families.  相似文献
