International development agencies, with the help of the central government, support building state of art Bus Rapid Transit (BRT) in low-income Asian cities. However, BRT investment over indigenous modes of mobility is creating socio-political tensions at the local level. This article uses multi-level governance as a theoretical lens to examine the relationships among actors in BRT investment decisions in Bandung and Surabaya, Indonesia. The research finds that local stakeholders can distort national and supranational policy initiatives totally or in a way that while projects are delivered, they are of limited use to the local communities they intended to help.  相似文献

The post-9/11 threats to American security require a complete revision of American national strategy. For too long, presidents have had to favor quick, cheap solutions to crises, unable to count on support from the “homebody” public for long, drawn-out conflicts. “Cheap hawks” among them have hoped that apocalyptic rhetoric will suffice when resources fall short; “cheap doves” hope that by ignoring the threat, it will go away. But with the war on terror, the revival of geopolitics, and ever-accelerating globalization, the U.S. tradition of bellicose rhetoric backed by underwhelming force is a recipe for failure. To effectively manage its threats, America needs a new catechism and to make sure its economic, energy, and military policies support this.  相似文献

The Laboratory for Analytic Sciences (LAS) at North Carolina State University, funded by the National Security Agency, is a collaborative, long-term research enterprise focused on improving intelligence analysis using Big Data. In its work, LAS has recently begun dealing with the trade-off between the collection, storage, and use of large unclassified data-sets and analyst privacy. We discuss particular privacy challenges at LAS, analyze privacy principles in the life cycle of LAS unclassified data-sets, what intelligence analysts themselves think about these privacy concerns, and recommend possible best practices potentially applicable to LAS, as well as future Big Data laboratories and research centers that collaborate with intelligence communities.  相似文献

The literature on intelligence analysis contains many references to the ‘review process’, the mechanism by which analysts’ drafts are converted into corporate products. Analysts whose drafts consistently navigate the process quickly and smoothly are regarded as star performers. Divining the practical meaning of organizational definitions of ‘good’ analysis and the personal preferences of specific senior reviewers is not easy, however. Analysts occasionally commit their understanding of reviewers’ stylistic preferences to paper, effectively providing style guides to help others. This essay presents and explains the development and implications of one such guide, which was designed to help analysts in CIA’s Office of Strategic Research in the early 1970s.  相似文献

The military manpower demands created by U.S. operations in Afghanistan and Iraq are causing extraordinary strains on recruitment, and the desirable size of the U.S. armed forces has become a topic of national concern. One key issue is the balance between active-duty forces and the reserve components, citizen-soldiers who face numerous service-related issues that the active-duty forces do not and who have their own unique sociology. We cannot continue to rely on the reserves for missions such as Iraq and Afghanistan, but must look to the use of short-term active-duty enlistments, drawn from recent college graduates, to perform duties currently being performed by reservists and even active-duty personnel.  相似文献
