This article reflects on 45 years of articles published in the Australian Journal of Public Administration (AJPA), providing commentary not only on the journal's status and future but also the state of public administration in Australia. The analysis builds on a first study conducted in 1997, continuing the themes of institutional affiliation, subject matter and research methodology as key categories for AJPA article analysis. The context for the analysis is the advent of the journal's new editorial team. The article concludes that several opportunities present themselves for AJPA's future including performing a strategic stocktake of the discipline and debating its merits as well as marking out what might make for a peculiarly Australian form of public administration (if any) in the contemporary era.  相似文献

This article uses the education sector to explore the ability of successive Commonwealth governments to more directly intervene and engage in areas traditionally the responsibility of state and territory jurisdictions. The APS continues to battle against a lack of street‐level knowledge to help structure delivery, including effective feedback and sense‐making mechanisms. While the overall thrust of policy intent might be achievable and even laudable, the potential for success is undermined by structural imbalances, suspicion and information and power asymmetry. BER exemplifies a growing problem in the capacity of the APS to act as a system manager, able to strategically conceptualise and leverage actors, resources and processes to achieve political outcomes. APS capacity to deliver Commonwealth policy intent reliant on inter‐jurisdictional delivery remains a dilemma for advisory capacity and confounds the interventionist ambitions of Commonwealth ministers and exposes them to serious criticisms about their administrative competence.  相似文献

This work presents a procedure for the postmortem interval estimation in the presence of a rapid increase of ambient temperature occurred during the cooling phase. The resulting disturbance produced on the cooling curve is proved to obey a two-exponential law and is removed from the actually measured body temperature. This yields a theoretical/modified body temperature, which enables the estimation of the time since death by means of the standard Nomogram method.  相似文献

Cooling experiments on dummies known as body-like cooling were performed with sudden decrease and increase of ambient temperature in the order of 15 degrees C. In the case of a sudden decrease of ambient temperature, a second 'temperature plateau' occurs which is shorter than the known plateau at the beginning of body cooling. The cooling curves can be described mathematically by a three-step procedure based on the two-exponential term of the 'nomogram method'. The second plateau at the beginning of the second cooling phase in sudden decreased ambient temperature requires a lower value of the constant A (1.15) compared with the known value (1.25) at the beginning of body cooling. In the case of a sudden increase of ambient temperature in the order of 15 degrees C no procedure could be found to model the cooling curves mathematically.  相似文献

National Competition perspectives Policy — contending perspective.
The Hilmer Report is to competition what fertiliser is to grass (Ian Salmon, BCA 1995).
These reforms are good for the Australian economy and community. They hold the promise of helping to deliver more growth, more jobs and lower inflation but with higher real wages and a better standard of living (Hon. George Gear MP 1995).
The legislation has the potential to be very far reaching and may have implications far broader than originally intended (General Evidence — Australian Senate Economics Legislation Committee 1995).
The process of putting detailed legal and administrative flesh on the bare bone of the principles was not going to be easy. The resolution of issues. at times came down to the balance of power rather than good sense (Christine Charles, South Australian Dept of Premier and Cabinet 1995).
The practical failure to deliver on the claims about competition and efficiency are becoming increasingly evident (Professor Frank Stilwell 1995).
The Commission has a number of concerns on the impact on rural and remote communities and how the competing demands of increased competition and maintaining levels of community service obligations will be balanced in a newly competitive environment (ATSIC 1995).  相似文献
