This article traces the role of the EU institutions in the process leading up to the EU–Turkey Action Plan and EU–Turkey Statement. The EU–Turkey deal is the proverbial ‘orphan’ in EU crises management, with none of the key actors and institutions eager to claim ownership. Yet when judged from the perspective of process management, the deal resulted from effective inter-institutional collaboration, which stands in stark contrast to the EU’s handling of the relocation schemes or the Dublin reform. Using insights from the informal governance literature, the article maps the inter-institutional network that managed this process, traces the activities within the network, and determines the effects these had on the final outcome. On an analytical level, the mechanism contains five key elements of informal institutional governance: linking, bridging, shielding, laying out the tracks and creative fixes. The conclusion reflects on the wider applicability and scope conditions of this mechanism.  相似文献

There is strong evidence that chronic, systemic inflammation hastens onset of the diseases of old age that ultimately lead to death. Importantly, several studies suggest that childhood adversity predicts chronic inflammation. Unfortunately, this research has been plagued by retrospective reports of childhood adversity, an absence of controls for adult stressors, and a failure to investigate various competing models of the link between childhood adversity and chronic inflammation. The present study was designed to address these limitations. Using 18 years of data collected from 413 African Americans (58% female) included in the Family and Community Health Study, hierarchical regression analyses provided support for a nuanced early life sensitivity explanation for the link between early adversity and adult chronic inflammation. Controlling for health risk behaviors and adult SES, late childhood (ages 10–12) adversity amplified the association between adult adversity (age 29) and chronic inflammation. This interaction operated in a domain-specific fashion. Harsh parenting amplified the relation between intimate partner hostility and inflammation, whereas early discrimination amplified the relation between adult discrimination and inflammation. These findings suggest that individuals may be primed to respond physiologically to adverse adult circumstances that resemble those experienced earlier in life.

This article sheds light on the Euro-Atlantic discourse in Georgia by situating it in a wider frame. It provides an analysis of its Euro-Atlantic orientation by presenting it as a continuation of past efforts to involve European powers in Georgian affairs and highlights changing trends in this aspect of contemporary foreign policy. Far from determining whether or not the Georgians are European, the different arguments that have been used to support Georgian “Europeanness” are evaluated to assess its role in the national identity construction process. Focusing primarily on the United National Movement government led by Mikheil Saakashvili, we demonstrate how the Euro-Atlantic discourse has been employed domestically by the political elite as a legitimacy management strategy and explore its function in seeking Western patronage, a key foreign policy goal.  相似文献

Located in current debates on one party dictatorships and regime durability, this article explores continuity and disruptions within the Turkmen political elite in their transition from presidents Saparmurat Niyazov (1991–2006) to Gurbanguly Berdymuhamedov (2007-). We are particularly interested in how the change from an idiosyncratic system, based mainly on president Niyazov's personality cult and visible repression of potential opponents, evolved into a more refined system under his successor, Berdymuhamedov. We will thus look at regime efforts to re-brand Turkmenistan without substantially changing the domestic political structures and dynamics. These include the manufacture of ‘opposition parties’ and holding of formal elections every five years while retaining absolute control over the most important political aspects of the country. We suggest the existence of a two-fold strategy to maintain the status quo based on authoritarian tendencies and learning. Whilst the shift from the first to the second president has brought significant changes, it also demonstrates essential continuities that helped the formation of an official domestic and international narrative proclaiming commitment to a number of international standards and national values; and strict control of most, if not all, aspects of national political life.  相似文献

In this paper we test the relationship between perceived satisfaction with promotion policy and cynical attitudes for fifty-seven black male officers in a southern metropolitan police department. Correlation analyses revealed that selected variables taken from the Niederhoffer (1967) model relate to feelings of mistrust in hypothesized directions. Satisfaction with promotion policy was observed to be the most important predictor of cynicism after controlling for the effects of rank, years of service, and education. Equity motivation theory is then presented as an approach to modify traditional opportunity structures grounded in politics and seniority.  相似文献

The origins of the Anglo-American intelligence relationship are usually dated to the early years of the Second World War. This article suggests that the First World War interaction between the intelligence staffs of the British and American Expeditionary Forces was a significant precursor to the emergence of the later relationship. Using primarily American archival sources, the article reveals an intimacy that emerged in the summer of 1917 and continued, to a lesser extent, until the armistice. The emergence of this close relationship is attributed to a common language, independent-minded intelligence leaders, and an element of chance.  相似文献

Previous research suggests that 3 general processes underlie the decision of property crime victims to notify the police: One that is cognitively driven by reward/cost considerations, one that is affectively driven, and another that is socially driven. This study is the first to employ a community sample of crime victims to compare the 3 processes within a single study. Computer-assisted interviews were conducted with 422 property crime victims (n = 129 burglary, n = 293 theft) located via a random digit dialing procedure. Logistic regression analyses showed that each process independently accounted for a significant amount of the variance in victim reporting, and that there were no interactions among the three processes in predicting reporting. Of the 3 processes, social influence was the best predictor of reporting. Analysis of the affect-driven process showed that reporting was primarily a function of the level of fear rather than anger or the level of generalized arousal upon discovering the crime.  相似文献

The most commonly used and practiced method for assessing spouse abuse is the individual's self-report of engaging in or being a victim of physical aggression. However, the socially undesirable nature of relationship violence raises questions regarding the likelihood that it is accurately reported. The current investigation found that a socially desirable response set is related to willingness to report one's own aggression. However, it is not related to willingness to report a spouse's aggressive behavior. Social desirability was not related to reports of frequency or severity of one's own aggression for individuals admitting the use of any form of aggressive behavior.  相似文献

To accomplish the objectives and the outcomes of the New Partnership for Africa's Development (NEPAD), African leaders have agreed, among other things, to subject their countries to peer review through the use of a unique and innovative African Peer Review Mechanism (APRM). This paper analytically describes and assesses the APRM. It contends that peer review represents a sea of change in the thinking of African leaders as they seek to reverse the trend of lack of accountability, political authoritarianism, state failure, and corruption to embrace and consolidate democracy as well as effect sound and transparent economic management. It is further argued that peer review would provide a number of benefits to those countries that subject themselves to it and that, in turn, would have positive multiplier effects on Africa's development performance.  相似文献
