In the statistical interpretation of forensic glass evidence it is standard practice to make the assumption of homogeneity of the refractive index (RI) of the source glass, or of localized homogeneity. However, the work of Locke and Hayes showed that, for toughened windscreen glass, this assumption might not be true. This work is well cited, but there appears to have been little follow-on published research. Furthermore, the toughening process is something known to affect the refractive index, and is a process that float glass does not undergo. Float glass is a major component of casework in New Zealand and for that reason it would be interesting to know whether the findings of Locke and Hayes apply when dealing with float glass. In this paper we describe an experiment similar to that of Locke and Hayes, systematically examining the variation of RI in a pane of float window glass. Analyses of the same NORC poll relied on by Hyman and Sheatsley and a 1994 poll for theTimes Mirror Center for The People & The Press show that sizable portions of the U.S. public were know-nothings on both occasions. OLS regressions on both polls show that, although there are slight differences, essentially the same factors affect knowledge of international politics in 1946 and 1994. At bottom, Americans tend to be uninformed about foreign affairs because they are inattentive to events abroad. If it is true, as some students of U.S. foreign policy claim, that public opinion has an important and growing impact on national security policy, widespread public ignorance recalls Lippmann's concern about the democratic malady. 相似文献

This article examines the storytelling and narrative practices of an elite group of public administrators in the United Kingdom: local government chief executives. The authors do so through the lens of relationality, exploring the collective dimensions of leadership. The focus on leadership and stories embraces the narrative turn in public administration scholarship. It responds to calls for research examining the distinctive settings of everyday leadership action. The contribution to theory is a qualitative understanding of the relational ways in which stories and narratives are used in the practices of public administration leaders. The article analyzes four ways in which such leadership is accomplished: inviting an emotional connection and commitment to public service, making sense of organizational realities, provoking reflections on practices and assumptions, and managing relations with politicians. The authors offer an appreciation of how relational leadership influence can be generated by expressive narratives and storytelling rather than stemming from bureaucratic authority. 相似文献

Using the results of the 2005 Public Service Employee Survey (PSES), this paper identifies which factors have the greatest effect on employee satisfaction in the Canadian public service. Several hypotheses are tested against the backdrop of existing literature. In general, public servant satisfaction is affected by belief in opportunities for promotion, fair classification, adherence to client service standards, life balance, recognition by immediate supervisors, team relationships with colleagues, how well information is shared and, finally, belief in the abilities of senior management.
