The emergence of behavioral public administration has led to increasing calls for public managers and policy makers to consider predictable cognitive biases when regulating individual behaviors or market transactions. Recognizing that cognitive biases can also affect the regulators themselves, this article attempts to understand how the institutional environment in which regulators operate interacts with their cognitive biases. In other words, to what extent does the “choice architecture” that regulators face reinforce or counteract predictable cognitive biases? Just as knowledge of behavioral insights can help regulators design a choice architecture that frames individual decisions to encourage welfare-enhancing choices, it may help governments understand and design institutions to counter cognitive biases in regulators that contribute to deviations from public interest policies. From these observations, the article offers some modest suggestions for improving the regulatory choice architecture.  相似文献

The Draw A Person test has continued to be one of the most frequently utilized psychological tests with children and adolescents. This is especially true for the child/adolescent populations in state hospitals. Because of the frequent criticism leveled against the DAP's validity, this study was undertaken in order to provide normative data for the DAP with this particular clinical population. Previous research has focused on the drawings of the same sex as the subjects; this study deals with the characteristics of the drawings of the opposite sex. The subjects were 84 male and 66 female psychiatric patients from the Adolescent Unit (AU) at Rusk State Hospital. As each patient was admitted to the AU, he was scheduled for psychological testing, with the DAP, the Revised Beta, and the MMPI being a part of this testing. The results of this study indicate that IQ ranking is the most significant factor affecting DAP test performance by male subjects. IQ ranking was not found to significantly influence the drawings by females. Neither MMPI test performance nor social background factors were shown to significantly affect DAP test performance. It is suggested that in order for the DAP to become a more objectively utilized personality technique, a scoring method should be developed that takes into account the overall quality of the drawing in conjunction with the individual details of each area of the figure drawn. More focus should also be given to the characteristics of the opposite-sex figure drawn by the subjects and its potential interpretation.Received his M.S. degree in psychology from North Texas State University in 1968. The bulk and surface refractive indices have been measured for 20 float window glasses, 20 non-float window glasses, 20 patterned window glasses and 20 toughened float windscreen glasses.The refractive index of the tin-contact surface of the float glasses was always greater than that of the bulk, typically by 0.002 (range 0.00053–0.00307). In contrast the refractive indices of the two surfaces and the bulk of the sheet window glasses were in agreement within accepted experimental error in each case. A number of patterned window glasses showed significantly different refractive indices between the plain and patterned surfaces, the largest difference obtained (0.00021) being an order of magnitude smaller than that found for a typical float glass.Nine of the 40 float glasses examined yielded abnormal fragments from the upper surface in the sense that they did not disappear at the match temperature of the bulk glass. The refractive index measured from these abnormal fragments for two of these glasses was lower than the refractive index from the bulk glass.The variation in the bulk refractive index for the sheet and float window glasses produced an estimated standard deviation (E.S.D.) of 1.2 × 10?5. However, the patterned glasses were nearly three times as variable (E.S.D. = 3.3 × 10?5) and the toughened float glasses were, on average, almost seven times as variable (E.S.D. = 8.0 × 10?5).The value of making surface as well as bulk refractive index measurements in routine casework is discussed in the light of the above results.  相似文献
