Cultural Penetration and Punctuated Policy Change: Explaining the Evolution of U.S. Energy Policy 下载免费PDF全文
Punctuated equilibrium theory (PET) suggests that the policy process is characterized by long periods of incremental change and short periods of punctuated change. The impetus for the latter is usually a focusing event that breaks open policy monopolies, allowing for major changes in legislative decision making. While a burgeoning body of literature, a shortcoming in the PET literature is that it has yet to explain why focusing events and subsequent breakdowns in policy monopolies sometimes fail to result in punctuated policy. We integrate theories on cultural change with punctuated equilibrium to explain why focusing events do not always result in the dramatic policy changes that we might expect. Specifically, we use the context of national energy policy and the lexical database, Google Ngram Viewer, to trace punctuating energy‐related events and the occurrence or lack thereof subsequent policy change from 1952 to 2000. 相似文献

The documentary filmmaker Kim Longinotto talks to Catherine Fowler about her latest film The Day I Will Never Forget (2003) about female genital mutilation (FGM) in Africa. Longinotto’s films have consistently interrogated our understanding of womens’ place in the world, and her latest film is no exception. She discusses how she found her subjects: Fardohsa, a midwife who has been campaigning against FGM, a group of girls who have (successfully) taken their parents to court in order to prevent FGM being practised, and Fouzia, a girl of nine who reads a poem that she wrote the day after she was circumcised, asking her mother to explain why she put her daughter through such a painful experience. Longinotto also discusses the ethical issues raised by her filming of a circumcision of two sisters, and the wider issues that her film engages: the powerless position of women in African societies, the confusion of religion and culture in discussions of FGM, and the impact of saying ‘no’ to this practice. 相似文献

During the last 15 years, a shift in the relationship between state and society has been identified that can be characterized by an overall “retreat of the state”. The increasing use of co-operative policy instruments that do both, supplement and replace traditional authoritative measures, is one of the relevant manifestations of this change. However, most recent developments in German environmental policy in general and product-related waste management policy in particular reveal that this is all but an unambiguous tendency. After years of predominantly co-operative policy-approaches, there seems to be a revival of the authoritative state. The article analyses the patterns of change and presents reasons. In doing so, it challenges the popular functionalist hypothesis assuming that co-operative approaches arise from the functional needs of modern policy problems. Hanna Arendt's discussion of public and private derives more or less intact from Aristotle and forms a principal philosophical basis for mainstream architectural theory exemplified in the writings of Kenneth Frampton. An eminent architectural historian, teacher, and critic, Frampton proposes that the discipline of architecture is in crisis today because of an unprecedented enphasis on ‘the life-bound values of animal laborans,’ and because ‘it is largely divested of culturally valid institutions for its embodiment,’ which institutions, he suggests, find their archetypes in the agora of the ancient polis. The author criticizes Frampton's position from the perspective of feminist philosophy, based on Elshtain and Pitkin, and advocates some reformulation of the traditional hierarchical relationship between the two domains.
