Black Mothers,Bad Mothers: African Refugee Women and the Governing of ‘Good’ Citizens Through the Australian Child Welfare System

In this article I explore how the child welfare system in Australia is a basis of governmentality, drawing on ethnographic fieldwork conducted with 35 women resettled in Australia as refugees originating from African countries. Although the explicit aim of the child welfare system is to protect children from a risk of significant harm, the findings presented here suggest that such systems can concurrently operate to evaluate, monitor, and demand behavioural change from women who are the subject of intervention in accordance with logics of white neoliberal motherhood, in which parental merit is measured through, and problematised by, factors of racialisation, assumptions of cultural difference, counter-heteronormativity, and socio-economic marginalisation. I argue that the child welfare system not only operates to protect children, but can also function as an instrument to govern women to ‘fit’ with an idealised standard of citizenship in Australia. Thereby supplanting maternal guardianship with the mandate of government institutions, operations of child welfare position the paternalistic authority of the state as absolute and render mothers who do not conform to white neoliberal motherhood as vulnerable to intervention.     

Enabling collaborative synthesis in multi-partner programmes

Multi-partner consortia have emerged as an important modality for knowledge generation to address complex sustainability challenges. Establishing effective multi-partner consortia involves significant investment. This article shares lessons from the Collaborative Adaptation Research Initiative in Africa and Asia (CARIAA), which aims to support policy and practice for climate change adaptation through a consortium model. Key lessons include the need to facilitate collaborative spaces to build trust and identify common interests, while accepting that this is not a guarantee of success; the importance of programmatic leadership to achieve synthesis; and the value of strategic planning in supporting motivation and alignment between partners.     

re-negotiating reproductive technologies: the ‘public foetus’ revisited

In debates over abortion, the foetus and the woman have been continually positioned as antagonists. Given the stakes involved in such debates about personal integrity, individual responsibility, life and death, it is no wonder that many radical feminist authors have concentrated on refocusing the attention on women and away from the disembodied foetus. Such writers have worked hard to decode and deconstruct the public foetus in our midst and have mobilized interpretative tools such as cultural criticism to contextualize the production and consumption of foetal images. Barbara Duden's book, The Public Foetus, is an important and interesting contribution to this effort, which is still taken up by authors writing in this field. Duden's strategy is to seek to remind us (and in particular those who are involved in reproductive medicine) that pregnancy is concentrated in the embedded pregnant woman rather than the disembodied ‘public foetus’ and she attempts to retrieve the embodied woman as the site of pregnancy through what Michaels has termed a ‘fetal disappearing act’. While this may create as many problems for women as it resolves, I would argue that, while the ‘public foetus’ continues to loom large in the politics of abortion and women's positions in relation to the new reproductive technologies remain contested, Duden's work remains important in the continuing debate about how women's reproductive freedom can be continually re-negotiated and re-established.     

Changing the world: Time,space and perceptions

The vicissitudes of one small feminist organisation are used to illustrate the problems of others, even in the context of a period when attention has supposedly been directed at women. The prejudices and problems experienced have, however, come from other women as well as from men, and these require examination in order to be overcome. The objectives of the organisation are outlined, with several informal strategies that have evolved through the experience of putting the objectives into effect.     

Victimization and Poly-Victimization in Adolescent Outpatients from Mental Health Centers: A Case-Control Study

The aims of the present study were to establish interpersonal victimization rates in a clinical sample and to analyze this sample’s risk of victimization relative to the general population. The sample was composed of 472 adolescents (12–17 years of age): 118 outpatients from public mental health centers and 354 students who were matched by age and sex. Following previous studies, this research defined poly-victimization as four or more victimization types occurring during the previous year. The clinical group was more likely to report sexual victimization (OR = 9.540), conventional crime (OR = 3.120), caregiver victimization (OR = 3.469), witnessing and indirect victimization (OR = 3.466), electronic victimization (OR = 2.809), and poly-victimization (OR = 4.319) compared with the control group. Clinical samples present an increased risk of interpersonal poly-victimization compared with the general population. The influence of poly-victimization on mental health should be considered in the evaluation and treatment of adolescent outpatients.     

The status of women police officers: An international review

This paper reports on a survey of English-language police department websites, annual reports and other reports in order to identify key aspects of the status of women police internationally. Findings are reported for England and Wales, Scotland, Northern Ireland, Eire, the United States, Canada, Australia (eight departments), New Zealand, South Africa, Ghana, Nigeria, India, Pakistan, Hong Kong, Papua New Guinea, and Fiji. Data on the proportion of female officers were available from 18 of 23 locations, with a range between 5.1% and 28.8%. Recruit numbers were available for six locations, and ranged between 26.6% and 37.0%. Limited data on rank and deployment indicated overall improvements. Available longer-term trend data suggested that growth in female officers was slowing or levelling out. Overall, the study showed an urgent need to improve gender-based statistics in order to better inform strategies aimed at maximising the participation of women in policing.     

The Role of the Maternal in Diasporic Cultural Reproduction−Australia,Canada and Greece

Cultural reproduction is examined in this paper, not in the sense of replication, but as the creation of something new. Women's work in such cultural reproduction is explored through the experiences of Greek-identified women who live in Canada and Australia, or who have lived in these countries and now reside in Greece. These women are the daughters of immigrants who are now rearing the so-called third generation. Of particular interest is the way these women contrast their role in cultural reproduction to that of their own mothers. The argument is made that these women play a key role in the staging of Greek origin through the family and that, in the diaspora, this is a complex, dynamic and critical process that lies at the heart of new understandings of cultural identifications.     

Local Governance and Local Democracy: The Barcelona Model

Using Barcelona as a case study, this article examines the relationship between local governance and local democracy. It begins with the terms of the debate and continues by identifying the context in which a particular model of governance arose in Barcelona. The article then looks at the extent to which governance fosters democracy, by strengthening the role of civil society organisations in government and creating new spaces of deliberation between the state and the citizenry. The final section examines the limitations of Barcelona's model of local governance in enhancing local democracy. The key finding is that the predominant role of the local council in facilitating citizen participation has as many strengths as it has weaknesses. In short, when participation becomes public policy it becomes a double-edged sword.
