Sommaire: Cet article présente les résultats d'une enquête réalisée auprès des administrateurs d'État et des cadres supérieurs de la fonction publique du Québec. Elle visait à mieux connaître les valeurs réelles de gestion qui guident les ministères et les organismes gouvernementaux dans la définition de leurs objectifs et dans l'élaboration des règles de conduite de leur personnel. Cet article identifie un groupe de valeurs communes à l'ensemble des organisations (compétence du personnel, économie des ressources, pouvoir de l'organisation et innovation) et un groupe de valeurs propres à certaines organisations (performance au travail, service à la clientèle, excellence, confort du personnel, souplesse de la direction, esprit de collaboration et engagement envers l'organisation). II montre aussi que les principales valeurs de gestion se rapportent aux buts des organisations, tandis que sont reléguées à l'arrière-plan les valeurs concernant la conduite des membres. Abstract: This paper presents the results of a survey of Quebec public service administrators and top managers. The purpose of the survey was to determine the real management values guiding government ministries and organizations when they are defining their objectives and drafting rules of conduct for their personnel. This paper identifies a set of values shared by all organizations (personnel competence, efficient use of resources, organizational power, and innovation) and a set of values specific to certain organizations (work performance, client service, excellence, staff comfort, management flexibility, spirit of cooperation, and commitment to the organization). It also shows that the main management values relate to the objectives of the organization, while values pertaining to members' conduct are pushed into the background.  相似文献

The present 4-year follow-up study involves 56 mothers who were evaluated by social agencies as being abusive and neglectful or at high risk for child abuse and neglect. The aim of the study is to analyze the relationship between psychosocial risk factors (relating to the history and current situation of the mothers) that were present at the time the families were initially recruited and the fact that some of the mothers continue to show a high potential for child abuse and neglect (chronic abuse and neglect), whereas others were able to overcome the problem (transitory abuse and neglect). Results indicate that the following variables are particularly associated with situations involving chronic problems of abuse and neglect: initial level of severity of potential for abuse and neglect; dual-parent status; a large number of children at the time of intervention (3.13 times more risk of chronicity for large families); the fact that as a child the mother herself had been placed in a foster home (3.7 times more risk); that she had been sexually abused (3.5 times more risk); and that as an adolescent she had run away from home (3.02 times more risk). Our results indicate that mothers who have a combination of more than eight risk factors are four times more likely to be in the chronic group.  相似文献

We describe an infant with an acute subdural hematoma, a fatal head injury, and severe hemorrhagic retinopathy caused by a stairway fall. His cerebral and ocular findings are considered diagnostic of abusive head trauma by many authors. Our literature search of serious injuries or fatalities from stairway or low-height falls involving young children yielded 19 articles of primary data. These articles are discrepant, making the classification of a young child's death following a reported short fall problematic. This case report contradicts the prevalent belief of many physicians dealing with suspected child abuse that low-height falls by young children are without exception benign occurrences and cannot cause fatal intracranial injuries and severe retinal hemorrhages. The irreparable harm to a caregiver facing an erroneous allegation of child abuse requires physicians to thoroughly investigate and correctly classify pediatric accidental head injuries.  相似文献

Recent developments concerning the international financial architecture have drawn attention to what many perceive to be an accountability deficit at the level of global decision making. This problem is explored here within the framework of an increasingly globalised structure of financial governance, drawing attention to the institutional barriers that stand in the way of operationalising traditional forms of accountability. In order to strengthen a global form of accountability in the absence of traditional democratic links between citizens and decision-making institutions, it is argued that accountability needs to be better internalised within those institutions that actually make decisions with global consequences. To be effective, however, this form of accountability demands the formation of a global financial public sphere, where norms of inclusion and publicness can be established and progressively instantiated. The first step towards realising such a development must be to understand accountability itself in terms of what can be called a logic of participation. This article therefore considers how such a logic can be formulated and grafted onto the existing foundations of global financial governance, and advances several strategies to strengthen accountability framed in this way.  相似文献

There are good reasons to think that Vāsudeva, Saṃkarṣaṇa, Pradyumna and Aniruddha already form a sort of implicit tetrad in the HV. The aim of this paper is to draw attention to often overlooked data related to this tetrad. (1) Upon first reading, the sequence of the HV episodes appears to be somewhat disconnected, and might lead one to conclude that no such grouping of these figures had as of yet taken place. Nevertheless, a closer look at the structure of the text makes it clear that these four characters are one of the main focuses of the narrator’s interest. (2) The relationships of these four heroes to one another and to other deities will be examined. In addition to their close kinship, these heroes with the exception of Aniruddha, are also said to be incarnations of other entities; thus the logic underpinning this grouping must be located at this other level. (3) Considered against the backdrop of the entire HV, one realizes that a basic pattern is established in which the presence of the goddess, under various names and functions, is required not only to facilitate Saṃkarṣaṇa’s and Kr̥ṣṇa’s births and actions on earth, but also the actions of Pradyumna and Aniruddha. In fact, neither Kr̥ṣṇa Vāsudeva, nor Saṃkarṣaṇa, nor Pradyumna nor Aniruddha can act entirely independently of her assistance. (4) The HV does not employ the word vyūha in connection with the group of Vāsudeva, Saṃkarṣaṇa, Pradyumna and Aniruddha. Nevertheless, during the battle waged to deliver Aniruddha, the idea of vyūha is present even if the word itself is not. HV 110.47–49 describes a true trivyūha composed of three fighters (Vāsudeva, Saṃkarṣaṇa and Pradyumna), who are arranged in such a way as to protect one another. The episode of Aniruddha’s liberation appears to be the missing link, showing clearly that at least Kr̥ṣṇa, Saṃkarṣaṇa and Pradyumna are capable of assuming a vyūha as they fight the Rudraic forces.  相似文献

Sommaire: Cette étude porte sur la stratification des postes d'encadrement supérieur dans la fonction publique québécoise. Elle révèle que ces postes sont soumis à une double hiérarchisation, l'une fondée sur une logique professionnelle et l'autre sur une logique organisationnelle. Un titre de classement et une échelle de prestige sont reliés à la hiérarchie professionnelle. Un titre de fonction et une échelle de pouvoirs sont associés à la hiérarchie organisationnelle. Chaque cadre supérieur dispose ainsi d'une double identityé. Comme ces deux hiérarchies sont souvent divergentes, il est difficile de découvrir le statut véritable de certains postes de direction. Abstract: This study looks at the stratification of top executive positions in the Quebec public service. It shows that these positions are governed by a dual hierarchy: one founded on professional logic and the other on organizational logic. Classification titles and scales of prestige are connected with professional hierarchy, while function titles and scales of power are associated with organizational hierarchy. Each senior official thus has a dual identity. Because the two hierarchies are often divergent, it is difficult to discover the real status of many management positions.  相似文献

This study was aimed at determining the effect of seven blood enhancement reagents on the subsequent Profiler Plus fluorescent STR DNA analysis of fresh or aged bloody fingerprints deposited on various porous and nonporous surfaces. Amido Black, Crowle's Double Stain. 1,8-diazafluoren-9-one (DFO), Hungarian Red, leucomalachite green, luminol and ninhydrin were tested on linoleum, glass, metal, wood (pine, painted white), clothing (85% polyester/15% cotton, 65% polyester/35% cotton, and blue denim) and paper (Scott 2-ply and Xerox-grade). Preliminary experiments were designed to determine the optimal blood dilutions to use to ensure a DNA typing result following chemical enhancement. A 1:200 blood dilution deposited on linoleum and enhanced with Crowle's Double Stain generated enough DNA for one to two rounds of Profiler Plus PCR amplification. A comparative study of the DNA yields before and after treatment indicated that the quantity of DNA recovered from bloody fingerprints following enhancement was reduced by a factor of 2 to 12. Such a reduction in the DNA yields could potentially compromise DNA typing analysis in the case of small stains. The blood enhancement chemicals selected were also evaluated for their capability to reveal bloodmarks on the various porous and nonporous surfaces chosen in this study. Luminol. Amido Black and Crowle's Double Stain showed the highest sensitivity of all seven chemicals tested and revealed highly diluted (1:200) bloody fingerprints. Both luminol and Amido Black produced excellent results on both porous and nonporous surfaces, but Crowle's Double Stain failed to produce any results on porous substrates. Hungarian Red, DFO, leucomalachite green and ninhydrin showed lower sensitivities. Enhancement of bloodmarks using any of the chemicals selected, and short-term exposure to these same chemicals (i.e., less than 54 days), had no adverse effects on the PCR amplification of the nine STR systems surveyed (D3S 1358, HumvWA, HumFGA, D8S1179, D21S11, D18S51, D5S818, D13S317, D7S820) or of the gender determination marker Amelogenin. The intensity of the fluorescent signals was very similar and the allele size measurements remained constant and identical to those of untreated bloody fingerprints. No additional background fluorescence was noted. Continuous exposure (for 54 days) to two of the seven enhancement chemicals selected (i.e., Crowle's Double Stain and Hungarian Red) slightly reduced the amplification efficiency of the longer STR loci in profiles of fresh and 7 to 14-day-old bloodprints. This suggests that long-term exposure to these chemicals possibly affects the integrity of the DNA molecules. This study indicates that significant evidence can be obtained from fresh or aged bloody fingerprints applied to a variety of absorbent and nonabsorbent surfaces which are exposed to different enhancement chemicals for short or long periods of time. It also reaffirms that PCR STR DNA typing procedures are robust and provide excellent results when used in concert with fluorescence-based detection assays after fingerprint identification has taken place.  相似文献
