This article analyzes Mexican migration to the United States (US), as part of the South to North global migration, and focuses on the access of migrants to citizen rights from the perspective of the sending countries. Studies of citizenship and migration have mostly looked at receiving countries' policies; however, sending countries are also enacting laws that facilitate immigrants' access to rights. The study shows that the restriction of immigrant rights in the US has been paralleled by an extension of rights to emigrants by Mexico. These policies of the Mexican state include the rights to retain nationality when migrants nationalize overseas and the extension of citizen rights to the population abroad. The study describes the efforts on the part of the Mexican state to extend civic, political and social rights to non-resident nationals. It also reveals how the results of these efforts vary substantially, depending on the nature of each one of these types of rights. 相似文献

The increasing realisation that there are modern problems for which there are no modern solutions points towards the need to move beyond the paradigm of modernity and, hence, beyond the Third World. Imagining after the Third World takes place against the backdrop of two major processes: first, the rise of a new US-based form of imperial globality, an economic–military– ideological order that subordinates regions, peoples and economies world-wide. Imperial globality has its underside in what could be called, following a group of Latin American researchers, global coloniality, meaning by this the heightened marginalisation and suppression of the knowledge and culture of subaltern groups. The second social process is the emergence of self-organising social movement networks, which operate under a new logic, fostering forms of counter-hegemonic globalisation. It is argued that, to the extent that they engage with the politics of difference, particularly through place-based yet transnationalised political strategies, these movements represent the best hope for reworking imperial globality and global coloniality in ways that make imagining after the Third World, and beyond modernity, a viable project. 相似文献

Decentralization is argued to create incentives for local and regional politicians to be more responsive and accountable to their constituents, but few studies have directly tested this claim. We use survey data from Colombia to examine individual‐level evaluations of the degree to which decentralization prompts citizens to view department government as more accountable. We estimate the effect of administrative, fiscal, and political decentralization, controlling for participation, political knowledge, confidence in government, education, and income on perceptions of accountability. Our results indicate that administrative and fiscal decentralization improve perceptions of accountability, while political decentralization does not. 相似文献

This article responds to and develops the fragmented literature exploring intermediation in public administration and urban governance. It uses Q‐methodology to provide a systematic comparative empirical analysis of practitioners who are perceived as making a difference in urban neighborhoods. Through this analysis, an original set of five profiles of practitioners—enduring, struggling, facilitating, organizing, and trailblazing—is identified and compared. This research challenges and advances the existing literature by emphasizing the multiplicity, complexity, and hybridity, rather than the singularity, of individuals perceived as making a difference, arguing that different practitioners make a difference in different ways. The authors set out a research agenda, overlooked in current theorization, that focuses on the relationships and transitions between the five profiles and the conditions that inform them, opening up new avenues for understanding and supporting practice. 相似文献
