Portugal has been characterized by a late discontinuous democratization process. This contribution discusses the case of state and public administration reform in Portugal by using approaches from democratization, modernization and Europeanization theories. In order to understand the Portuguese case, the concept of ‘neo‐patrimonialism’ is used. We characterize Portuguese public administration as still having ‘neo‐patrimonial’ features, and therefore is still in transition from old closed‐minded practices such as particularistic decision making or clientelistic relationships to new open‐minded ones. The ‘new’ governance agenda combines new public management instruments and a growing flexibilization of public administration towards networks with non‐statal actors and has certainly led to some improvement in the quality of the services associated with public administration. Although is still too early to assess, top‐down and horizontal Europeanization processes, particularly since the late 1990s, may have contributed to a more reflexive approach in moving towards a more endogenous strategic vision based on the needs of the Portuguese state and public administration.  相似文献

The study of public administration in the United States is large in terms of the number of academic programmes, the range of journal publications, and the number of scholars. Its scholarship attracts attention from all over the globe. At the same time it is a public administration that is clearly embedded in a specific national culture, just as anywhere else. Three of the main challenges include the strong increase of quantitative‐statistical methods, the decline of practitioner authors, and substantive specialization to the extent that generalists' perspectives are losing ground.  相似文献

This paper deals with the question of the conflict of constitutional rights with regard to basic rights. Two extreme accounts are outlined: the subsumptive approach and the particularistic approach, that embody two main conceptions of practical rationality. Between the two approaches there is room for a range of options, two of which are examined: the proportionalist approach, which conserves the scope of rights restricting their stringency, and the specificationist approach, which preserves the stringency of rights restricting their scope. In this article a conceptual map of the identity of the study of public administration is developed that encompasses its theoretical diversity and richness. It organizes public administration scholarship into four main intellectual traditions: practical wisdom, practical experience, scientific knowledge and relativist perspectives. The objective is to outline the study’s fundamental heterodoxy and interdisciplinarity. While the study clearly has strong national components everywhere, the four main intellectual traditions go across and beyond national traditions of government and of its study.  相似文献

We analyse the relationship between applicability and effectiveness of legal norms from a philosophical perspective. In particular, we distinguish between two concepts of applicability. The external applicability of norms refers to institutional duties; a norm N is externally applicable if and only if a judge is legally obliged to apply N to some case c. Internal applicability refers instead to the sphere of validity of legal norms. A norm N is internally applicable to actions regulated by its sphere of validity. We also explore the consequences of a thesis which maintains that applicability restricts the concept of effectiveness, so that only applicable norms can be considered effective. Our analysis illustrates that a proper reconstruction of the concept of applicability is of great importance not only for understanding the concept of effectiveness but also for providing insight into the nature of law.  相似文献

The notion that public managers influence organizational performance is common in public administration research. However, less is known about why some managers are better at influencing organizational performance than others. Furthermore, relatively few studies have systematically examined managerial influence and scholars have yet to investigate either quantitatively or systematically managerial influence in the White House. Utilizing original survey data collected from former White House officials who served in the Reagan, George H.W. Bush, and Clinton administrations, this study applies empirical public management theory to examine for the first time the key determinants that shape perceptions of chief of staff managerial influence. The findings demonstrate how several core concepts in public management theory help explain the dynamics that drive perceptions of managerial influence, thereby providing a new contribution to the literature on public management.  相似文献

In the current times of economic turmoil, many sectors are thought to be in need of structural reform or system overhauls, which call for political leadership, decisiveness and vision. These kinds of challenges present governments with a dilemma. On the one hand, there is a call for radical change while, on the other hand, the options available for such radical change are limited by the many interdependencies of a network society. In this article, we analyse three fundamental and structural reforms in Dutch housing. These reforms were all implemented in a world of interdependencies. The strategies applied appear to be a mixture of unilateral, hierarchical strategies and multilateral, network strategies. These hybrid strategies come in three forms: (1) a combination of hierarchical and network strategies; (2) variations/alternations over time between network strategies and hierarchical strategies; and (3) the use of one strategy in the frontstage while the other strategy is being used backstage. Greater understanding of these types of hybrids can help governments in dealing with the tension between interdependencies and the need for change.  相似文献

This paper challenges some widespread theoretical assumptions and practices in the study of populism and proposes a new multidimensional approach to generate and analyse data on this latent construct. Rather than focusing on categorising subjects as populists or not, it recommends reaching a better understanding of what populism is, the salience and relative weight of its attributes and how they interact creating an inner populist logic. Despite the increasing media and academic attention, historical discrepancies in how to conceptualise and operationalise populism have hindered cumulative progress in the literature. Initially most efforts were devoted to the study of specific movements, without a clear comparative angle, and the concept of populism was often conflated with that of nationalism. When the literature started to pay more attention to the analysis of the attributes associated with populism serious disagreements emerged concerning its true essence. Populism has been conceptualised as an ideology, a cynical strategy, a performative style and a discursive logic of articulation. The disputes between these competing interpretations have arguably slowed down the generation of comparative data. Although this article is meant to be a critique of the current state of the field and a call to make it pivot into a slightly different direction, it does not adopt an iconoclast stance and largely tries to reconcile the different existing research traditions – ideational, discursive, performative and strategic. It shows that their efforts are to a great extent complementary but mostly operating on different rungs of the ladder of abstraction. This paper argues that shifting from minimal definitions into a multidimensional approach may stimulate the generation of comparative data on a wider range of attributes and facilitate the identification of degrees and varieties within populism. This paper develops a new analytical framework which deconstructs populism into five dimensions: (1) depiction of the polity, (2) morality, (3) construction of society, (4) sovereignty and (5) leadership. These dimensions, that synthesise the most influential conceptualisations of populism, are empirically and theoretically interconnected and encompass ideational, discursive and performative attributes suggested in the literature. These dimensions are in turn composed of lower order attributes forming a multilayered network structure. This multidimensional framework provides a heuristic template that can be adapted and operationalised in diverse ways depending on the hypotheses, type of data and subjects of the analysis. Some examples of how to turn these dimensions into variables to capture supply- and demand-side populism are introduced. Future empirical research could help map and better understand the network of interactions and intersections among these dimensions and attributes. This could be the key to settle some of the current conceptual debates about populism and its varieties.  相似文献

Political‐administrative relations became an issue once politicians and administrators came to be considered as distinct actors in the public realm. This happened in the late eighteenth century, and several authors since then explored the nature of this relationship in normative and/or juridical terms. But it took almost two centuries before it became an object of systematic empirical study in a comparative perspective: Aberbach, Putnam, and Rockman ( APR 1981 ). The APR study was the first to use survey methods and to advance empirically based theory. In this article we discuss the intellectual attention for this topic since the early nineteenth century, APR's findings and impact and—given APR's influence upon methods—some intriguing problems with the framework that they developed. Finally we list some potential new avenues of research.  相似文献

This article presents an analysis of some of the most important works on the persistence of the economic elite in Mexico during the first half of the twentieth century. The study seeks to answer the following question: How did the formation and character of the Mexican economic elites change during this period? It examines the effect of events such as the Mexican Revolution (1910–1920) and the agrarian reform programmes, as well as political instability and institutional uncertainty, on the persistence or weakening of the landowning and industrial elite who had consolidated their power during the Porfiriato period (1876–1911).  相似文献
