Civil society and democracy in the third world: Ambiguities and historical possibilities

The terminology of “civil society” has gained currency in recent discussions of democratic movements around the globe. Although less grandiose in its implications than claims about the “end of history,” this terminology does suggest a certain universality in human experience. We argue that this claim of universality is warranted, but also problematic. We establish the relevance of our argument in reference to the literatures in African and Indian studies. We note first that the common employments of the concept ignore the theoretical and historical specificity of civil society: civil society is used to label any group or movement opposed to the state, regardless of its intent or character, or used so generically that it is indistinguishable from the term “society.” Instead, we argue that civil society is a sphere of social life, involving a stabilization of a system of rights, constituting human beings as individuals, both as citizens in relation to the state and as legal persons in the economy and the sphere of private association. Thus, we link the wide resonance of the concept to its embeddedness in the logic of liberal capitalist society and the capitalist global division of labor. This conception allows us to see that, although the emergence of a sphere of civil society involves at least minimal democranization and is supportive of struggles for further democratization, the status of democracy is also made quite problematic by the tensions endemic to liberal capitalism and the processes of uneven development within international capitalism. Our usage also allows us to distinguish more clearly movements dedicated to the construction of civil society from those that may count actually as counter-civil society movements. David L. Job Choice and Performance: Revisiting Core Assumptions about Public Service Motivation

Although there has been considerable enthusiasm for public service motivation (PSM) research in recent years, two of PSM's fundamental assumptions have been relatively untested: its impacts on job choice and on job performance. Using panel data from two different studies, we offer stronger observational tests of these core assumptions. The findings provide mixed evidence. When testing PSM's effect on employment choice, we find that PSM measured during a law student's first year predicts the sector in which they are employed after graduation three years later. In a separate study investigating PSM's effect on job performance, we find that government employee PSM does not predict employee absenteeism or supervisor assessments of their in-role and extra-role performance. Our findings support recent calls for a more nuanced theory and analyses of PSM to help better understand its implications for recruiting, retaining, and motivating the workforce used to provide public goods and services.     

Minority Interest Nation: The Changing Contours of Reporting Scotland on BBC and STV

Scotland's media has traditionally provided one of the central aspects of Scottish distinctiveness, autonomy and identity. This has often historically been viewed unproblematically and uncritically, but in recent times, the selective discourses of the mainstream media have come under increasing scrutiny and challenge, particularly in the recent independence referendum. This article examines the changing output of BBC and STV, considering in detail the evening news and current affairs programmes of both channels, and charting how they have evolved in media content and output. It also examines wider output and representation by BBC and STV, and concludes by addressing the evolving political and media environment.     

Gerrymandering and the Voting Rights Act of 1982: A public choice analysis of turnover in the U.S. House of Representatives

The present paper uses various data sets and statistical techniques to examine the outcome of gerrymandering under the Voting Rights Act of 1982 on turnover rates in the U.S. House of Representatives, as well as the competitiveness in Party primaries for House seats. Evidence presented here suggests that political redistricting at the federal level (namely for U.S. House seats) has tended to favor incumbents in both the Party primaries and general elections. In fact, some results suggest that turnover rates (for 1988) are between 8.9 and 10.3 percentage points lower within states that engaged in such redistricting efforts. Our findings generally support the main tenets of the public choice view of legislator behavior.

Impact of accountability on the performance of police service: Palestinian police case study

In the Palestinian case, the police officers tried to provide some requirements and undertake some development initiatives. The issue of accountability was the most important part of them. Therefore, this research provides an assessment and analysis for the issue of accountability in the Palestinian police. It aims to identify the relationship and impact on the development of police performance. The researchers used a questionnaire for this purpose, which was distributed to a sample of 332 police personnel in the four largest police departments in the West Bank. The SPSS software was used to analyze the data. The results indicated that the elements of the Palestinian police system are subject to accountability through clear structures, mechanisms, procedures, and standards from inside and outside of the system. This system of accountability has a clear impact on the development and improvement of the performance of police elements.
