ABSTRACTScholars are increasingly exploring the links between the other worlds of science fiction and theorizations of our own reality. This article extends the scope of political science fiction studies by focusing on the Chinese author Liu Cixin's Three-Body novels, thus incorporating a key non-Western work. I interrogate the Three-Body series through the lens of Kenneth N. Waltz's three images of international relations, recovering the abundant homologies across the texts. Both writers represent human nature as malevolent, are skeptical of the importance of domestic politics, and place most weight on the logic of survival perpetuated by an international/interstellar system. They share meta-theoretical commitments too, each stating that global/galactic politics must be interpreted rather than observed. Yet the final pages of Liu's text destabilize the apparently copacetic relationship with Waltzian thought. Liu reveals his interstellar system to be created rather than given, and subject to positive transformation through the acts of agents. Liu's final move calls into question statist, positivist, and zero-sum premises about our contemporary world order by suggesting that they, too, are created by powerful actors rather than being scientific givens. The fundamental value underlying the design of a fragmented system of local governance is consumer sovereignty. This system functions as a market‐like arrangement providing citizen‐consumers a choice of jurisdictions that offer different bundles of public services and taxes. However, the same choice also can facilitate class‐based population sorting, creating regions where fiscally wealthy jurisdictions coexist with impoverished ones. Some argue that the public market enhances the power of all consumers, whether poor or rich. Even if the poor are concentrated in some jurisdictions, they can exercise their voice to ensure that their government responds to their service needs. But does the voice of the poor matter as much as the voice of the rich in determining service levels in the local public market? Comparing the budgetary choices in poor and affluent municipalities, this article shows that in highly fragmented regions, some municipal services are provided the least in communities where they are needed the most. 相似文献

The central question we address in this article is whether participation in court-ordered drug treatment programs reduces
future criminal involvement among convicted property offenders who have a history of drug abuse. Using a national sample of
male property offenders sentenced to felony probation, we analyze drug treatment experience on probationers’ recidivism rates
by employing proportional hazards techniques. Results indicate that how successful white men are in completing courtordered
drug treatment programs has no significant effect on their recidivism rates. However, AfricanAmerican and Hispanic men who
satisfy the expectations of their drug treatment programs are significantly less likely to be rearrested. Overall, our findings
support the contention that drug treatment reduces further criminal behavior among men on probation for felony property offenses.
Thus, we recommend that court service personnel strive to provide drug treatment programs for property offenders with a history
of drug abuse and that supervisors closely monitor probationers’ activities while in treatment to assure lower rates of recidivism.

The use of indicators is a prominent feature of contemporary global governance. Indicators are used to compare and rank states for purposes as varied as deciding how to allocate foreign aid or investment and determining whether states have complied with their treaty obligations. This article defines the concept of an indicator, analyzes distinctive features of indicators as technologies of governance, and identifies various ways in which the use of indicators has the potential to alter the topology and dynamics of global governance. Particular attention is paid to how indicators can affect processes of standard setting, decisionmaking, and contestation in global governance. The World Bank Doing Business indicators and the United Nations Human Development Index are analyzed as case studies. 相似文献

Secretary of Defense Donald Rumsfeld exercised great influence over U.S. policies in the invasion and subsequent occupation of Iraq. The Secretary's leadership presents a puzzle—accounts agree that Rumsfeld was a masterful bureaucratic infighter who ruthlessly gained control over the major decisions and marginalized colleagues, yet, having secured that control, was remarkably blasé about events on the ground in Iraq. I argue that Rumsfeld's paradoxical performance was rooted in key aspects of his worldview—measured through systematic content analysis of his verbal output on the principle that the words individuals say are related to the way they see the world—and his bureaucratic style, identified through interviews with Bush administration insiders. Rumsfeld's worldview centers on a low perception of the control of self in relation to macro-political events, and a very high conceptual complexity, indicating a nuanced view of issues. This low perception of control and heavily contingent worldview is the discursive, "stuff happens" side of Rumsfeld which so frustrated critics of the U.S. occupation. His bureaucratic style, however, was controlling, suspicious, and overbearing. I suggest that this approach offers a more complete explanation of Rumsfeld's actions, and so contributes to understanding of the Iraq story, as it is rooted in consideration of the basic dispositions that condition how individuals approach their roles. 相似文献
