The 'No' majorities in two referendums on European Community/Union (EC/EU) membership have set clear formal limits to Norway's participation in European integration. However, pro-EU parliamentary majorities have tended to produce governments that seek as close cooperation with the EU as possible. This involves a kind of quasi-membership of the EU, particularly in the light of cooperation beyond the limits of the European Economic Area (EEA). The result has been a 'Norwegian method' of European integration that combines access to the Single Market with efforts to 'purchase' participation in other policy areas and adapt to changing EU policies, legislation and treaties. Given the supranational character of the EU's Single Market rules, this kind of quasi-membership goes considerably further than non-members' participation in most other international organisations. Although the EEA system has worked to the parties' satisfaction, Norway's efforts to keep up with a changing Single Market, maintain the institutions in the face of treaty change and enlargement, and accommodate new developments pertaining to the EU's second and third pillars represent considerable challenges to the Norwegian method of integration.  相似文献

The article considers two aspects of the establishment in Norway of a mass participatory parliamentary democracy: the changing national and regional patterns of recruitment to parliamentary positions, and the long-term processes of democratization and political mobilization. The influence of high social status upon parliamentary recruitment was replaced by that of high political status. This changeover, however, was modified by a distinct centre-periphery dimension in both social substitution and the process of political professionalization, corresponding to regional variations in the timing and tempo of mass mobilization.  相似文献

This paper is a study of the optimised method in order to determine its stability. Investigations of within and between day variations were carried out in four laboratories. Moreover, variations between laboratories were also determined. Both flame ionisation detector (FID) and MS detection were used. One laboratory studied nitrogen-phosphorous detector (NPD) detection as well. For this task, 12 batches of amphetamine were prepared. Six of them were synthesised via the Leuckart route, three via the nitrostyrene route and three via the reductive amination route [A.M.A. Verweij, Impurities in illicit drug preparations: amphetamine and methamphetamine, Forensic Sci. Rev. 1 (1989) 2-11]. Taking into account all studied target compounds and the average results from four laboratories, the within day variation was around 6% for FID and 5% for MS, the between days variation was around 10% for FID and 8% for MS. For NPD detection, within day variation was 5% and between days variation 9% (only one laboratory). Finally, the inter-laboratory variation was about 12% for FID (four laboratories) and 10% for MS (three laboratories).  相似文献

The ability to assess the impact of humanitarian interventions is key both for priority-setting and for maximising the quality of projects. Humanitarian mine action (hma) is a young sector, where the application of impact assessment is still in its infancy. In this article we will briefly revisit the history of impact assessment in hma, before reviewing the strengths and weaknesses of three different impact-assessment approaches: 1) the Landmine Impact Survey; 2) economic analysis; and 3) community studies. Each of the approaches has its own merits as well as its own shortcomings and the selection of one approach, or several approaches combined, needs to be informed by the particular conditions in a given setting. We argue that hma should always be based on sound impact-assessment practices, but also that it is important to encourage a general understanding of broader impact issues—as opposed to narrow output definitions—among all relevant stakeholders. In spite of considerable progress over the past few years on this issue, impact in mine action is still largely perceived as an event rather than an integral part of the process and specialised units responsible for impact assessment isolate this activity from day-to-day field management.  相似文献

The forum approach echoes the patois of'partnerships’ and'stakeholding’ associated with international conferences such as the 1992 Rio Earth Summit. Of special interest for the local level in Agenda 21, also known as the Local Agenda 21 (LA21), is its Chapter 28. This article explores the potential offorum models for consultation and consensus at the local level, and focuses primarily on the experiences of two Norwegian cities, Bergen and Fredrikstad. Both cities have set up an environmental forum, though they have developed along quite different lines. The article finally discusses advantages and disadvantages accruing from this kind of co-operative approach to LA21 issues in light of the two case studies.  相似文献

The Lisbon Treaty enacted in 2009 allows the European Union (EU) to adopt a foreign, security, and defense policy with a higher profile. In particular, the High Representative and the European External Action Service are now in a position to conduct a continuous conversation with China, India, Japan, and ASEAN beyond trade-oriented dialogues. But a genuine strategic approach toward Asia requires military expertise so as to adequately assess how to best contribute to stability in this part of the world. Military diplomacy involving individual member states already takes place, yet virtually no information is shared at the EU level. The adoption of a full-fledged strategic approach toward Asia would not only be politically astute and make excellent economic sense; it can also consolidate EU institutions in the realm of foreign, security and defense policy.  相似文献

A production and conflict (P&C) model and a rent-seeking (RS) model are compared for one group, two groups and K groups. Adding a new agent enlarges the pie in the P&C model, but causes the fixed size pie to be allocated on one more rent seeker in the RS model. The total production or rent is distributed within and between groups according to the within-group and between-group decisiveness. Productive and fighting efficiencies and group sizes play a role. The collective action problem is more severe for the RS model. As group size increases, the ratio of within-group to between-group fighting increases marginally toward a constant for the P&C model, while it increases convexly for the RS model. Adding an additional agent to each of two groups is more detrimental to the utilities in RS groups than in P&C groups, while adding a second group of agents when there is already one group of agents gives the reverse result. The severe between-group fighting in the P&C model for many groups causes the P&C model to be preferable for few groups, while the RS model is preferable for many groups. Applications are considered to intergroup migration, inside versus outside ownership, divestitures, mergers and acquisitions, multidivisional versus single-tier firms and U form versus M form of economic organization.  相似文献
