I analyse the option of unilateral euroisation for Central and Eastern Europe. The thorny questions of losing seigniorage and losing the lender of last resort are explicitly addressed. It is found that the option of unilateral euroisation might be quite inviting for some countries. This is certainly the case if one takes into account the difficulties thrown up by the Maastricht–criteria. It is argued that unilateral euroisation provides an elegant way out of the catch of the official EMU-accession path. The EU has, however, expressed explicitly its enmity against euroisation. I think this is a policy error. It should be at least a genuine policy option for all countries concerned. At best the EU should stimulate euroisation by embedding it in a broader and more embracing framework that would support integration and ultimately accession to the EU of the whole of Central and Eastern Europe.  相似文献

This article offers an interpretation of the present conflictin Ituri based on social analysis. Other than the conventionalaccounts which depart from the presence of foreign troops onCongolese soil, reduce the war to a struggle for natural resourcesor see it as the result of age-old ethnichatreds, the authorstry to place this conflict into its social setting. The centralargument of this article is that the outbreak of violence inIturi has been the result of the exploitation, by local andregional actors, of a deeply rooted local political conflictfor access to land, economic opportunity and political power.Firstly, it is assumed that the destruction of the local socioeconomicfabric and the emergence of ethnicity as the main basis forpolitical mobilization has been the result of a long historicalprocess in which access to land, education, political positionsand economic dominance have played a crucial role. Secondly,it is asserted that, although foreign elements (i.e. the UPDFand RDF, formerly RPA) have contributed significantly to theescalation of the political crisis in Ituri, the war has alsoprovided a perfect platform for local political and economicactors to redefine their position in this new political andeconomic landscape. Eventually, this emerging political complexhas led to the development of a new political economy whichis characterized by a shift from traditional to military rule,to privatized, non-territorial networks of economic control,and to the consolidation of ethnic bonds in the economic andpolitical sphere.  相似文献

This article provides a comparative conceptual analysis of the logic of populism and the logic of (constitutional) democracy. Populism is defined as a thin-centered ideology which advocates the sovereign rule of the people as a homogeneous body. The logic of this ideology is further developed in reference to the work of Carl Schmitt and is shown to generate all the characteristics typically ascribed to populism. The logic of democracy is analyzed on the basis of the work of Claude Lefort and defined as a regime in which the locus of power remains an empty place. This analysis replaces the widespread model of constitutional democracy as a paradoxical combination of a constitutional and a democratic pillar. This two-pillar model fails to appreciate the internal coherence and some of the main features of the (constitutional) democratic logic. Thereby, the two-pillar approach gives rise to an understanding of populism as continuous with the democratic promise of constitutional democracy. In contrast, our analysis explains populism as the closure of the empty place of democracy. This highlights the antagonistic discontinuity between the logic of populism and the logic of democracy.  相似文献

Abstract A remarkable feature of the Union's legal order is the absence of a genuine hierarchy of legal acts—a pre‐established ranking of different types of legal acts in accordance with the democratic legitimacy of their respective authors and adoption procedures, which is used as a means to resolve conflicts among these different types of legal acts. There is however a clear suggestion of such hierarchy in the sequence in which the newly created legal instruments are listed in Article I‐33(1) and in the organisation of the subsequent Articles I‐34 to I‐37 of the European Constitution. In this contribution, the (lost) logic behind the Union's current set of legal instruments is analysed, followed by an examination of the reform of the system of legal instruments carried out in the European Constitution. Lastly, an attempt is made to answer the question as to whether this reform amounts to the establishment of a genuine hierarchy of legal acts in the Union.  相似文献

Since the early 2000s, the Flemish nationalist party New Flemish Alliance (N-VA) has experienced a burgeoning growth. Paradoxically, for a stateless nationalist and regionalist party (SNRP), this performance has occurred without major changes in mass support for independence and only ambiguous ones for more regional autonomy, which suggests that the party appeals to different electoral subgroups through a vote-maximisation strategy of issue diversification. Providing an in-depth analysis of the multi-dimensional ideology of N-VA, this article contributes to the literature on SNRPs by arguing that N-VA has gone beyond issue diversification through a strategy of ‘issue communitarisation’ that consists not only in expanding its agenda beyond the centre–periphery cleavage, but rather in framing all other policy issues explicitly in (sub-state) nationalist terms. According to this strategy, all major conflicts on political power, social redistribution and cultural identity are systematically represented as being based on an unresolvable and overarching centre–periphery antagonism between Flanders and francophone Belgium.  相似文献

Declines in the age at last childbearing in the first demographic transition reflected conscious changes in fertility behaviour during that period, in particular efforts to limit the total number of children. Such fertility limitation behaviour was the net result of ‘cultural causal factors’ on the one hand and ‘structural and economic causal factors’ on the other hand. This paper analyses the evolution of women’s age at last childbearing by reconstructing women’s life histories based on data from the multi-source COR* historical sample for Antwerp in the period 1846–1920. The paper also assesses the causes of this evolution through a number of theoretically grounded structural/economic, cultural and life course determinants, placing these concepts in a macro-micro framework of methodological individualism. For this purpose, in the first place a Kaplan-Meier analysis is applied to 10-year birth cohorts; a proportional hazard model is also applied to three different birth cohorts (mothers born before 1840; born in the period 1840–1859; and born after 1860); and a range of cultural and life course determinants are analysed, including women’s literacy status, marriage witness characteristics, the seasonality of marriages and births, and birth histories. The analysis confirms the decline in the age at last childbearing especially in the late cohort, and also highlights inter-cohort differences caused by cultural and life course determinants.  相似文献

The COVID-19 pandemic provides a unique opportunity to study which factors drive compliance and how the evolving context in society –virus fluctuations and changing government measures – changes the impact of these factors. Extant literature lists many factors that drive compliance – notably enforcement, trust, legitimacy. Most of these studies, however, do not look across time: whether a changing context for citizens changes the impact of factors driving compliance. In this study, we use Lindenberg's Goal Framing Theory to explain the dynamics of these drivers of compliance during the COVID-19 pandemic. We formulate hypotheses for pro-socialness, trust in government, observed respect for rules, rule effectiveness, rule appropriateness, fear of COVID-19 (severity and proximity), opportunities for pleasure and happiness, as well as worsened income position. We test our hypotheses with data collected at three different moments during the beginning of the COVID-19 crisis in Flanders, Belgium. Findings show that over time the constellations of factors that drive compliance change and, later in the pandemic, more distinct groups of citizens with different motivations to comply are identified. The overall conclusion is that the voluntary basis for compliance becomes more fragile over time, with a more differentiated pattern of drivers of compliance emerging. Public policy and communication need to adapt to these changes over time and address different groups of citizens.  相似文献

The article addresses the belief that the Early Modern period and the early 19th century were characterized by “many” remarriages. The confusion in the analysis, however, between proportion and intensity has led much research down the wrong track. The evolution in remarriage intensity and in some other sociodemographic remarriage characteristics was measured for the period 1800–1913 in Leuven, Aalst, and Bierbeek—three areas with different socioeconomic structures and cultural climates. Comparison of the age-specific ratios shows that the remarriage probability of widowed people was often lower than first-marriage probability of those not previously married, even in the first half of the 19th century. In so far as our data are representative of the Early Modern period, the claim that “many” remarriages took place then must be put into perspective. In fact—with the exception of young widowers—fewer remarriages than first marriages often occurred. The proportion of remarriages fell from 20–25% in the first half of the 19th century to 10–15% by the end of the century. The most frequently occurring remarriage type was that between a widower and an unmarried woman; the least common was between a widower and a widow. An additional cultural factor was that from approximately the mid-19th century on, first marriage was so central to the development of a private social environment and was so highly valued that a watered-down version, in the form of remarriage, was held in low esteem and even rejected.  相似文献

Voting Aid Applications (VAA) helping voters make their decision at the ballots have become more popular throughout Western Europe. They typically consist of a number of statements that are used to match voters with parties. Drawing on a large-scale simulation of 500,000 different configurations of 36 statements and on a random sample of Belgian voters, the paper shows that many of these combinations produce diverging information for the participants. The study establishes that the specific selection of statements has a considerable impact on the ‘voting advice’ that is produced: some configurations favour certain parties, other configurations benefit other parties.  相似文献

Although armed groups and political violence referring to Islam have attracted increasing attention since the start of the global war against terror, one particular religion can hardly be described as the main source of inspiration of what is commonly referred to as “terrorist acts of violence.” Faith-based violence occurs in different parts of the world and its perpetrators adhere to all major world faiths including Christianity. As such, this article treats three cases of non-state armed actors that explain their actions as being motivated by Christian beliefs and aimed at the creation of a new local society that is guided by religion: the National Liberation Front of Tripura, the Lord's Resistance Army, and the Ambonese Christian militias. It analyzes the way by which they instrumentalized religion against respective backgrounds of conflict rooted in social change, the erosion of traditional identities, imbalances of power, and widening communautarian faultlines.  相似文献
