From November 1, 2010 through November 30, 2012, 1204 whole‐blood samples were confirmed to contain THC alone or in combination with other drugs out of nearly 5000 Orange County, California, drivers suspected of driving under the influence of drugs. The goal of this study was to examine police reports and drug recognition expert evaluations of THC‐positive samples within this 2‐year time frame to determine whether there is a correlation between whole‐blood THC concentrations and field sobriety tests performance on DRE and non‐DRE evaluations. The FSTs prove to be sensitive to impairment by marijuana although as suspected, the findings of this study did not find a correlation between performance on field sobriety tests and the concentration of THC tested in whole‐blood samples. Driving behaviors were also examined and found to be similar to those seen in alcohol impairment. Future studies examining DRE findings are needed to confirm the results.  相似文献

Whole blood samples were examined for ?9‐Tetrahydrocannabinol (THC) over 2 years in drivers suspected of driving under the influence. Part one of the study examined the link between [THC] and performance on field sobriety tests. This portion examined objective signs, eye examinations and physiological indicators; and their relationship to the presence of THC. Several objective signs were excellent indicators of the presence of THC: red eyes (94%), droopy eyelids (85.6%), affected speech (87.6%), tongue coating (96.2%), and odor of marijuana (82.4%). About 63.6% of THC positive subjects had dialted pupils (room light). THC positive subjects had either rebound dilation or hippus in 88.8% of cases. Pulse and blood pressure (BP) were evaluated to determine any correlation with [THC]. An increased pulse rate correlated well to the presence of THC (88.5%), but not [THC]. BP did not correlate to [THC] and was also a poor indicator of THC in the blood (50% high).  相似文献

To what extent can the decline of class voting in the Netherlands be explained by sociological factors (compositional changes, the evolution of the class structure and economic progressivism) and political factors (a party-merger and changing party positions)? Multinomial logit (MNP) and conditional logit (CL) are employed using the Dutch Parliamentary Election Studies (1971–2006) and data of the Comparative Manifesto Project. We find that the rise of the class of social-cultural specialists is important for understanding changes in the class–vote relationship. Surprisingly, the impact of economic progressivism became more important for left-wing voting. Finally, although there seems to be a clear relation between party positions and the strength of class-based voting, the party positions hardly explain the assumed linear decline in class-based voting.  相似文献

The Self-Appraisal Questionnaire (SAQ) is a 72-item self-report measure designed to predict violent and nonviolent recidivism among adult male criminal offenders. It was administered to 91 female offenders incarcerated in Pennsylvania and 183 incarcerated in Singapore correctional systems. Results indicated that the SAQ has sound psychometric properties, with acceptable reliability and concurrent and predictive validity for assessing violent and nonviolent recidivism. There were no significant differences between the scores of African American and Asian offenders and the responses of the White offenders. Similar to the findings from male offenders, the present results provide some support for the validity of the SAQ in the prediction of violent and nonviolent recidivism risk among White, African American, and Asian female offenders.  相似文献

According to the famous economist and Nobel prize winner Amartya Sen women have a significant biological advantage over men. Despite this fact women do not always live longer. In today's third world, but also in some areas in Europe at the end of the 19th and the beginning of the 20th century we find so-called excess female mortality. In this paper we examine child mortality in The Netherlands in general and gendered patterns of child mortality in particular. The focus is on differential mortality patterns by gender for infants, older children, and young adults up to age 20 in the second half of the 19th century. The analysis takes place at three levels. We start off with an exploration of sex differentials in mortality at the national level, based on the existing literature. We next examine gender differentials in mortality at the level of several Dutch communities, in the region called Twente, focussing on the differences between the city and the countryside. The final part of the analysis focuses on the micro level of the individual and his or her family in the rural community of Lonneker located in the Twente region. In this part of our study we make use of longitudinal individual level data which are analysed with event history methodologies. Our analysis clearly demonstrates that young women and girls in The Netherlands were not always in a position to fully capitalise upon their greater biological advantage and suffered instead considerable excess mortality. Especially in the rural parts of the country girls had lower survival chances. The individual level analysis confirms the importance of sex in explaining child and adolescent mortality. These gendered mortality risks can however not be attributed to social and economic household characteristics. The analysis also shows that, when death came, it literally affected the entire family. This phenomenon, better known under the label ‘death clustering’, may have been an effect of parental incompetence.  相似文献

This article examines the extent to which changes in the effect of religion on voting in The Netherlands since the 1970s can be explained by ‘bottom-up’ and ‘top-down’ approaches. The first includes religious integration and education. The latter category encompasses the restructuring of the party system and changes in party positions. Hypotheses are tested employing logistic and conditional logistic regression analyses of the Dutch Parliamentary Election Studies (1971–2006) supplemented by data from the Comparative Manifesto Project. Weakening religious integration largely explains the decline of political boundaries between non-religious voters and Catholics and Calvinists. In line with earlier research, the article finds that the creation of a single Christian Democratic Party (CDA) has reduced the religion–vote relationship. However, this merger effect largely disappears after taking into account party positions. Moreover, party positions influence the religion–vote association: the effect of religion on voting increases as religious parties emphasise traditional moral issues in their manifestos.  相似文献

Background: This pilot study examined the utility of the Strengths and Difficulties Questionnaire (SDQ) as a standardised screening tool for behavioural and psychosocial problems by fire service-based programmes to identify at-risk young firesetters who are in need of further comprehensive multiagency intervention. Method: SDQ scores were obtained from 57 children and adolescents, aged 6–17 years, who were referred to the Fire Awareness and Intervention Programme in New Zealand for firesetting behaviour. Scores from firesetters aged 13–17 years were compared to those of typically developing New Zealand secondary school students. Results: Overall, young firesetters were at a high risk of clinically significant conduct and hyperactivity/inattention difficulties, and at low risk of clinically significant emotional problems. Cronbach’s alphas for most SDQ subscales were acceptable. Conclusions: We recommend that the SDQ be considered by fire service-operated interventions for use as an additional assessment tool for the young firesetting population.

Key Practitioner Messages ? Due to its financial and emotional cost, deliberate firesetting by children and adolescents is a significant concern for communities.

? There appears to be significant comorbidity between firesetting and serious antisocial behaviour, and many young firesetters engage in ongoing general offending behaviour.

? Intervention for child and adolescent firesetters is predominantly provided by fire services and typically involves fire safety education.

? Given the co-morbid behavioural and psychosocial problems present among young firesetters, there is a need for fire service education programmes to use a standardised assessment tool that screens for wider behavioural and psychosocial difficulties to assist in the identification and referral of high-risk young people to appropriate services for further intervention.

? The SDQ, a free, short and well-validated measure, could be adopted by fire service-operated education programmes to help detect and inform the referral of young firesetters who need more comprehensive multiagency intervention.

When nongovernmental organizations (NGOs) encounter state resistance to human rights accountability, how do NGOs use international courts for their human rights advocacy strategies? Considering the overlapping phenomena of shrinking civic space within authoritarian, hybrid, and democratically backsliding regimes, and state backlash against international courts, NGOs navigate two potential levels of state backlash against human rights accountability. Building on the interdisciplinary scholarship on legal mobilization, we develop an integrated framework for explaining how states' two-level (domestic and international) backlash tactics can both promote and deter NGOs' strategic litigation at international human rights courts (IHRCs). States' backlash tactics can influence NGOs' opportunities, capacities, and goals for their human rights advocacy, and thus affect whether and how they pursue strategic litigation at IHRCs. We elucidate the value of this framework through case studies of NGOs' litigation against Tanzania at the African Court on Human and Peoples' Rights, an understudied IHRC. Drawing on an original data set, interviews, and documentation, we process-trace how Tanzania's various backlash tactics influenced whether and how NGOs litigated at the Court. Our framework and analysis show how state backlash against human rights accountability affects NGOs' mobilization at IHRCs and, relatedly, IHRCs' opportunities for influence.  相似文献

The results from using samples from Australia, Canada, England, Singapore, and two samples from the United States (North Carolina and Pennsylvania) indicated that (a) the SAQ has sound psychometric properties, with acceptable reliability and concurrent validity for assessing recidivism and institutional adjustment; (b) there were no significant differences among the scores of the White, African American, Hispanic, and Aboriginal Australian offenders on the SAQ; (c) there were no significant differences among offenders who completed the SAQ for research purposes versus offenders who completed it as part of a decision-making process. Results provided support for the validity of the SAQ to be used with the culturally diverse offenders involved in this research and provided further evidence that contradicts concerns that the SAQ as a self-report measure may be susceptible to lying, and self-presentation biases.  相似文献
