In this article the author – member of the European Offender Employment Forum – gives his view on the problems of re-integrating ex-offenders. He describes the pan-European growth of the prison population, the vocational training offered in prisons and the demands of the labour market. He also discusses promising programmes and initiatives to counter the problems faced by ex-offenders. The 'solution' should be multi-dimensional, provide for continuity between pre-release and after-care and counter problems like employment, housing and finances. Governments must make it their business to ensure that the programmes they support are meeting the range of offenders' needs, are linking properly with the labour market and are providing continuity from sentence to community.  相似文献

Applications of latent class analyses to the study of criminal careers have yielded results with implications for criminological theory. Distinct latent classes of individuals within various samples have been identified based upon the similarity of individuals with respect to their rate of offending across the teen and adult years, net of the effects of other regressors. In previous research on samples of males taken from the cities of London and Philadelphia, four and five such categories have been identified respectively, ranging from a group of nonoffenders to a group of chronic offenders. However, the question of whether similar findings hold for females has not been adequately addressed, in part due to the scarcity of longitudinal samples with sizable female populations. Data from the Second Philadelphia Cohort are used to address this and related questions. First, are there latent classes of female offenders? Second, if such categories do exist, how do they compare? Third, how do classes of male and female offenders compare on key measures of criminal careers? Analyses of the samples yield differing numbers of classes for males and females. Gender invariances as well as differences in patterns of offending are also found and are discussed.  相似文献

Performance management (PM) is a major administrative mechanism for assessing efficiency and effectiveness, and for exacting accountability from organizations and individuals. Many have argued, however, that using PM in such ways creates perverse incentives and may lead to undesirable behaviours, such as the obstruction of accurate performance measurement in an effort to avoid public mortification. By examining the introduction of standardized testing in the Ontario public school system, this article adds to the debate on whether PM leads to undesirable behaviours and distorts the representation of actual performance by public sector employees. It argues that, while PM in the public sector may be well intentioned, it may generate a system that produces undesired results.  相似文献

This article presents employment termination as a question of social justice. Two main competing models for legal rules governing the dismissal of individual employees are detailed: The U.S. modified Employment at Will approach and the common European Just Cause approach. A method of moral analysis is proposed for assessing the conflicting arguments behind each model. A series of questions are identified that can serve as a research program for arriving at a normative judgment concerning the relative moral merits of the competing models.  相似文献

Given the high rates of crime in South Africa's townships, nonpolitical violence out-side the home and its psychological impact on women were investigated within two samples, the primary a help-seeking sample and the secondary a community sample. In the help-seeking sample, two thirds of the women reported having experienced several traumatic events outside the home. Those women displayed a median of 9 PTSD (post-traumatic stress disorder) symptoms, with nearly half meeting all criteria for PTSD. In the community sample, 40 women of color were interviewed at a community festival for women, and again two thirds reported having experienced several traumatic events outside the home during the previous year. These women displayed a median of 8.8 PTSD symptoms, with none meeting all criteria for PTSD. South Africa's distinctive culture of violence is discussed as context for understanding issues of community violence and PTSD among women in its minority townships.  相似文献

Eminent domain is an urgent problem facing local government administrators and scholars throughout the United States. However, the literature is sparse regarding how local leaders make decisions on this hot‐button issue. A 2006 Government Accountability Office report noted a lack of data about local governments’ use of their eminent domain authority. A survey of county managers in North Carolina was conducted to redress this apparent knowledge gap. Although the findings are primarily generalizable only to other Dillon’s rule states, such data demonstrate that eminent domain applies more often for “narrow” (public use) purposes, such as water and sewer systems, than for “broad” (public good) purposes, such as economic development. Current and future property considerations also influence eminent domain decisions.
