Analysts are commonly called upon to perform the difficult task of evaluating the effects of specific changes in public policy upon the behavior of individuals, such as a change in the provisions of the Aid to Families with Dependent Children (AFDC) program relating to the benefits of those in the program who find work. When charged with such a task, analysts commonly try to answer the question by tracing the behavior of a fixed panel of individuals, comparing the experience of the group before and after the change in policy. That approach, however, risks major errors; in the case of the AFDC program, for instance, changes in the work benefit provisions affected the decisions of some who might have come into the program, a consequence that would not be picked up by a fixed panel of initial recipients. Cross-sectional data drawn independently from a general population at points in time before and after a policy change can often provide a more valid measure of the effects of the policy change than can panel data; moreover, cross-sectional data are usually less expensive and more readily available.  相似文献

Public agencies have discretion on the time domain, and politicians deploy numerous policy instruments to constrain it. Yet little is known about how administrative procedures that affect timing also affect the quality of agency decisions. We examine whether administrative deadlines shape decision timing and the observed quality of decisions. Using a unique and rich dataset of FDA drug approvals that allows us to examine decision timing and quality, we find that this administrative tool induces a piling of decisions before deadlines, and that these “just-before-deadline” approvals are linked with higher rates of postmarket safety problems (market withdrawals, severe safety warnings, safety alerts). Examination of data from FDA advisory committees suggests that the deadlines may impede quality by impairing late-stage deliberation and agency risk communication. Our results both support and challenge reigning theories about administrative procedures, suggesting they embody expected control-expertise trade-offs, but may also create unanticipated constituency losses.  相似文献

To policymakers, the major attraction of employment and training programs for welfare recipients is that they hold out the prospect that recipients can be moved off the rolls and to self-sufficiency in the private labor market, thereby decreasing welfare costs and caseloads. This article considers the possibility that such programs may also affect the attractiveness of welfare in the first place, either by making welfare less desirable because the work-training program is viewed by recipients as a burden, or by making it more desirable because the program is viewed favorably by potential applicants. Such responses are termed here “entry rate effects.” Some empirical estimates are presented which suggest that the magnitude of such entry rate effects on the caseload, where positive or negative, may be quite large.  相似文献

Recently, Paternoster etal. used data from the Cambridge Study in Delinquent Development, a longitudinal study of 411 South London boys mostly born in 1953, to investigate the linkage between adolescent and adult offending and found that variations in adult offending were consistent with a random process after conditioning on adolescent offending. In this paper, we test the robustness of this early study across data sources and genders. Here, we use data from the Dunedin New Zealand 1972 birth cohort study to replicate previous findings regarding stability and change in criminal offending between the adolescent and adult years. In particular, our interest centers on the stochastic properties of the adolescent and adult conviction distribution in the cohort and whether the structure of this distribution is similar for males and females. This replication and extension of prior work is especially important since criminologists have little understanding of the pattern of female adolescent offending or how the patterns are linked to adult offending for women. The analysis reveals that variation in adult offending after conditioning on adolescent offending is consistent with a random (Poisson) process. Furthermore, this pattern is evident for both the males and the females in the Dunedin New Zealand 1972 birth cohort.  相似文献
