International rivers create complex relationships between their riparian states, which can contribute to economic, political, and social losses. Treaties provide a means for states to coordinate their actions in managing international river disputes to minimize these losses. However, there is little knowledge about treaty content and the factors influencing treaty design. We test whether a relationship exists between the challenges of negotiating, complying, and distributing the gains in bilateral, multilateral, and basin-wide negotiation contexts and the depth of cooperation along with the degree of institutionalization. While the great challenges confronting multilateral or basin-wide negotiations can produce treaties that focus on joint gains and shallow cooperation to secure the signature of riparians, we find that they can also provide opportunities for deeper, more behavior-altering, cooperation. To manage the difficulties of maintaining multilateral cooperation, we find a higher degree of institutionalization. We also find that bilateral negotiations provide states with opportunities for deeper cooperation, but a lower degree of institutionalization.  相似文献

Abstract

Using an original dataset from the Vietnamese catfish sector, we study the impact of vertical coordination options on household welfare and the implications of different stages of vertical coordination for the success of the whole sector. The welfare gain from contract farming and employment on processor-owned estate farms is estimated using a maximum simulated likelihood estimator. Our results show positive welfare effects from participating in contract farming, but not from employment on processor-owned estate farms. The results imply that contract farming presents opportunities for economic growth, but additional effort is required to make the contracts more accessible to smallholders.  相似文献

Previous studies have documented gender-related differences in a number of aspects of the pharmacology of opiates, including their analgesic activity, stimulative properties and generation of physical dependence. The current experiments were carried out with the aim to examine whether male–female differences exist in the blood and brain levels of opiates attained after their intraperitoneal injection to male and female Wistar rats. The tests were performed 5, 15, 45 and 120 min after the animal treatment with seized heroin. Gas chromatography–mass spectrometry (GC–MS) method was developed to quantitatively determine opiate alkaloids in blood and brain regions (known for their high concentration of μ-opiate receptors): cortex, brainstem, amygdala and basal ganglia. Maximal contents of opiates in blood of animals of both genders were found in the second measurement time (15 min), the values measured in the males being significantly higher, which suggests a faster passage of the opiates from blood to brain tissue in female animals. The highest content of opiates in the brain tissue of female animals was measured 15 min and with male animals 45 min after the treatment, which also indicates faster distribution of opiates from blood to brain in the female compared to male rats. The highest proportion of opiates was found in the basal ganglia of the animals of both genders. The obtained results offer the possibility of selecting this part of the brain tissue of both males and females as a representative sample for identifying and assessing contents of opiates.  相似文献

It is generally considered difficult to resolve negative unidirectional externalities within hydro-hegemonic basins in which the upstream powerful riparian has the incentive to unilaterally develop the river without regard to downstream consequences. Weaker downstream riparian states can resort to issue linkages and side payments to coerce a change in the upstream hydro-hegemon’s behavior, but the success of these tools depends on the specific political and economic situation in the basin and on the preferences of the hydro-hegemonic state for cooperation. Neglected in the literature is another possibility. Through a consideration of the sanctioned discourse of watershed management at the domestic levels, this article shows that domestic environmental non-governmental organizations and policy entrepreneurs—through the application of a range of tools—can work to change the domestic water management discourse from a state-hydraulic paradigm to a more sustainable water management paradigm. When these efforts are successful, we can find that these non-state actors can perform a crucial function in cleaning up domestic stretches of international rivers, which produces positive externalities downstream. In the process, they are able of achieving what often years of international negotiations failed to accomplish. Drawing on semi-structured interviews, India’s policies on water quality in the national stretches of Ganges Basin and China’s policies on biodiversity in the national stretches of the Mekong Basin are used to make this argument.  相似文献

The future stability of the young and relatively weak Iraqi government rests on its ability to provide basic public goods—water, food, and electricity—to its populace, which is related directly to stabilising the quality and quantity of its available water supply. Since 98% of Iraq's water comes from the Euphrates and Tigris rivers, both of which originate and flow through several countries before entering Iraq, stabilising the water supply becomes an international issue. In other words, to stabilise Iraq's water supply, there needs to be a comprehensive agreement between the states sharing the Euphrates and Tigris. As this article argues, an agreement is possible when states have an interest in co-operation, a neutral mediator facilitates the negotiations, and a river commission is established to maintain long-term co-operation. Due to important changes today the states sharing the Euphrates and Tigris rivers confront favourable conditions that can lead to an agreement.  相似文献
