The main focus of this paper is: how strong are people's opinions and policy preferences on the issue of drugs and drug users influenced by their own exposure to drug problems? From a general population survey conducted in eleven European cities, it is concluded that opinions and policy preferences are influenced only to a limited degree by exposure. The people who are not exposed to drug problems in their neighbourhood are more strongly inclined towards a repressive approach than the people who are affected by drug nuisance. Personal experiences with illicit drugs play an important part in the viewpoints. People who have tried drugs themselves lean far more strongly towards a health approach. That tendency is even stronger among those who are exposed to drug-related nuisance. 相似文献

Utilizing a cognitive perspective, this article examines the social processes through which teachers come to understand the Common Core State Standards. The authors begin by identifying three beliefs that have important implications for policy implementation: self‐efficacy, resource adequacy, and value for clients. They measure those beliefs and the Common Core discussion networks that emerge among teachers at three points in time. Through the use of SIENA models, the authors explore how networks and beliefs coevolve within schools. Unlike prior research on social networks, which consistently finds strong homophilous tendencies, this research finds no evidence that teachers seek out coworkers who hold similar beliefs. Rather, teachers relied on preexisting formal and informal relationships to guide interactions. Those interactions were characterized by social influence, whereby a teacher's own beliefs adapted toward the beliefs held by the members of their social network. The findings offer a novel perspective on the complex dynamic that occurs within organizations as new policies are unveiled and employees interact with one another to understand the changes those policies entail. 相似文献

Initiatives to encourage the involvement of citizens and NGOs in decision-making can be seen in a wide variety of countries. Interactive policy-making, citizen panels, citizen charters, new forms of participation and other forms are being used to increase the influence of citizens on decision-making. An important issue in scientific debate is the relationship between citizen participation and existing democratic institutions. The main question for this article therefore is: what are the possibilities and difficulties in creating interconnections between interactive governance and existing democratic institutions? We have conducted an action research project to organize this interconnection between an interactive governance project (Around Arnemuiden, Living with Water) and existing democratic institutions. We describe and evaluate the interface arrangements we created: political, executive, professional, and policy interface. The executive, professional, and policy interfaces turned out to be weak or moderate, while the political interfaces was strong. Executives and professionals are reluctant to actively involve and commit to interactive processes. The organization of the interconnection between interactive processes and existing representative democratic institutions is very difficult and needs constant maintenance. 相似文献
