Asking about the educational objectives for children in foster care has not been a priority in most juvenile and family courts. Research has shown that compared to the general school population, children in foster care have lower grade point averages, change schools more frequently, earn fewer credits toward graduation, and are more likely to be placed in special education programs. In response, Casey Family Programs, in collaboration with the National Council of Juvenile and Family Court Judges' Permanency Planning for Children Department, developed a Judicial Checklist with key educational questions to be asked from the bench. The Checklist has become a useful tool for juvenile and family court judges when assessing the effectiveness of current educational placements of the children who come before their courts, tracking their performance, and in making a positive future impact on their educational outcomes.  相似文献

Official reports are the preferred measure of criminal activity when the goal is to understand whether criminal justice clients are less involved in crime in the posttreatment than in the pretreatment period. However, even this preferred method has drawbacks. Data presented here show that there is a recording time lag in official crime data. At times, the gap between time of crime commission and entry of the offense onto the subject's police record is considerable. Data collected in a short span of time after the treatment period are likely to underestimate crime committed in that period. Consequently, findings of change in the level of involvement in crime should be interpreted with caution.  相似文献

One of the key reasons for the scholarly and policy concern about the rising levels of ethnic diversity is its apparently detrimental effect on the production of public goods. Although numerous studies have tackled that issue, there is still much ambiguity as to the precise micro-level mechanisms underpinning this relationship. In this article, a novel theoretical explanation for this relationship is proposed, building on the social resistance framework. This proposition is tested using a new cross-sectional public opinion survey covering 14,536 respondents in 817 neighbourhoods across 11 Central Eastern European countries. Analysing national minorities defined by postwar border changes means one can overcome the endogeneity problem faced by research based on immigrant groups. The findings show that it is the combination of a minority group's discrimination and its spatial clustering that makes minorities reluctant to contribute to public goods. The article constitutes a novel theoretical and methodological contribution to the research on the effects of diversity on public goods provision.  相似文献

Consensus has not been reached on whether a relationsip exists among violent crime, fear of crime, and firearms ownership. The questions addressed here are how, if at all, the neighborhood environments of urban blacks and whites affect their patterns and levels of gun ownership, what their attitudes are toward gun regulation, and whether there is a relationship between gun regulation attitudes and firearms ownership. Data collected through a mail questionnaire from white and black residents of high and low homicide risk neighborhoods in Detroit were used to test the questions. Results indicate, for the most part, that blacks and whites hold different attitudes toward gun regulation, that gun regulation attitudes affect gun ownership patterns, and that only in one instance did neighborhood environment explain gun ownership relatively well.  相似文献
