Building bridges between the parole officer and the families of serious juvenile offenders: a preliminary report on a family-based parole program

Responding to a model of juvenile offender case supervision that called for a new intervention paradigm to guide the work of probation and parole officers, the present article reports on the use of a family-based parole initiative known as the Growing Up FAST program. Developed in part as a tool for use within this new intervention paradigm, the Growing Up FAST parole program targets serious youthful offenders who have been released from juvenile correctional facilities and their families. Based on elements contained within the "what works" literature and the Balanced and Restorative Justice model, this program recognizes the central role that field staff can play in rehabilitation efforts. Demographic information and formative data regarding the first set of families to participate in this program are presented, then program limitations and lessons learned as part of the initial offering of this parole initiative are discussed.     

Multiple gunshot wounds of the head: an anthropological view

A decomposed body was judged at the scene to have two gunshot wounds of the thorax and three of the head. Confirmed at autopsy, the condition of the remains precluded conclusions about the precise nature of the defects. Preparation and reconstruction of the skull disclosed seven large cranial defects and a series of fractures. This preparation allowed the application of well-known principles of gunshot wound analysis. Although the analysis of specific gunshot wound defects is well covered in the literature, there are few examples of the application of gunshot wound principles to complex wound cases. Three entrances and three exits were identified. A seventh defect resulted from bullet passage. Finally, the wounds were sequenced.     

Coming to terms with facial reproduction

The process of building human faces by applying clay to skulls to generate leads for identification of unknown human remains is plagued by the use of a number of terms which are already used for other purposes. Reconstitution, reconstruction, restoration, death mask, moulage, and sculpture have all been used, but each is used in another context in forensic science. "Facial reproduction" is suggested as a term which is not already in use in forensic science, which is precise, and which would thus be preferred over any of the other terms.     

Assessing Americans' Opinions About the News Media's Fairness in 1996 and 1998

This article reports an analysis of Americans' opinions about the news media's fairness in covering public affairs. The data come from the 1996 and 1998 National Election Studies, which contained variables tapping exposure to and opinions about the news media, as well as key political dispositions?partisanship, ideology, and opinion about presidential and congressional job performance?and a plethora of demographic variables. The data show that people who adhere to traditional moral codes and are misanthropic tend not to trust the news media to cover politics fairly. In a presidential election year, opinion about the president's job performance affects perceptions of the press's fairness. In an off-year election, however, opinion about the president's job performance is replaced by opinion about how the Congress has been doing its job. In addition, perception of how the media covered the Lewinsky scandal also influenced opinion about the press's fairness in general.     

Reading's Impact on Democratic Citizenship in America

Polls conducted for the Times Mirror/Pew Research Center for The People & The Press enable us to explore reading's impact on democratic citizenship in the United States. After exploring literacy's meaning and significance, we assess how much Americans read and how reading affects key facets of democratic citizenship: attention to, knowledge of, and participation in public affairs and tolerance for unpopular groups. A measure of time spent reading the day before being interviewed is a significant predictor of democratic citizenship, even when other key factors' effects are taken into account. Reading remains essential to the quality of citizenship in modern democracy.     

An experimental field protocol for investigating the postmortem interval using multidisciplinary indicators

This article proposes an experimental field protocol for investigating the postmortem interval using specially designed apparatus and human and pig cadavers. We further propose that this goal can only be achieved by a multidisciplinary group, comprised of forensic entomologists, pathologists, and anthropologists. The apparatus and collecting methods described by the authors establish the means by which data can be collected on several fronts simultaneously: the sequential arrival and variety of insects in the decay process, the character and manner of soft tissue decomposition, the sequence and nature of bone exposure and order of disarticulation of skeletal remains, and the influence of climate and season on decay rates and arthropod succession. A central feature of this protocol involves the construction and use of a dual-functioning insect trap that allows separate but simultaneous capture of arriving and emerging populations while successional and decompositional processes of the cadaver are left intact. Results of trap performance tests in an arid climate and preliminary arthropod data collected from field-exposed pig carcasses are presented. The use of this protocol could provide important and badly needed baseline data for both medical investigators and law enforcement personnel, information that is critical to understanding the causes, manner, and time of death, which the law requires to be ascertained.     

An analysis of the impact of registration factors on turnout in 1992

In 1993 Congress passed and President Clinton signed into law the National Voter Registration Act of 1993. The law contained provisions for uniform mail registration, changes in purge procedures, and changes in some forms of agency registration including motor-voter registration. Using the 1992 National Election Study, I estimate the impact of several of these changes in addition to same-day registration. Same-day registration and motor-voter registration both show strong, positive relationships to turnout, while the results are mixed for mail registration and changed purge procedures.     

Radiographic identification by mastoid sinus and arterial pattern

A skull and some incomplete postcranial remains were discovered in two searches over a two-month period near Santa Fe, New Mexico. The discoveries could be demonstrated to be from the same person, and the remains were shown to be consistent with a specific missing person on the basis of anthropological analysis. Further work led to a positive identification on multiple grounds, including agreement of the details of the mastoid sinus and endocranial arterial patterns observed radiographically. These features may be useful for establishing positive identification from skeletal remains when antemortem radiographic studies for comparison are limited to lateral cranial vault studies.     

The Caribbean Court of Justice: a learning experience for the International Criminal Court?

This article starts by examining the role of Small States in the development of the International Criminal Court (ICC). It then surveys the functioning and administration of the ICC before proceeding to draw on key lessons for this Court, including on the election of judges and financing, from the Caribbean Court of Justice.     

Government growth and private contributions to charity

We exploit the time-series properties of charitable giving to provide additional insights into the relationship between charitable contributions and government spending. Cointegration tests reveal a significant long-run relationship between several categories of charitable giving and government spending. Granger causality tests provide evidence on the short-run giving and spending relationship. Evidence suggests that charitable contributions to education respond quite differently to state and local government education expenditures versus federal government expenditures. We argue that the government spending and charitable giving relationship depends on the source of government revenue, how this revenue is used, and the rational ignorance of private donors.
