To assess the relative impact of party and ideology on legislative behavior, I utilize survey‐based measures of legislator ideology to examine voting in five state legislatures. The results suggest that, although party and ideology both influence voting, the impact of party is greater. The magnitude of this impact varies, however, from chamber to chamber. The activity of parties in the electoral arena explains part of this variance, with more active parties having more influence. Thus, research on legislative behavior should focus on the context surrounding the decision‐making process in order for us to understand the influences on voting.  相似文献

Within any type of system, the actors in the system inevitably compete over resources. With competition comes the possibility of conflict. To minimize such effects, actors often will partition the system into geographic territories. It is against the larger ecological backdrop of competition and conflict that we examine territory formation among urban street gangs. Although previous studies have examined the social and built environment where gangs form, and how the presence of a gang influences local levels of violence, we know little about how competitive interactions are tied to the formation and maintenance of gang territories. We use formal spatial Lotka–Volterra competition models to derive hypotheses about competition‐driven territory formation. By using data on 563 between‐gang shootings, involving 13 rival street gangs in the Hollenbeck Policing Division of Los Angeles, we show that violence strongly clusters along the boundaries between gangs in a way that is quantitatively predicted by the theory. The results suggest that even weak competitive interactions between gangs are sufficient to drive gang territory formation without recourse to other processes or assumptions.  相似文献

This research tests spatial models of electoral competition using survey data on state legislative candidates' policy positions and ideology in eight U.S. states. Our data support several hypotheses: 1) candidates' issue positions do not converge; 2) party elites have more extreme positions than do candidates; 3) candidate issue positioning is a function of party‐elite issue positions and union involvement in the campaign, as well as constituency characteristics; and 4) when candidates rely heavily on elite resources during their campaign, elites become more important in shaping candidate issue positions.  相似文献

This article offers the first analysis of the role that technology companies, specifically Facebook, Twitter, Microsoft, and Google, play in shaping the political communication of electoral campaigns in the United States. We offer an empirical analysis of the work technology firms do around electoral politics through interviews with staffers at these firms and digital and social media directors of 2016 U.S. presidential primary and general election campaigns, in addition to field observations at the 2016 Democratic National Convention. We find that technology firms are motivated to work in the political space for marketing, advertising revenue, and relationship-building in the service of lobbying efforts. To facilitate this, these firms have developed organizational structures and staffing patterns that accord with the partisan nature of American politics. Furthermore, Facebook, Twitter, and Google go beyond promoting their services and facilitating digital advertising buys, actively shaping campaign communication through their close collaboration with political staffers. We show how representatives at these firms serve as quasi-digital consultants to campaigns, shaping digital strategy, content, and execution. Given this, we argue that political communication scholars need to consider social media firms as more active agents in political processes than previously appreciated in the literature.  相似文献

Problem solving (PS) courts (e.g., drug, family, gang, prostitution, reentry) are becoming more commonplace. Today, PS courts exist or are planned in nearly all of the ninety‐four U.S. federal districts. These courts focus on integrating therapeutic jurisprudence into the courtroom environment while emphasizing group decision‐making processes among courtroom workgroup members. In this legal setting, courtroom workgroup teams, regularly consisting of judges, prosecutors, defense attorneys, probation officers (POs), and treatment providers engage a collective, case management approach to decision making with shared power among team members. However, despite the court's therapeutic and collaborative design, we find that POs wield powerful influence in decision making. Informed by sixteen months of qualitative fieldwork, including semistructured interviews, observation of courtroom workgroup meetings, and court observations in five federal PS courts in three federal districts, we find that POs exert undetected informational, technical, and relational power within the PS courtroom workgroup. This role and its accompanying power transforms POs into key decision makers, regardless of PS court type, workgroup dynamics, and decision‐making style. The POs' role makes them critical contributors to the outcomes in federal PS courts with important implications for punishment decisions in the federal justice system. With an increasing number of PS courts currently in the planning stages at the federal level, our study has implications for the structure and decision outcomes in these growing courtroom workgroups.  相似文献

A survey was conducted into the sources of occupational stress and their effects on levels of health for a group of New Zealand prison staff: Staff were categorized into three groups: Prison Officers. Ranking Prison Officers, and Instructors In addition, a control group of noncommissioned Army personnel was used as a comparison sample. Subjects were administered a job-specific “sources of stress” questionnaire, a life events measure, a personality measure (the Neuroticism Scale Questionnaire), and three health measures-the General Health Questionnaire, a medical visit checklist, and a psychosomatic symptom checklist. Factor analysis of the stress questionnaire revealed six job-specific sources of stress factors These were identified as staff relationships, task pressures, relationships with inmates, promotion, the work environment, and the impact on family life of living in a prison village. Results showed that the levels of stress experienced by staff varied across the three groups. In addition, on the three health measures all staff groups were found to score significantly higher than the control group. Further analysis showed that the variables isolated could be related to a general model of stress.  相似文献

There are several challenges facing someone who wants to know if a city's revenue structure is fair and reasonable. There are few generally accepted standards to use as benchmarks of financial condition, and there is no generally accepted methodology to assess relative financial position. This article reviews literature on financial position and condition, and then develops a methodological approach that creates a cohort of similar cities for benchmarking financial position, and then forming a basis for assessing financial condition. Based on a study of the financial position of a medium-sized city, the article offers lessons for practitioners and scholars.  相似文献
