This paper discusses the meaning of ‘the West’ in Chinese and Japanese political discourse. It argues that for Japanese and Chinese political thinkers, the West does not exist in the West. Rather, the West is sometimes at the periphery and, at other times, at the centre. For them, ‘the Chinese’ is about the epistemology of all-under-heaven. There is no such concept as ‘Other’ in this epistemology. As a result, modern Western thinkers depend on opposing the concrete, historical, yet backward Other to pretend to be universal, while Chinese and Japanese thinkers concentrate on self-rectification to compete for the best representative of ‘the Chinese’ in world politics. ‘The Chinese’ is no more than an epistemological frame that divides the world into the centre and the periphery. In modern times, the Japanese have accepted Japan as being at the periphery of world politics, while the West is at the centre. To practise self-rectification is to simulate the West. The West is therefore not the geographical West, but at the centre of Japanese selfhood. Self-knowledge produced through Othering and that through self-rectification are so different that the universal West could not make sense of the all-under-heaven way of conceptualizing the West.  相似文献

This article introduces the implementation of the Framework Convention on Climate Change in a non-Party state: Taiwan. It examines the reasons why Taiwan as a non-Party decided to voluntarily comply with the FCCC. The institutional and legal settings for an effective implementation, as well as the implementation strategies put forward by the Taiwanese academics and manifested by the government will be discussed. Critique of the implementation strategies pursued by the government, and external and domestic obstacles for an effective implementation will be investigated as well.  相似文献

Colonial and postcolonial relations have always constituted sites of knowledge production in the Global South. This is particularly noticeable when it comes to the production of knowledge of a Global South self vis-à-vis the West. However, the literature has not seriously attended self-knowledge production in the Global South with regard to non-Western others. The paper compares South and Southeast Asian think tanks to reflect upon a common identity strategy of small nations to become a civilizational bridge between competing major neighbours. Specifically, China experts in these areas host more or less a common wish or even a desire to be a bridge over the difference of China and its potential rival in India, the West, or both. The bridge role is a rare sensibility in the postcolonial critique of the West. Watching China from its Southern Third World neighbourhood incurs such an agenda. Relying on interviews of retired diplomats and think tank experts, the paper also discusses how the abovementioned methodological characteristics affect the enactment of the bridge role.  相似文献

If Chinese foreign policy is to continue enjoying legitimacy, one must not allow globalization to overwhelm, penetrate, or obscure the boundary of the Chinese state. However, if the contemporary goal of Chinese foreign policy is to globalize, the process of integrating unavoidably questions the very foundation of Chinese foreign policy. By reinterpreting and psychologizing China's foreign policy, this paper tackles the discursive strategy, pertaining to nationalism, to make China's entry into globalization emotionally more manageable and less felt as a loss of identity. While there is worry that Chinese nationalism, if mismanaged, may lead to confrontation with the United States, nationalism today is no longer the same nationalism as before. Most importantly, the commercialization of nationalism and the bifurcation of its meanings have granted some agency to individual Chinese to interpret and practice nationalism as each sees proper. This citizen agency exists in various forms with those in the countryside ready to answer the call by the government and those in the cities acting more spontaneously. These individuals can together, without them necessarily planning collectively, bring out interpretations and practices that are difficult to anticipate beforehand.  相似文献

Citizen participation ought to be important in environmental governance. However, environmental issues are usually defined as science‐related ones, wherein expert knowledge is more important than the opinions, demands or needs of citizens. On the other hand, environmental issues involve spatial dimensions, the geographic characteristics of which require specific techniques to analyse. PPGIS is applied to study An‐Shun, the site of a well‐known pollution case in Taiwan, to reveal, through a participatory process, the perception of space of citizens of a nearby community. The results of this study suggest that the government needs to ensure more citizen participation in its future plans for the decontamination and renovation of the An‐Shun site. Lay knowledge or citizen perceptions of space should not replace scientific knowledge, but can supplement it. They are additional views that ought to be considered by government agencies in dealing with environmental issues. Copyright © 2009 John Wiley & Sons, Ltd.  相似文献

This article begins by focusing on the distributive implications of factions, as conceptualized by past theorists. This article then operationalizes faction as a quantitative variable using some well-established assumptions about factions. A cross-section, time-series model is then used to test the impact of factions and the intensity of factional ties on the distribution of bank loans in reform era China. Two pairs of case studies are further used to illustrate the importance of factional ties in the allocation of scarce resources in the Chinese political system. The findings are unambiguous: factional ties with top leaders can bring substantial advantage in obtaining scarce resources in the system.  相似文献
