Market Visions: The Interplay of Ideas and Institutions in Chinese Financial Restructuring

In studies of transitional systems, negative economic outcomes are often associated with 'partial' or 'stalled' reform – a reform that signifies an institutional departure from standard market operation. Such departures are often traced to socio-political contestation or political preferences. Focusing on China's intertwined financial and enterprise reforms, this paper challenges that approach on two fronts. First, it argues that institutional change and resultant economic outcomes are driven less by contestation than by societally held assumptions regarding the nature of economic causation in market contexts. The analytical lenses that actors employ to understand their environment shape expectations about how markets function, influence the manner by which economic problems are diagnosed, and profoundly affect the ultimate institutional evolution of the system. Second, such lenses are necessitated by substantial uncertainties at the theoretical level regarding market function – uncertainties that make characterizations of economic behavior as 'irrational' highly problematic.

Welfare state support for the reconciliation of work and family has long been regarded as a characteristic of the Scandinavian welfare state and a trademark of its "woman-friendly" policies. Based on an examination of important Nordic childcare policy reforms of the 1990s, such as the expansion of state-sponsored childcare services, the strengthening of fathers' rights to care and the institution of cash grants for childcare, the impact of reforms on mothers and fathers as workers and carers is discussed. In conclusion, the discussion returns to the reconciliation of work and family, and asks: To what extent have reproduction policies succeeded in updating the traditional gender contract of the male breadwinner family?     

Promotion of tobacco products: issues and policy options

During the past year, several prominent voluntary health organizations and professional medical associations have called for a ban on all forms of promotion of tobacco products. The proposal raises complex issues, ranging from determination of the effects of tobacco promotion to assessment of the constitutionality of banning advertising of a legal product. We identify the issues that underlie the concern of health professionals, review evidence addressing these issues, and describe and discuss frequently mentioned policy options, especially the ban proposal.     

Spouse abuse: Clinical implications of research on the control of aggression

In considering therapeutic approaches to anger and violence in the family, it is important to base our methods on both clinical experience and research on the control of aggression. Baron (1983) has recently summarized this research, addressing himself to the view that aggression is a learned response to a wide variety of personal, social, situational, and environmental conditions. Given this assumption, this paper takes a closer look at six ways that research has demonstrated aggression can be controlled: Punishment, catharsis, exposure to non-aggressive models, cognitive interventions, induction of incompatible responses, and social skills training. Research is summarized, conditions limiting its applicability are discussed, and clinical implications are described in working with individuals, couples, and families.     

The Achaemenid Empire’s Contributions to Public Administration

The Achaemenid Empire established the world’s first complex administrative system of government in 559 B.C. There are numerous administrative accomplishments by the Achaemenids that have not successfully been duplicated in modern times, despite the Pony Express, the Suez Canal, and perfected recycling systems. Political debate, formal rewards systems, federal agencies, and integrated federal and provincial levels of government among a culturally diverse population were characteristic of the trailblazing Achaemenid Empire. Furthermore, administrative ideologies such as government’s responsibility to serve the public and provide equal rights were incorporated first by Cyrus the Great’s Human Rights Charter.     

Spouse abuse: An integrative-interactional model

Although spouse abuse is a psychosocial problem and needs to be addressed from an ecological perspective, many clinicians confront this family issue daily. Outlined are some practical suggestions on how to deal with the abuser and the couple when one or both are clients. This work emphasizes the importance of contracts that are related to the level of work being done. Suggestions are made regarding the important considerations in the first few meetings when working with groups of men in the community. Interventions are derived from a broadly conceived cognitive-behavioral-systems perspective.
