This article explores “the political” of political economy through an analysis of neoliberalised care. Borrowing Glyn Daly's metaphor of the political economy as a disorganised household, where the “political” disrupts the neat order of the oikonomia, we argue that in neoliberalism care is a central site of the political. Through Foucauldian biopolitics we define commodification as a central logic in the governance of care, and situate it in the wider context of neoliberal governmentality. Conceptualising care as a corporeal relation, and following Annemarie Mol's logic of care, we show how, despite the constant attempts to domesticate it, the hegemonic discourse fails to fully subsume care within the “order of the household”. Examining the ruptures produced when care resists its governance, the article demonstrates how the corporeal relatedness of care continues to open up spaces for the political, hence ensuring that the economy remains political.  相似文献

The present study aims to contribute to the existing policy transfer research by examining the immature policy environments of post‐communist countries. To determine the main factors explaining the process of policy transfer, the establishment of probation systems in Estonia and Latvia is analyzed by applying a comparative case study design. The study demonstrates that timing is an important variable in the policy transfer in a transitional setting. A transitional context in itself is likely to lead to policy transfer because of urgent decision‐making needs, a shortage of domestic expertise and of financial resources. The process of policy transfer can be characterized as quite fortuitous: the choice of role models is limited to the existing or first contacts with foreign partners who are able to provide financial assistance. Improvement of administrative capacity is seen as a key factor in the shift from haphazard policy copying to responsible policy transfer. Copyright © 2012 John Wiley & Sons, Ltd.  相似文献

Neurocognitive deficits and psychiatric disorders are often brought up as risk factors of recidivism. In this study, we investigated how neurocognitive and academic deficits and psychiatric disorders (including substance dependence) are associated with criminal recidivism and prison career among male offenders. In a health survey of Finnish prisoners, 72 sentenced male prisoners were examined in Turku prison using a neurocognitive test battery and psychiatric assessment including a standardized psychiatric interview (SCID-I, II). The neurocognitive and academic tests were chosen to assess domains of cognitive functioning and reading, spelling and mathematical skills. Our results showed that the combination of neurocognitive deficits and substance dependence was connected to recidivism. Axis I diagnosis (major mental disorders) and substance dependence were connected with neurocognitive and academic deficits. Moreover, first-time offenders had fewer neurocognitive deficits and Axis I disorders, less substance dependence and fewer personality disorders than those with several convictions. Rehabilitation of cognitive functions and academic skills, along with intervention for mental health problems and substance dependence could help to prevent the unfavourable circle of criminal career.  相似文献

A comprehensive study was made, where desorption atmospheric pressure photoionization (DAPPI) was applied to the direct analysis of confiscated drugs and pharmaceuticals of various forms and matrices. The analyzed samples included herbal products [Catha edulis (khat), Psilocybe mushrooms, opium and Spice], designer drugs in tablet and powder form [e.g. meta-chlorophenylpiperazine (mCPP), 3-fluoromethamphetamine (3-FMA), methylenedioxypyrovalerone (MDPV) and methylone], and anabolic steroids in oil and tablets. The analyses were performed with ion trap mass spectrometer in MS and MS(2) modes and the obtained spectra were compared with GC-MS results. Contamination of the mass spectrometer was avoided by careful adjustment of the distance of the sample from the mass spectrometer inlet. DAPPI proved to be a fast and specific analysis technique, which does not require any sample preparation, and which therefore suits well to this type of forensic analysis.  相似文献

Limited data is available on the application of post-mortem temperature methods to non-standard conditions, especially in problematic real life cases in which the body of the victim is found in cold water environment. Here we present our experience on two cases with known post-mortem times. A 14-year-old girl (rectal temperature 15.5 degrees C) was found assaulted and drowned after a rainy cold night (+5 degrees C) in wet clothing (four layers) at the bottom of a shallow ditch, lying in non-flowing water. The post-mortem time turned out to be 15-16 h. Four days later, at the same time in the morning, after a cold (+/- 0 degrees C) night, a young man (rectal temperature 10.8 degrees C) was found drowned in a shallow cold drain (+4 degrees C) wearing similar clothing (four layers) and being exposed to almost similar environmental and weather conditions, except of flow (7.7 l/s or 0.3 m/s) in the drain. The post-mortem time was deduced to be 10-12 h. We tested the applicability of five practical methods to estimate time of death. Henssge's temperature-time of death nomogram method with correction factors was the most versatile and gave also most accurate results, although there is limited data on choosing of correction factors. In the first case, the right correction factor was close to 1.0 (recommended 1.1-1.2), suggesting that wet clothing acted like dry clothing in slowing down body cooling. In the second case, the right correction factor was between 0.3 and 0.5, similar to the recommended 0.35 for naked bodies in flowing water.  相似文献

Abstract: While violence against sexual minorities is a well‐known phenomenon, sexual homicides committed by men with cross‐dressing or transsexual identity are not, because they are relatively few. We report a 23‐year follow‐up of the case of a transvestite, possibly transsexual, man who killed his mother by strangulation at the age of 20, and later in two separate cases strangled a female victim towards whom he felt sexual desire. He reported being sexually aroused by being strangled himself. The case raises questions concerning legislation which does not allow life‐long control of criminals.  相似文献

Although scholars have shown consistent interest in small states in past decades, the Republic of Estonia has not been included in any study of small states owing to its brief history of independent statehood. This article provides an overview of the development of the Estonian civil service, to enable readers to understand the background and scope of reforms in the 1990s. The objective of the study is to test previous findings on small states using empirical research into the Estonian civil service. Interviews with civil servants reveal a few new characteristics attributable to the size of a state such as personalization of units and organizational objectives, and additional sources of organizational instability. However, it is argued that several problems of public administration in developing countries and small states overlap, which creates difficulties in distinguishing between developmental factors and the size of the state as determinants. Abstract

This study aims to empirically test a widespread assumption that fiscal crises instigate administrative reforms. The empirical analysis relies upon an international comparative study of the responses of 14 European governments to the fiscal crisis of 2008–2013. It is found that fiscal crisis and public administration reforms are not necessarily closely connected. In the majority of cases, the fiscal crisis did not have an instant effect of triggering structural public administration reforms or substantial shifts in existing reform trajectories. The crisis intensified the pressure to reform public administration to some extent, but the European governments’ responses predominantly followed a combination of straightforward cutbacks and incremental change. More substantial reforms were carried out in countries most severely hit by the crisis and/or where administrative reforms were conditioned by international financial assistance.  相似文献
