Traditions of governance: interpreting the changing role of the public sector

The role of the state is changing under the impact of, for example, globalization. The changes have been variously understood as the new public management (NPM), the hollowing–out of the state and the new governance. This special issue of Public Administration explores the changing role of the state in advanced industrial democracies. It focuses on the puzzle of why states respond differently to common trends.
This introductory article has three aims. First, we provide a brief review of the existing literature on public sector reform to show that our approach is distinctive. We argue that the existing literature does not explore the ways in which governmental traditions shape reform. Second, we outline an interpretive approach to the analysis of public sector reform built on the notions of beliefs, traditions, dilemmas and narratives. We provide brief illustrations of these ideas drawn from the individual country articles. Finally, we outline the ground covered by all the chapters but we do not summarize and compare their experiences of reform. That task is reserved for the concluding article.     

When winners are losers: The stalemate of Australian politics

The 1998 federal election emphasizes the fact that in Australian politics the power of the major parties remains strong both in terms of voter identification and in terms of setting the policy agenda on which political contests are fought, say Professors John Wanna and Patrick Weller from the Department of Public Policy at Griffith University, Brisbane, Australia. The results of the election nevertheless illustrate a substantial level of discontent in the community, and the term of the next government promises frequent stalemates, as the clash between the House of Representatives and the Senate makes the passing of controversial legislation difficult.

The position of departmental secretaries has been under debate. There are claims they have been politicised; they have been placed on term appointments. This article examines the careers of departmental secretaries for the last 50 years. It illustrates the changes in their length of tenure, age of departure, mobility and qualifications. The recent profile shows the need for debate about the position and the future of departmental secretaries.     

Chrik Poortman: A World Bank Professional

Chrik Poortman, an international civil servant, worked for the World Bank for more than three decades. This profile uses his career and experiences to illustrate the functions and roles played by World Bank staff at each level of its "flat" hierarchy and the capacities needed to face challenges that are unique to their ilk. Each section explores a different range of functions, including working as a country director, working as a vice president, and working as a member of the World Bank's senior management team.     

Local government in the Canadian provincial north

Abstract. The purpose of this article is to explore the difficulties inherent in the organization of local government in large and geographically remote areas and the responses to those problems over time in a comparative cross-provincial perspective. After defining the provincial north, the article traces the origin and early development of local government structures in the provincial north to indicate just how these structures differ from those in the southern regions of the provinces. The article then discusses the range and nature of the problems faced by northern communities. This is followed by an analysis of the desires of northern local governments and the manner in which they express them. The final section describes the nature of governmental responses to the demands expressed by local governments. Sommaire. Risky business? Evaluating market risk of equity investment proposals to reform social security

A number of options have been proposed to address the expected financing shortfall of Social Security in the next century. Most basic aspects of the various reform proposals are captured by the three options offered by the Advisory Council on Social Security in 1996. Common to all three options is that they would permit either public or private equity investment. This article discusses the economic risks involved in public and private equity investments as a funding solution for Social Security. To quantify the risks involved in equity investment, stochastic simulations are based on the economic assumptions of the 1998 Trustees Report of Old Age and Survivors Insurance and Disability Insurance in combination with different assumptions about the rates of return on bonds and stocks. For public equity investment, financial market risk remains significant for at least 40 years. For individual accounts, I find that the chance of doing worse than with Social Security or of falling into poverty in retirement is generally high, yet varies with income level, gender, family status, and employment history. In general, women, married workers with dependent spouses, or workers with incomplete work histories fare worse than men, single workers, or workers with complete work histories when compared either to the current system or to the poverty line. © 2000 by the Association for Public Policy and Management.
