‘The dead are coming’: acts of citizenship at Europe’s borders

This article combines the research agenda of the acts of citizenship literature with reflections on emancipatory theatre. I examine the Centre for Political Beauty’s activity-based artwork ‘The dead are coming’ which problematizes the cruelties of the European border regime in symbolically charged spaces in the German public. Focusing particularly on the roles available to ‘actors’ and ‘spectators’, and the directionality of the message conveyed through the artwork, I examine how the performance subverts the ‘sites’ and ‘scales’ of citizenship. My analysis indicates that the artwork’s subversive potential emerges not only from the political vision conveyed by the artist collective, but also from the way in which others become involved in the performance. Acts of political beauty thus most extensively challenge instituted citizenship’s orientalist anchoring, reverse status-based role allocations and subvert the structural violence of borders when the performance enables the enactment of novel forms of political agency and solidarity.

French engagement versus British commitment. Was it interlingual miscommunication or political manipulation?

ABSTRACT

The efforts undertaken to establish the contemporary European Union started many years earlier. The history of establishing a pan-European organization is interesting not only for historians and economists but also translators and linguists as it is the history of interlingual communication (negotiations and agreements). One such negotiation was allegedly ineffective due to the difference in understanding the French term engagement and its English equivalent employed by translators and interpreters, that is to say the English term commitment. The authors aim at presenting the political background of negotiations and the social semiotic analysis of the terms in question in order to provoke the reader to find the answer to the question whether the negotiation was broken due to interlingual miscommunication resulting from erroneously chosen equivalent or it was destined to failure from the very beginning due to socio-political and economic interests of negotiating parties. In order to achieve that goal, the authors have analysed notes exchanged between the governments of France and Great Britain in course of negotiation. The history of negotiation and the linguistic analysis are combined to illustrate the complexity of meaning construction and the semiotic implications of the contextual dependence of meanings of terms and their dynamic evolution in time and space.     

Divided cities as complex cities: transition and complexity in city of Mostar

ABSTRACT

The article analyses planning processes in Bosnia and Herzegovina (BiH) in order to offer insights into newly-shaping planning systems in South-Eastern Europe during the late phase of post-socialist transition. The article argues that societal complexity impedes a multifaceted transition (i.e. post-war, post-socialist, and neoliberal) in BiH, creating obstacles on the multifaceted transition path. Through a thorough literature review and a series of semi-structured interviews, the article shows that due to these, and many other, complexities, BiH is moving slowly on its transition path. However, it appears that the bottom-up processes are challenging the embedded notions of division.     

Government and Corruption: Scylla and Charybdis

Using public sector employment and corruption perception data for 72 countries across the world, this article demonstrates that despite common notion countries with “smaller” governments do not tend to have lower corruption. Under general assumptions, one can demonstrate that there is an optimal size of public sector employment corresponding to the highest capital intensity. The model has several implications: lower optimal sizes of governments for labor intensive countries and higher sizes for capital intensive ones, possibility to reduce corruption paying a cost of suboptimal output, and a higher “price” of an oversized government for labor intensive countries.     

1,2,4‐Triazine‐Based Chromogenic Reagents for the Detection of Microtraces of Various Metals Left on Human Skin*

Abstract: This article extends the application of 1,2,4‐triazine‐based chromogenic reagents to the detection of nonferrous metal traces left on contact with canvas and human skin. The possibility of detection of iron traces resulting from contact with objects made of stainless steel was investigated as well. Additionally, the ability of triazines to form chromatic complexes with Zn²⁺, Ni²⁺, Co²⁺, Cu²⁺, Cr³⁺, and Al³⁺ ions was studied spectrophotometrically. Molar absorption coefficients, ranging from 8.8 to 29.9 × 10³/M/cm, provide high sensitivity of 1,2,4‐triazines toward nonferrous ions, thus, enabling the detection at concentrations as low as a few μM. The method was sensitive enough to detect traces resulting from a 1‐min contact with a stainless steel made object, which is commonly considered as a corrosion‐resistant material. The amounts of metal ions transferred to the skin after a 2‐min contact with objects made of brass, zinc, and copper were sufficient to develop chromatic imprints.

Race,Islamophobia and the politics of citizenship in post-unification Germany

ABSTRACT

In the immediate aftermath of German reunification, as in the wake of the recent humanitarian crisis, Germany experienced notable ‘peaks’ of racist agitation and violence. In the 1990s, as today, the post-Communist eastern regions of Germany tend to be perceived as the hub of such racism. In this article, Lewicki revisits both ‘peaks’ via an examination of numerical evidence for verbal and physical racist violence in the former East and West of Germany. Rather than conceiving of racism as ‘cyclical’ or a specific legacy of the Communist dictatorship, her analysis suggests that political projects in Germany’s past and present have retained distinct structural incarnations of race. Far-right activists could thus successfully channel animosities resulting from the terms of unification into nationalist and racist resentment: momentarily more so in the East, but increasingly also in the West. The politics of citizenship, Lewicki argues, has provided a key means of perpetuating, reaffirming and cementing racialized hierarchies in the two post-war German states, but also in reunified Germany.     

Ethical and legal consideration of prisoner's hunger strike in Serbia

Hunger strike of prisoners and detainees remains a major human rights and ethical issue for medical professionals. We are reporting on a case of a 48-year-old male sentenced prisoner, intravenous heroin user, who went on a hunger strike and died 15 days later. Throughout the fasting period, the prisoner, who was capable of decision making, refused any medical examination. Autopsy findings were not supporting prolonged starvation, while toxicology revealed benzodiazepines and opiates in blood and urine. Cause of death was given as "heroin intoxication" in keeping with detection of 6-MAM. Legal and ethical issues pertinent to medical examination and treatment of prisoners on hunger strike are explored in accordance with legislation and professional ethical standards in Serbia. A recommendation for the best autopsy practice in deaths following hunger strike has been made.
